(16) Send by telegraph to 仁川 as additional allowance 7140 Yen, out of which distribute 140 Yen to each 奏任官, at 京城 and 仁川, 80 Yen to each 判任官, 36 Yen to each policeman.
Receive 300 Yen for yourself, give 500 Yen to 加藤外務書記官, keep 3,000 Yen as extraordinary fund.
Details by mail.
(18) Some 判任官 appointed before while others lately and some busy while others not, I will distribute special allowance in your telegram of 六月三十日 to them according to such distribution as I deem impartial.
I will also give some to students.
Have sent 袁世凱 strong protest against proclamation of 聶.
Received your telegram 24.25.
(29) Your telegram of 18 received.
You can distribute in such a manner as you think best and you can also spend the remaining sum in any way whatsoever at your discretion.
I have already remitted 10,000 Yen as per my telegram 16, 21 and hope are enough for your requirements.
(19) 聶 now on the way to 水原 from 全羅道 and may arrive there within a few days.
It is rumored here that he may come in 京城 under the pretext of audience with 2000 troops.
This appears to be well founded because some preparations are being made at 果川 for their arrival.
If it becomes more certain I am going to urge Corean Government not let him enter into 京城 with such a large force and at the same time to 袁世凱 with the reasons that it will bring violent collision between Japanese and Chinese soldiers in 京城 which will cause great damage to lives and properties and must be prevented by all means on the ground of humanity.
If 聶 enters 京城 with large force in spite of my protest I shall prevent them by force.
(30) Regarding your telegram 19 no objection to protest to Corean Government and 袁世凱 against entry to 京城 of 聶 with large troops as you proposed, nor do Japan shrink from coming to collision on actual provocation.
But taking offensive steps by preventing his entry by force does not give us reasons because we have represented to foreign powers as I informed you already that Japan would never go to war unless defensively compelled to do so.
British Government is very anxious to give good offices between Japan and China and after repeated correspondence between Peking, London, and 東京, I have finally replied to them that Japan may be disposed to entertain proposal if it comes from Chinese side on the following basis.
1st: no question of independence is to be raised by Japan on condition that China will not raise the question of dependency.
2nd: Corean administration to be organized in the sense of second clause of my original proposal.
3rd: withdrawal of troops to be so arranged at the commencement of negotiation as to obtain future security for Japan.
小村 is working with British minister in China regarding the matter.
Under these circumstances avoid offensive conflict without actual provocation.
3. It is reported that Council of Ministers in Peking has decided to counsel the Emperor of China to resist by force our demand and recalled Special Envoy on the way to 京城.
大鳥 manner of negotiations would not attain speedy result, while keeping foolhardiness for indefinite period is not only very difficult but will cause several disadvantages, Under these circumstances it seems to be highly recommendable that Japanese Government should send immediately special ambassador with extraordinary powers to effect our object.
I shall leave here immediately by 近江丸.
Most of influential English papers publish leading articles in conformity with my view that 天津 treaty conveys also on Japan right to protect and demand reforms and preserve the integrity of Corea.
Public opinion is worked to interest British Government in our favor.
Minister for foreign Affairs is anxiously waiting for your acceptance of French.
You will see 総理衙門王大臣 and tell them that you are ready to communicate to Japanese Government whatever proposal they make and if they enter into discussion on the basis of negotiations, you will decline to do so on the ground that the proposals made by Japanese Government having been rejected by them, you are now only to hear what they propose.
But you will impress upon them that Japanese Government will never agree to the withdrawal of troops before some definite arrangement made at the commencement of negotiations, besides not only existing internal disturbance in Corea is still to be feared Japanese Government had already refused to listen to the advice of Russian Government on this subject.
You will also see British Minister and impart to him what will pass between you and 総理衙門王大臣.
After an interview with 王大臣 七月四日 British Minister came to this Legation to tell me that he was requested by them to convey the expression of their willingness to receive me to discuss basis for negotiation.
I ask for immediate instructions.
Detention of troops until the ratification of a convention ought to be insisted upon as precaution against its possible rejection so far as Chinese Government concerned.
The only object of negotiations is the immediate withdrawal of troops.
釜山浦 telegraph line having been already repaired by Corean Government the construction of military telegraph line by our hand would amount to the violation of Corean sovereignty.
Therefore it is desirable to wait till it is decided to commence hostilities.
Meanwhile necessary investigations will be made upon the telegraph road.
栗埜 arrived 1.30. p.m. 七月五日 will leave 七月六日.
(27) Referring to my telegram 5.
軍用電信隊 already arrived in Corea and I should like to know how it was decided whether Corean Government will repair telegraph line with their help or the work be taken into our own hands; and in whichever way it was decided the work ought to be commenced at once at the both end.
28. Received your telegram 17.
If there is any fear that Corean Government might return the draft you presented without giving reason, you will at once strongly impress upon not only 外務督辨 but also influential men in and out of Corean Government that such act will make the situation very serious and that it will necessarily prolong keeping troops in Corea, because Japanese Government do not in that case feel security for future of Corea.
If Corean Government seem to entertain above proposal present the draft 栗野 takes to you as details of the proposal but in case the above fear exists keep on proposing the latter draft verbally until you seize favorable opportunity to present it in writing.
For my reply to Russian Minister mentioned in my telegram 26 see telegram 24.
After I sent reply, Russian Minister seems to have applied to his Government for instructions.
Use your best effort to find out what course Russian Government would likely adopt and what would be nature of instructions to Russian Minister.
Report the result to me and at same time to 在英公使.
After I sent reply, Russian Minister seems to have applied to his Government for instruction.
在露国日本公使 will telegraph you what he could find about future course of Russia.
My proposal to 在清英国公使 is the utmost limit Japan can concede.
So if England is disposed to give good offices, endeavor to induce British Government to instruct 在清英国公使 in that sense.
Impress upon British Government that Japan has been repeatedly imposed upon by China regarding Corean affairs, and this time Japan does not feel at liberty to withdraw troops unless and until definite arrangement will be made about future security and good Government in Corea.
In a private conversation with 総理衙門王大臣 七月三日 I was able to ascertain that their attitude is conciliatory and they appear to be confident of the success of Russian good offices which are no doubt the result of intrigue at 天津.
Under these circumstances Russian interference should be resisted and no time lost in strengthening our position in Corea.
So far as British Minister to China is concerned it is not very difficult to convince him of advisability of Japanese domination in Corea as check against Russia.
Newspapers here represent was imminent between Japan and China.
If it is true telegraph me principal reason for our action and also the principal feature.
26. Large strong protest against official announcement of 袁世凱 regarding proclamation of 聶.
As to opposition of Japanese Gavernment to simultaneous withdrawal of troops you must have clearly understood it by my reply to Russian Minister.
As to telegram of 李鴻章 to Corean Government ask Corean Government if such rumor is true.
If answer is denial make it publicly known, and if it is confirmative, make it also publicly known adding that China tries to obstruct Japan's friendly and peaceful mission by calumniously misrepresenting her good intention.
In any case telegraph me of their answer and your action.
I had an interview with Minister for Foreign Affairs who takes great interest.
He admits that in consequence of our treaty of 明治十八年 there is no longer any question of complete independence of Corea.
He told me England pressed China to be conciliatory to accept negotiation on the basis that the administration of Corea should be reorganized with joint guarantee of integrity from Japan and China.
Chinese Government have informed British Minister to China that they are willing to negotiate on this basis provided that no stipulation is required which would impair dignity of China Minister for Foreign Affairs strongly recommend you to accept this basis and not to talk of independence of Corea but to secure its integrity which is more important.
He recommended Japan not raise any difficulty about nominal claim of China to suzerainty considering real rights are obtained by Japan England having even recognized those non-meaning Honorific claims in case of Birmah.
Personally I add my advice that you might concede to China temporarily right of garrison of say 2,000 men at 元山 reserving to us same right at 釜山浦 both until the reforms and order are fully secured or I submit to your consideration that it might be advisable that in accepting friendly mediation of Great Britain you should transfer negotiation to London under … good offices of British Minister for Foreign Affairs.
It might be possible together with Chinese Minister to settle the question here diplomatically to our honor and conform to your instructions England should be requested to issue invitation to China and Japan and sending of … to be suspended meantime if you decide upon refusing Russian intervention suggest to you doing so by referring to priority of British Minister for Foreign Affairs intervention which Chinese Government have already accepted in principle whilst Japanese Government is considering the terms thereof.
You need not state details by any means.
After repeated conversations 在日本英国臨時代理公使 is going to communicate the following to British Minister to China:
that if China approach us with proposal based upon the 2d clause of our proposal Japanese Government have no objection to open negotiation;
that Japanese Government will not raise the question of Corean Independence on condition that China will not raise it herself;
that the question of withdrawing troops shall be arranged at the commencement of the negotiation;
that Japan must enjoy in Corea equal rights and privileges with China in all matters political as well as commercial.
I specially called attention of 在日本英国臨時代理公使 that question of independence was not raised on our part but we were obliged to protest against Chinese initiative.
(You may give every information on the subject in your possession if requested by British Minister to China. )
17. 七月三日 I have presented draft for administrative reform but 督辨交渉通商事務 very reluctantly replied that he will convey it to the King.
本野 left 仁川 3 p.m. 七月三日 will probably arrive 東京 七月八日 morning.
