１）GNH(Gross National Happiness) No.1 Kingdom of Bhutan
    国民総幸福量ナンバー１　ブータン王国

When it comes to “World Peace and Happpiness”, it should be “GNH(Gross National Happiness) No.1 Kingdom of Bhutan”.  I read through “Bhutan – the future state” written by Hideyuki Takano.

『世界平和と幸福』と言えば、　迷わず、　『国民総幸福量ナンバー１　ブータン王国』である。　そこで、　高野秀行著『未来国　ブータン』を手にし、　読了した。

In that story there are a lot of lessons to learn about “World Peace and Happpiness”to approach.  Frankly to say, ordinary people there are not special, but pure in mind, believing in the government to support them. 

その物語の中には、　『世界平和と幸福』に関して学ぶべき多くの教訓があった。　率直に言うと、　一般国民は特別な存在ではなく、　彼らを見守る政府に信頼を置き、　精神的に純粋であった。

On the other hand, highly civilized nation has a lot of problems to solve, while it is not simple and easy to satisfy ordinary people’s desire or something. Rather complicated than “Bhutan”.

一方、　高度に文明化した国家は解決すべき多くの課題を持っており、　国民の要望を満たすことは容易ではない。　ブータン王国より、　複雑である。

How complicated it is, the important thing is for the government to build up the best possible system to contribute to people’s happiness and the world peace.

如何に複雑であろうとも、　重要な事は、　政府が国民の幸福と世界平和に寄与する最良のシステムを構築することである。

In the kingdom of Bhutan the appropriate system has been completed as follows.

ブータン王国では、　適切なシステムが次のように完成している。

(1) How to make research on GNH(Gross National Happiness)
     GNH（国民総幸福量）調査方法

The said research would be done every two years, while a lot of hours for interviewing one person to get informations on what he or she is requiring for their GNH(Gross National Happiness).

２年毎に『GNH（国民総幸福量）調査』は行われる。　その量は膨大で、　一人当たりにかかる面接等の時間は合計で５時間にも及ぶ。　

For respective researches 10,000 people would be selected, and the said research would be done under the “4 Pillars” and “9 Domains”.

各調査には約1万人ほどの人々が選定され、 国民総幸福量の4つの柱、 9つの指標に従って調査が行われる。

〇　4 Pillars ４つの柱　

①  Promotion of sustainable development　持続可能な社会経済開発

Aiming at “sustainable society and economy” for people’s stable life.

人々の生活の安定のためには、持続可能な社会、経済を目指す。

②　Conservation of the natural environment 環境保護

Making efforts to promote the further devepment for preserving Bhutan’s unique nature including foothills of the Himalayas having been taken care of for a long time.

ブータン固有の自然や、ヒマラヤの麓に脈々とはぐくまれている自然を壊さぬよう、今後の発展に努める。

➂　Preservation and promotion of cultural values 伝統文化の振興

Preserving the traditional culture, while achiving the development and modernization. Making efforts for further devepment.

発展や近代化を遂げたとしても、それは伝統文化の破壊を意味してはならない。常に古きよき伝統を重んじること。

④　Establishment of good governance　優れた統治力

Aiming at improving the degree of GNH(Gross National Happiness) under the superb governing by King and excellent government in the Dungkhag/Gewog(each governing unit).

優れた国王の統治の下、各ゾンカク(ゾンカクはドゥンカク（郡、Dungkhag）とゲオク（村、Gewog）という行政単位によって構成されている。)においても優れた統治を行うことで、国全体としての幸福度増加を目指す。

〇　9 Domains 　9つの指標　

①  Psychological Wellbeing 心理的幸福

The point is not “Being satisfied materialistically”, but “Being satisfied and feeling happy in mind and spirit."

物質的に満たされるのではなく、心・精神面が満たされ幸福を感じられるかどうか。

②   Time Use and Balance　時間の使い方とバランス

The point is not “Being concentrated on the job only, or enjoying leisure time only”, but “Leading a life in a balanced way.”

仕事ばかりに時間を取られたり、余暇ばかりを楽しむのではなく、そのバランスが取れた暮らしを送っているかどうか。

➂  Cultural Diversity and Resilience　文化の多様性

The point is “Putting importance on the cultural diversity through respecting each other and preserving the culture deep-rooted in every community.”

それぞれがお互いを尊重しあうとともに、各地域に根付く文化を大切にすることで、伝統的な文化の多様性を重んじれているかどうか。

④  Community Vitality　地域の活力

The point is “Being vitalized fully as unified community, while being connected each other like families with nobody being isolated.”

誰一人として孤立してしまわぬように、皆が家族のように繋がりあうとともに、集団として活気にあふれているかどうか。

⑤  Ecological Diversity and Resilience 環境の多様性

The point is “Being diversified ecologically in the job place and residence environment, while being vitalized fully.”

職場や住環境など、多様性にあふれるとともに、活気にあふれているかどうか。

⑥  Good Governance　良い統治

The point is that “Good Governance is being performed at the level of being satisfied and trusted in the nation and local governments.

属する国家、地方自治体において、満足できる・信頼できるような良好な統治が行われているかどうか。

⑦  Health　健康

The point is “Putting importance on the health as the basic condition in a human life.”

すべての基本である、健康を重んじているかどうか。

⑧  Education　教育

The point is that “Everybody is able to be given education among people equally for the further development.”

すべての人が平等に、教育を受けることができるとともに、更なる発展が進められているかどうか。

⑨  Living Standard　生活水準

The point is that the minimum life standard is being kept.

最低限の生活水準が保たれているかどうか。

(2)  The happiness standard is based not on the naion, but the person/family  

　　　幸せの基準は国家ではなく個人・家庭

The Kingdom of Bhutan puts stronger importance on the happiness of person and family as the basic condition for improving the degree of GNH(Gross National Happiness) rather than the nation itself.

ブータン国家は、幸福量の増加を目指しているが、その基準は国家それ自身にあるのではなく、国家が幸福であるためには、国民それぞれの家庭が幸福であることが基本と考え、国民の幸せのために国家がまず豊かになるとは考えない。

２）Hint for governing Japan  日本統治へのヒント

As for the electronic technology or scientific development, Japan may be going ahead of the world. But, in regard to GNH(Gross National Happiness), there may be a lot of things to learn from the Kingdom of Bhutan. For example, on how to preserve the nature and human life in the local country area.

日本は確かにエレクトロニクス技術や科学的発展に於いては、　世界の先端を行っているかも知れないが、　殊、　『GNH（国民総幸福量）』に関して言えば、　ブータン王国から多く学ぶ事があるような気がする。　例えば、　地方の自然保護や過疎化対策等について。

1)Passion to Life 人生への情熱

The meaning of our life. Since being born into the world, our life would start to think and study on what we should do during being alive.

人生の意味。　この世に生を受けてから、　生きている間に何をなすべきか考え、　精進し始める。

In year 804 Buddhist Kukai went to Choan, China as a Japanese envoy to China during the Tang Dynasty to study Buddhism. He was highly accepted and welcome by Buddhist Keika there. After studying a lot of things on Buddhism, he returned to Japan. They say he is sill praying for us in Koyasan.

８０４年に、　空海は遣唐使として、　中国長安に留学した。　空海は唐僧の恵果阿闍梨により歓待を受けた。　密教について多くを学んだ後、　帰国した。　空海は今でも高野山で祈り続けていると言われている。

What I would like to mention here is not about religion, but something to think by ourselves independently throughout our life. Whether you believe in some religion or not is absolutely　up to you.

茲で伝えたいことは、　宗教についてではなく、　一生を通じて自ら考えるべきものについてである。　宗教を信じるか否かは、　個人次第である。

（注）『胎蔵曼荼羅』が真理を実践的な側面、現象世界のものとして捉えるのに対し、『金剛界曼荼羅』では真理を論理的な側面、精神世界のものとして捉えていると考えられる。

胎蔵曼荼羅（大悲胎蔵曼荼羅）は主に『大日経』に基づき、　金剛界曼荼羅は『金剛頂経』（経典群）という密教経典に基づいて描かれている。

『大日経』は7世紀の中頃、インドで成立したものと言われ、インド出身の僧である善無畏三蔵（ぜんむいさんぞう、637年 － 735年）が、中国人の弟子の一行禅師（いちぎょうぜんじ、683年 － 727年）と共に8世紀前半の725年（開元13年）前後に漢訳（当時の中国語に翻訳）したものである。

一方の『金剛頂経』は7世紀末から8世紀始めにかけてインドで成立したもので、『大日経』が訳されたのと同じ頃に、インド出身の僧である金剛智三蔵（671年 － 741年）と、弟子の不空三蔵（705年 －774年）によって漢訳されている。　なお、日本密教の伝承によれば、『金剛頂経』は十八会（じゅうはちえ）、　つまり、大日如来が18回のさまざまな機会に説いた説法を経典としたものを、それぞれまとめて十八本に集大成した膨大なものであるとするが、　金剛智三蔵と不空三蔵が訳したのはそのうちの初会（しょえ）のみであるとされ、この初会の経典を『真実摂経』（しんじつしょうぎょう）とも言う。

いずれにしても、『大日経』と『金剛頂経』は同じ大日如来を主題として取り上げながらも系統の違う経典であり、違う時期にインドの別々の地方で別個に成立し、中国へも別々に伝わった。　これら２系統の経典群の教えを統合し、両界曼荼羅という形にまとめたのは、空海の師である唐僧の恵果阿闍梨（746年 － 805年）であると推定されている。　恵果阿闍梨は、密教の奥義は言葉では伝えることがかなわぬとして、宮廷絵師の李真に命じて両界曼荼羅等々を描かせ、空海に与えた。　空海は、唐での短い留学を終えて806年（大同元年）に帰国した際、それらの曼荼羅を持ち帰っている。　空海が持ち帰った彩色両界曼荼羅（根本曼荼羅）の原本および弘仁12年（821年）に製作された第一転写本は教王護国寺に所蔵されていたが失われており、京都・神護寺所蔵の国宝・両界曼荼羅（通称：高雄曼荼羅）は彩色ではなく紫綾金銀泥であるが、根本曼荼羅あるいは第一転写本を忠実に再現したものと考えられている。

※両界曼荼羅（りょうかいまんだら）は、日本密教の中心となる仏である大日如来の説く真理や悟りの境地を、視覚的に表現した曼荼羅である。

※日本密教の教えの中心ともなる大日如来を中央に配して、更に数々の「仏」を一定の秩序にしたがって配置したものであり、「胎蔵曼荼羅」（胎蔵界曼荼羅とも）、「金剛界曼荼羅」の2つの曼荼羅を合わせて「両界曼荼羅」または「両部曼荼羅」と称する。「胎蔵」は客体、「金剛」は主体表現であるとされる。　一般に知られる個々の「仏」の像を絵画で表した『大曼荼羅』のほかに、1つの仏を1文字の梵字（サンスクリットを表記するための文字のひとつ）で象徴的に表した『法曼荼羅』や、1ずつの仏をその仏の内証を象徴的に表す「三昧耶形」で描いた『三昧耶曼荼羅(さんまやまんだら)』、日本ではインド密教古来の地面に描く曼荼羅の姿に倣って仏像を伽藍内に配置したものを『羯磨曼荼羅(かつままんだら)』といい、これらを総合して「四種曼荼羅」と呼ぶ。

２）Deepest limestone cave  世界最大の鍾乳洞

The deepest limestone cave in the world, located at China has been put into our eyes clearly by specialists from the world.  Deeply moved.  We hope “World Peace and Happiness” will be realized in the same manner of the above cave through specialists on every field from the world.

中国貴州省の龍の巣（鍾乳洞）の全貌が各国の専門家が集結して、　明らかとなった。　大変感動的である。　『世界平和と幸福』も同様に各国がOne Teamとなって、　実現に向け努力することを望む。

１）Democracy　= Great Idea produced by the human wisdom
 

    『民主主義』は人間の智慧が生み出した素晴らしアイデア

The problem is the quality of representatives elected by the ordinary people. 　That is, they are not doing the good job for people. 　Owing to the weak point of human being “egoism”, they are using the power given as a public servant to satisfy their own lust. Really poor and immature in character.

問題は、　国民により選ばれた議員の質である。　国民に奉仕する良い仕事をしていない。　人間の弱点である『利己主義』に毒され、　公人として与えられた権力を自らの欲望を満たすために使っている。　真に、　人格的に貧しく、　未熟である。

２）Imposible to evaluate the human being by the human being

　人間が人間を評価するのは不可能

It is almost imposible to evaluate the human being by the human being. 　Therefore, the AI(Artificial Intelligence) created through the scientific study history should be employed to do it for the human being.

This AI should be created immaculately not by the conventional way, but through the special way under various specialists on every field.　

人間が人間を評価することはほぼ不可能故、　科学的研究の歴史を通して生まれたAI(Artificial Intelligence)を導入する必要がある。　

このAIは従来の方法ではなく、　各分野の専門家の下で、　完璧無欠な内容で創造されなければならない。

３）Belief on the basic human nature in which they desire the world peace

   基本的に人は平和を志向するという信頼

In reality there are various wars, weapons, struggles among people in the world, 　Nevertheless they prefer the peaceful situation.

実際には、　世の中に、　色々な戦争、　武器、　争い事が存在する。　しかしながら、　一般的には平和的な状況を好む。

４）Development on AI

    AI開発

A lot of expenses are required to develop the AI which could assure the world peace. 　Hopefully people in the world would offer the money as much as possible to contribute to “World Peace and Happiness”. 　The number of people would amount to 3 billion in total as contributors to the AI development expenses.

世界平和を確かなものにするAI開発には多くの資金を必要とする。　世界中の人々から『世界平和と幸福』に貢献する資金が寄せられることを希望する。　当該資金提供者の人数は全世界で３０億人に上ると思われる。
