新潟市立寄居中１年だった横田めぐみさん（当時１３歳）が７７年１１月１５日に拉致されて３０年を迎えるのを前に１２日、同校の全校朝会で関根広志校長（５７）が事件について講演した。「とりわけ私たちは、事実を決して忘れることなく、めぐみさんがご家族のもとに元気な姿で帰ることを心からお祈りしましょう」と生徒約２６０人を前に訴えた。
同校ではめぐみさんが北朝鮮に拉致された疑いが浮上した９７年以来、毎年この時期に歴代校長が事件について講演している。関根校長は先月１３日に講演会のため同市を訪れた父滋さん（７４）、母早紀江さん（７１）と面談。入学式を病気で欠席し、後で校舎の桜の木の前で、滋さんが制服姿のめぐみさんを記念撮影したこと、所属したバドミントン部では市の強化選手に選ばれたことなど、夫妻から聞いた在校中のエピソードを紹介し「ご両親のめぐみさんを思う気持ちがひしひしと伝わった」と話した。
さらに「もしも自分の子供が、突然いなくなったら、と思うと胸が張り裂けそう」と生徒に語りかけた。【五十嵐和大】

Tokyo to soften line on N Korea

When Yasuo Fukuda, Japanese prime minister, meets George W. Bush, US president, in Washington on Friday, he will offer a slightly more conciliatory approach on North Korea and a promise to do his best to pass anti-terror legislation.
The Japanese prime minister is braced to hear that Washington intends to take North Korea off its list of state sponsors of terrorism as a reward for promises on nuclear disarmament.
Under Shinzo Abe, Mr Fukuda’s predecessor, who built his career on being tough on Pyongyang, that would have been seen as betrayal. Mr Abe’s position was that no concessions should be made to North Korea without progress on the issue of Japanese citizens abducted by Pyongyang in the 1970s and 1980s.
But Mr Fukuda appeared more accommodating. “We certainly do not think that the US is engaging in its discussions over nuclear disarmament with North Korea in a lax manner. The North Korean nuclear weapons are a major threat to Japan,” he said. He added that he hoped the abduction issue could be resolved at “more or less the same time”, through separate discussions between Tokyo and Pyongyang.
Kaoru Yosano, chief cabinet secretary during the last days of the Abe administration, was less coy about Japan’s softer stance. “Taking North Korea off the list of terrorist countries is something that will happen in the course of US-North Korean negotiations. If it is necessary to the US for the purpose of successful negotiations, why should we deny it?”
Mr Fukuda said he would also tell Mr Bush he would “strive to pass a new law” enabling Japan to refuel US and other ships in the Indian Ocean as part of anti-terror operations.
Japanese ships steamed home on November 1 after six years in the Indian Ocean when the opposition Democratic Party of Japan, which controls the upper house, blocked the extension of enabling legislation.

町村官房長官「日米首脳、テロ国家指定解除も議論」
町村信孝官房長官は12日の記者会見で、米国による北朝鮮のテロ支援国家指定解除問題について「米国は日米関係を犠牲にしてまで米朝関係の改善を図らないと再三にわたって言っている。いずれにしてもこの話は日米間で議論していくことになる」と述べ、16日の日米首脳会談の議題になるとの見通しを明らかにした。
拉致問題の進展がみられないまま指定が解除された場合の対応に関しては「拉致問題は普通のテーマと違う重みがある。決して日米関係にいい影響を与えるものではない」と指摘した。(00:33)
