朝鮮総連を実質的に取り仕切る許宗萬・責任副議長（７６）。
最近、その身辺に異変が起きているという。
昨年末から今年にかけ、２度も襲撃されかけたというのだ。
“総連のドン”は、何故、狙われたのか？
許氏は８６年の中央委員会副議長就任以来、金正日総書記から直接指示を受け、
総連を牛耳ってきた。飯島勲首相補佐官（当時）と組み、２度目の小泉訪朝（０４年）
を仕掛けたことでも知られる。
「その許宗萬が最近、何者かに襲撃されかけ、関係者の間で様々な憶測が
飛び交っているんです」。そう打ち明けるのは、ある総連関係者だ。
「具体的には１月１７日。東京・千代田区冨士見にある朝鮮総連中央本部で
暴漢に襲われそうになった。ただ、あくまで襲撃未遂です。
その後に予定されたスケジュールがキャンセルされたものの、幸い許宗萬にも
怪我などはありませんでした」
総連が設立されて今年で５３年。
その長い歴史の中でも、総連中央本部で大幹部の襲撃未遂事件が起きるとは
前代未聞のことである。
「実をいうと、許宗萬は昨年末にも襲われそうになっています」
とは、別の総連関係者。
「場所は、同じく総連の中央本部です。数人の男に取り囲まれ、その内の１人から
刃物のようなもので切りつけられそうになった。この時も、許宗萬は無事でした。
しかし警察から内部事情を探られることを嫌い、２件とも被害届を出していません。
内部でも箝口令が敷かれています」
総連中央本部は、「取材はお断り」と固く口を閉ざす。
だが、ある公安関係者はこう語る。
「許宗萬は昨年１１月、総連幹部の子息の結婚式、１２月には知人の葬儀に
出席しています。いずれも、普段にもまして物々しい警備体制を敷いていました。
襲われることを心配して、ボディガードを増やしたと見ています」
■金銭トラブルか
公安関係者が続ける。
「昨年、許氏は長年住み慣れた家を引き払い、近くに別の家を借りています。
新居は警備がしやすい場所にあるし、われわれは襲撃未遂事件と引っ越しが、
何らかの関係があると見ています」
では、一体、誰が許氏を狙ったのか。
日本のヤクザとのトラブル説。不満分子による内部犯行説。
平壌から送られた刺客説等々、諸説あるが、「在日商工人との間で、金銭絡みの
トラブルがあったのではないかと見ています」と、ある総連幹部が解説する。
「昨年、許が襲われた際、男が“オレの金はどうなったんだ”と叫んでいるのを
中央本部の職員が聞いています。周知のように、許は長年、商工人から金を
吸い上げ、金正日にせっせと献金してきた。これまでもその金の一部が消えたとか、
何度も悪い噂が立ったことがあります」
かなりの数の商工人が、献金した金の使途について不満を持っているという。
許氏は、そんな輩に狙われた、という見立てがもっぱらである。
許氏は昨年夏、４人の有力商工人から「退陣要求」文書を突きつけられてもいる。
『コリア・レポート』の辺真一編集長によれば、
「朝銀が破綻し、その結果、大阪や東京の総連本部に初めて警察の捜査が入った。
そして、昨年は詐欺事件にまで発展した中央本部の売却問題が起きた。
このトリプルパンチで既に許宗萬の権威は失墜しています。だが、その首に
誰も鈴を付けられなかったため、今回のような事件が起きたのかもしれません」
金正日から見放されるのも、もはや時間の問題と言われているのである。

長官は、濃縮計画が存続していると判断する根拠は示さなかった。北朝鮮核問題をめぐる６カ国協議の米首席代表ヒル国務次官補は「（北朝鮮は）ウラン濃縮能力を獲得できていないという結論に達しつつある」と述べている。（共同）

SEOUL, South Korea (AP) -- North Korea criticized joint military exercises planned by the United States and South Korea next month, saying the annual maneuvers are preparations for an invasion of the communist country.
The six-day exercises -- dubbed Key Resolve and Foal Eagle -- are to begin March 2 with 27,000 American troops, along with the aircraft carrier USS Nimitz and an undisclosed number of South Korean soldiers.
The joint exercises are ''nothing but saber rattling to invade the North,'' the North's official Korean Central News Agency said Thursday.
South Korea and the U.S. have characterized the maneuvers as purely defensive, but North Korea has long claimed the U.S. is planning an invasion and the drills are a rehearsal for an attack.
The exercises -- previously called RSOI and Foal Eagle -- involve a computer-simulated war game with field drills aimed at improving U.S. and South Korean forces' defense capabilities.
KCNA carried a separate statement Thursday from the North's Korean National Peace Committee which denounced the drills as an attempt ''to stifle our republic by force and bring the catastrophe of a nuclear war.''
It demanded that Washington end its ''hostile policy'' toward North Korea and withdraw its troops from South Korea.
The United States has repeatedly said it has no intention of attacking North Korea.
On Wednesday, North Korea accused the U.S. of attempting to permanently station its troops in South Korea.
About 28,500 U.S. troops are based in South Korea in a legacy of the 1950-53 Korean War. The conflict ended in a cease-fire, not a peace treaty, leaving the two Koreas technically still at war.
Relations between the two Koreas warmed after the first summit of their leaders in 2000 and improved further during a second summit last year.
However, the U.S. and North Korea have been in a row since 2002 over the North's nuclear programs.
Under an international accord last year, North Korea pledged to disable its only operating nuclear reactor and declare all of its nuclear facilities by the end of 2007. But the process stalled after North Korea said it provided the U.S. with a list in November, but the U.S. said it was incomplete.
The statement Thursday accused American ''hard-line conservative forces'' of darkening the prospects for a peaceful resolution of the nuclear row.
