'Success' in N. Korea will fail in long run

Rudyard Kipling put it well a century ago: It is always a temptation to a rich and lazy nation, To puff and look important and to say:

"Though we know we should defeat you, we have not the time to meet you.

We will therefore pay you cash to go away."

And that is called paying the Danegeld;

But we've proved it again and again,

That if once you have paid him the Danegeld

You never get rid of the Dane.

The Dane in this week's crisis is Kim Jong Il, the grand panjandrum of North Korea. Last week there was modified rapture in the chancelleries of the six great powers engaged in talking to Kim -- Japan, China, Russia, India, South Korea and the United States -- because they had negotiated a brand-new compromise with him.

This brand-new compromise is very similar, if not identical, to the bad old compromise that was agreed between Kim and the Clinton administration, broken by Kim, formally renounced by the incoming Bush administration and finally resurrected again by the whirligig of time and diplomacy and by a president and a secretary of state desperate for a diplomatic success -- any "success" -- to stock the legacy cupboard.

The essential deal is that the North Koreans should shut down their nuclear facilities and accept weapons inspections by the International Atomic Energy Agency in return for normalized relations with the United States and large sums in aid and fuel from Japan, South Korea and the United States -- i.e., Danegeld.

Is it really that simple?

No. There is some uncertainty about whether the North Koreans will actually get rid of all their nuclear facilities, or merely some, especially since they cheated last time. U.S. officials have responded by claiming North Korea won't get any aid until it has met a series of "benchmarks" in dismantling the nuclear program. But will America be able to hold South Korea, which was desperate for a deal, to this condition? That must be doubtful.

Who came up with this ridiculous idea?

Ex-President Jimmy Carter. No, really. I know it sounds too good to be true, but in 1994 when President Clinton seemed prepared to take serious action against North Korea, Carter flew to Pyongyang and negotiated the first such compromise with Kim. In effect Carter substituted his own foreign policy for that of the elected president. We have been living with variations on that policy ever since. Given Carter's record, it is hardly surprising that today the North Koreans have more nuclear weapons, an advanced nuclear program, offers of money and fuel up to the kazoo, and the diplomatic world beating a path to their door.

But can Kim be trusted to keep his side of the bargain this time?

Well, it's true this deal is so good for him that he really doesn't need to cheat. Kim gets to keep his rocket programs and his chemical and biological stockpiles; he gets normalized relations with the United States, which means the removal of North Korea from the State Department's list of "terrorist nations," and he gets international respectability.

At the same time he may not be able to stop himself cheating. He knows that the U.S. government, eager to parade its sole diplomatic achievement, will be keen to turn a blind eye to any violations. So he can probably cheat with impunity. Also, Kim is a very odd duck. Only Monday, he saw a Japanese car blocking the road and ordered that all Japanese cars be seized. As a South Korea news agency reported, this order may not be carried out since the few cars on North Korean roads are almost all Japanese. Still, it's an odd order when Kim is relying on Japan to come up with subsidies agreed only last week.

So what will happen?

No one really knows, but one good bet is even if this deal "works," it will prove to be a powerful incentive to nuclear proliferation worldwide. America and its partners in the six-party talks, especially China, have told the rest of the world that one certain way to gouge aid out of the West and the United States is to start a nuclearization program for the express purpose of receiving bribes to close it down.

But surely the only alternative to this deal was war?

Remember that argument well: It is the excuse invariably offered for bad diplomacy. And it doesn't even have the merit of being true. There is a different diplomatic approach available in the North Korea Human Rights Act. It is backed by an extraordinary bipartisan group including major leaders of the Korean-American community, the Brookings Institution, the Hudson Institute, the Religious Action Center of Reform Judaism, the Assemblies of God Church, Democratic Action, Freedom House and the Open Society Policy Center. It argues that the United States should not merely respond to Kim's agenda but should instead demand that human rights violations in North Korea (and in China) be on the negotiating table. And it requires that if (modest) concessions are to be offered to North Korea, Kim must offer an improvement in the people's rights as well as an abandonment of nuclearization.

That policy has at least a chance of alleviating the sufferings of the North Korean people; the current policy merely rewards their oppressors. As Kipling pointed out, the moral is plain:

So when you are requested to pay up or be molested,

You will find it better policy to say:

"We never pay any-one Danegeld,

No matter how trifling the cost;

For the end of that game is oppression and shame.

And the nation that plays it is lost!"

The Danegeld was an English tribute raised to pay off Viking raiders (usually led by the Danish kings) to save the land from being ravaged by the raiders. The term has come to be used as a warning and a criticism of paying any coercive payment whether in money or kind.

The Plan That Moved Pyongyang

In 2006, the headlines from North Korea were depressing. Pyongyang was headed down the path of escalation: missile tests in July, testing a nuclear weapon in October. Now, 2007 has opened with encouraging news -- a breakthrough in Beijing. In effect, the agreement announced last week was answering the bomb test with a successful test of diplomacy. But this deal makes more sense if we understand the broader strategy, set in motion some time ago, that is starting to play out.

In 2005, the United States energized its flagging North Korea efforts on two tracks. One was diplomatic, the other defensive. The diplomatic strategy was never just about North Korea. The Korean Peninsula has repeatedly been a battleground for the great powers in Northeast Asia. The United States, particularly Secretary of State Condoleezza Rice and her deputy, Robert Zoellick, saw a way to break this mold: China, Japan and Russia were flexing new diplomatic muscle. The North Korean problem could be an opportunity to unite potential rivals in common effort, an enterprise without precedent in Northeast Asia.

The defensive approach responded to North Korea's outlaw strategy for economic survival. Protecting the integrity of the international financial system was just one of the ways to show the North's leaders that trafficking in contraband was not a sustainable solution to their problems.

By late 2005, both policies had been set in motion. In September, Assistant Secretary of State Christopher Hill and his counterparts from South Korea, North Korea, China, Japan and Russia had negotiated a joint framework for comprehensive diplomatic action. Meanwhile, enforcement actions that had been pending against North Korea's partners in money laundering, such as Macau's Banco Delta Asia, were rolled out.

Then the Bush administration paused. It had been preparing to follow up with new diplomatic initiatives, but the administration was uncertain and divided about how much further to go until North Korea moved. As for the North Koreans, they were indeed hit hard as members of the international financial community became increasingly reluctant to handle their suspect transactions. Furious, they boycotted the six-party talks and tried to advertise their own strength, a course that culminated in the nuclear test last October.

After that test, Rice leaned hard on the regional diplomatic relationships she had nurtured. First -- and fast -- came U.N. Security Council Resolution 1718, the most potent action against North Korea that the United Nations had taken since 1953, when the Korean War was suspended.

Having shown the North that it had underestimated regional solidarity, the United States next moved to change the dynamic, to break the cycle of escalation. That month, Chinese President Hu Jintao and President Bush came to a strategic understanding about North Korea. They agreed that diplomacy needed to be given another chance. But the diplomacy couldn't just be a gloss, busywork that only gave the appearance of action.

To turn this strategic understanding into policy, Rice developed a two-stage strategy. First the six parties would move quickly to offset the nuclear test with unprecedented commitments from the North Koreans to stop and reverse their nuclear development and to bring back the system of monitoring by the International Atomic Energy Agency. Some called this an "early harvest" -- testing whether the ground could yield anything fruitful.

If it did, then in the second stage the six parties would follow up. But rather than returning to the old, painful pattern of piecemeal nuclear bribery, the diplomacy would have to move simultaneously on multiple fronts: scrapping the nuclear program, building normal economic cooperation, tackling the normalization of relations and -- perhaps most engaging -- getting at the unresolved issues of the Korean War.

Thus, later in October, Rice shuttled across Northeast Asia to reassure allies and win support for this diplomatic design, especially in Beijing.

Pressure had its place. So did diplomatic ingenuity. One Chinese official said to Rice, "It is better to play with two hands." And talking with the North Koreans would not be a problem, Rice concluded, if doing so did not undermine the vital regional foundation and if the North Koreans actually had something to say.

Last week's deal, skillfully negotiated by Rice and Hill with their counterparts, delivers a plan for the "early harvest." A "good, initial step" was Rice's careful phrase. The broader context in which the agreement was reached helps explain what she meant. The United States and its negotiating partners have successfully carried out a diplomatic test.

The next two months will show whether the design remains valid. Rice has agreed to a six-party meeting of foreign ministers, including the North Koreans. We will see whether the Bush administration and its counterparts can launch the second stage, when the desired outcomes to be produced from this diplomacy may finally come into view.

The Phony Peace

February 20, 2007: The latest North Korean disarmament deal is similar to the one in 1994, the one that North Korea violated the terms of, while accepting most of the goodies. But this time it's different. The verification routines for the new deal are stricter, and the U.S. has partners (China, Japan, South Korea and Russia). The main component of the bribe (worth up to half a billion dollars) is oil, to be delivered by South Korea. It's quite likely North Korea will try to cheat on this deal, as it has done in the past. The North Korean police state is still in business, still broke, and still on the prowl for handouts and bribes.

February 19, 2007: North Korean leader Kim Jong Il has ordered all Japanese made cars in the country seized. Kim is angry with Japan, which refuses to give North Korea any more freebies until the North Koreans come clean on all the Japanese it kidnapped over the last few decades. The kidnapped Japanese issue is big in Japan, and Japanese politicians cannot ignore it.

February 18, 2007: North Korea has a measles epidemic on its hands, and is calling for international help to stop it. North Korea had announced, in 1992, that is had eliminated measles within its borders. That may have been the case, and the disease may have been brought back by a diplomat, or other traveler. When the measles outbreak began last November, health workers did not recognize it at first, and it has since spread to over a third of the country. Thousands of people have been infected, and an unknown number have died. The North Korean health system is mainly a sham, with lots of "trained medical personnel," but little in the way of equipment or medicine.

February 1 7, 2007: Based on past performance, much of the new aid going to North Korea is expected to go to the military, and the few thousand families that control the country. The North Korean armed forces have been starved of new equipment, spare parts and fuel for some two decades now. Training, discipline and loyalty have all declined. The secret police have to spend more and more of their time keeping an eye on the army. The armed forces needs help, fast, before it falls apart.

February 16, 2007: As expected, North Korea is now delivering the fine print to its rather vague disarmament deal. First, it wants a light water nuclear reactor (one that will not produce bomb fuel) to replace the one it is shutting down, and the disarmament deal is not permanent. That last point was expected. North Korean has the knowledge, and any missiles or nuclear bombs that are dismantled, can quickly be rebuilt.

February 15, 2007: North Korea is eager to get food and fertilizer aid from the south restored. The aid was suspended last July because of North Korean missile and nuclear tests. The northerners put on a brave face to all this, but the loss of that aid, and much else besides (because of the weapons tests) is causing suffering and death up north.

February 13, 2007: North Korea agreed to shut down its nuclear reactor, and eventually, well, maybe, dismantle its nuclear weapons. This would be done in return for of 7.3 million barrels (one million tons) of oil. Five percent of the oil will be delivered as soon as the nations main nuclear reactor (used to create bomb material) is shut down. This is to happen within sixty days and verified by international inspectors. The rest of the oil, plus unspecified amounts of electricity and food aid, will be delivered as other components of North Korea's nuclear weapons program is dismantled. The details on this are vague, but the bribe is real, and worth up to half a billion dollars. South Korea, the U.S., China, Japan and Russia are sharing the cost.
