万景峰号の入港禁止解除要請 日本赤十字社府支部に市民団体

 京都府内の在日朝鮮人と日本人でつくる市民団体「東アジアの平和と朝鮮半島の自主的平和統一をめざす京都ヒューマンネット」は28日、日本赤十字社府支部(京都市東山区)に、人道的見地から北朝鮮の貨客船「万景峰(マンギョンボン)92」の入港禁止措置の解除を政府に働きかけるよう要請した。
 要請書は「入港禁止によって、肉親との再会を望む在日朝鮮人の高齢者や、修学旅行の生徒が朝鮮民主主義人民共和国を訪問できなくなった。栄養不良に苦しむ子どもへの支援物資も送れなくなった」と指摘する。
 その上で、在日朝鮮人が日本の植民地支配により日本に住まざるを得なくなった経緯から「祖国への自由往来権は完全に保障されなければならない」としている。
 要請書を受けた同社府支部の山内豊一事務局次長は「人道だけでなく中立を理念に掲げる赤十字が、政府へ働きかけるのは難しい」と述べた。

Repeating Past Mistakes with North Korea

For the United States and its allies, the six-party agreement in Beijing on North Korea's nuclear programs was a strategic blunder masquerading as a diplomatic triumph.

North Korea's recent provocations have included counterfeiting American currency, threatening the United States and its allies with missile launches, and testing a nuclear device. In response, the Bush administration has apparently agreed to loosen financial sanctions against Pyongyang, end its designation as a state sponsor of terrorism, and contribute toward a fund of possibly hundreds of millions of dollars in energy assitance for North Korea beginning this spring. Where exactly is the quid pro quo for the United States in this sorry pattern of shakedown diplomacy?

To grasp the full scale of the capitulation in Beijing, one must recall the history of the six-party talks. In June 2004, North Korea's representatives at the talks announced they would never accept Washington's terms of complete, verifiable and irreversible denuclearization. Instead, they demanded an agreement that provided North Korea with international aid, security guarantees and diplomatic recognition in exchange for freezing its nuclear activities. Even this North Korean proposal covered only the plutonium program at Yongbyon, as Pyongyang has never acknowledged the existence of its highly enriched uranium (HEU) program--the discovery of which sparked the current round of North Korean nuclear brinkmanship, which commenced in October 2002.

What first appeared as farce in 2004 has now re-emerged as potential tragedy. The Feb. 13 tentative agreement committed the North Korean side to submitting a list of “all its nuclear programs,” but the Korean negotiators at the talks explicitly refused to include the HEU program in that list, only acknowledging that they will allow the other five parties to discuss it, and ask questions, at side talks. Meanwhile, North Korea will freeze the plutonium harvesting Yongbyon nuclear reactor, and readmit inspectors from the IAEA (without rejoining the Nuclear Nonproliferation Treaty).

But what about the existing nuclear weapons that Pyongyang declared in 2005 will be “kept for self-defense under any circumstances”? They go unmentioned in the agreement. North Korea's negotiators have stated that the nukes are already in the military's hand. Given the vast “church-state”-style bureaucratic gap long officially affected between North Korea's diplomatists and its warriors, these weapons will not be on the table any time soon.

What has Washington promised for its part of the agreement that allows North Korea to continue its HEU program and maintain its existing nuclear arsenal? Over the next two months, the remaining five parties (excluding Japan) will provide North Korea with 50,000 tons of heavy fuel oil, with an additional 950,000 to follow once North Korea submits its (perhaps incomplete) list of nuclear programs. Meanwhile, Washington's negotiators appear to have worked out a side agreement to lift sanctions against North Korea's financial network, which launders proceeds from its drug trade and its counterfeiting industries (fake U.S. currency, cigarettes, and even Viagra).

As distasteful as the prima-facie terms of the Feb. 13 agreement may appear, their second-order consequences are yet more baleful. If one leg of North Korea's strategy in the six-party talks has been to assure its own permanent possession of nuclear weapons, the other has been to drive a wedge between Washington and its alliance partners in Seoul and Tokyo. For Pyongyang, this agreement promises to succeed in both of these ends.

The “initial actions” described by the agreement, as well as the evident side talks that have supported it, have been artfully constructed so that only the most blatant breach of faith is likely to rupture the six-party talks in the near term. That is to say: So long as North Korea provides some type of nuclear activity list in the next two months, and Seoul and Beijing cough up the indicated energy assistance payments, there will be international pressure to keep the agreement alive. At each phase of non-Korean non-compliance, a plausible argument will be made that the process should be allowed to work itself out. The current government in South Korea, indeed, may well take the lead in making that argument. Any effort by the United States to challenge Pyongyang's good faith would only further broaden the diplomatic rift between Washington and Seoul.

Damage to the Washington-Tokyo relationship may be no less severe. Japan appears to be the biggest loser in the latest agreement. The question of “abductees”--Japanese citizens who were kidnapped by North Korea during the 1970s and 1980s--has been shunted to a side working group where it will no longer interfere with the remainder of the agenda. Tokyo has refused to provide energy assistance until the abductee issue is resolved, a step that will marginalize its role in future negotiations unless Tokyo embarrassingly backs down or Pyongyang makes concessions (though it no longer faces international pressure to do so). American support for an agreement that relegates the interests of a crucial U.S. ally to such a subsidiary role is difficult to explain.

How can Washington recover from this self-inflicted setback? As a first step, when North Korea presents its list of nuclear programs in 60 days, the Bush administration must be prepared to reject any document that does not include a complete accounting of the HEU program. Russia, China and South Korea appear ready to accept any document that Pyongyang provides as a legitimate step in the talks. Only American pressure can keep the issue alive.

The United States might also make any move toward removing North Korea from the list of state sponsors of terrorism contingent upon the satisfactory resolution of the abductee issue. Doing otherwise would risk marginalizing the only reliable American partner in the talks.

Looking beyond the six-party framework, Washington should consider a policy that leverages U.S. strengths against North Korean weaknesses. As North Korea depends on international extortion to survive, the United States should follow Japan's lead and refuse to support the failed North Korean economy until Pyongyang delivers real progress on denuclearization and other issues. Cooperation with Tokyo to increase pressure against Pyongyang's proliferation and counterfeiting activities is a vital measure. And pushing Beijing to facilitate the flow of North Korean refugees though its border along the Yalu River would deliver both humanitarian and strategic dividends.

Resolving the North Korean nuclear crisis will remain an acute challenge for some time to come. But the first step in that direction will be to recognize the Feb. 13 agreement for what it is--a defeat without a war.

6-党フレームワークを越えて見て、ワシントンは北朝鮮の弱点に対してアメリカ強さに影響を及ぼす方針を考慮しなければなりません。北朝鮮が生き残るために国際的な強要に依存して、平壌が非核化と他の問題に関して本当の進歩を集めるまで、アメリカ合衆国は日本のリードに続かなければならなくて、失敗した北朝鮮の経済をサポートすることを拒否しなければなりません。平壌の増殖と偽造活動に対して圧力を増やす東京との協力は、不可欠な処置です。そして、 Yalu川に沿ったその境界が人道的で戦略的な配当を届けるけれども北朝鮮の難民の流れを促進するために北京を押すこと。

北朝鮮の核危機を解決することは、来るために、しばらくの間深刻な難問のままです。しかし、その方向における最初のステップは、それがそうであること ― 戦争のない敗北 ― のために2月13日の合意を認めることです。

中国側「政治決着」促す 拉致問題で激しい応酬

 自民党の丹羽雄哉総務会長は28日、中国の戴秉国外務次官ら要人との会談で、北朝鮮拉致問題の解決に向けた協力を求めたが、中国側が日本の譲歩による「政治決着」を促したため激しい応酬となった。日本側出席者は「戴次官らは『政治的に』との言葉を使った」としており、日朝協議の早期進展で日本をエネルギー支援に参加させたい中国側の『本音』をうかがわせた。

 戴次官は「小泉純一郎前首相が2回も訪朝したのに、正常化交渉は進んでいない。米国に後れを取らないようにしてほしい」と強調。丹羽氏が拉致問題で「北朝鮮に働き掛けてほしい」と求めると、戴次官は「それは北朝鮮に言ってくれ」と突き放した。

 これに先立ち丹羽氏と会談した中国共産党の王家瑞対外連絡部長も、3月7日からの日朝作業部会を視野に「交渉ごとは譲り合いも必要だ。譲るところは譲るべきだ」との見解を表明。

 丹羽氏は「譲るとか譲らないとかの話ではない。問題の質が違う。真実を明らかにし、全容を解明することが解決の大前提であり、中国側からも北朝鮮に働き掛けをしてほしい」と反論したが、王部長は「妥協点を見いださないと解決は難しいのではないか。相互の理解と信頼が大事であり、ひたすら圧力をかけるだけでは効果的な前進は得られない」と強調した。(共同)
