キューバ危機演説を翻訳してみて（Translating JFK’s speech)

外交演説として、全体的に米国に我田引水的な印象を受けてしまうのは当然かもしれません。

First of all, as a diplomatic address, it may be quite natural but I generally receive somehow a selfish image for the United States from through the statement.

しかしこの点を除いて、

1. 危機の概要を正確かつ簡明に説明していること。

2. 同じく今後とるべき方針も正確かつ簡明に説明していること。

3. 危機管理責任者としての大統領の毅然としたイメージが傷つかないようにし、それによって国民に安心させ、パニックに陥ることを防いでいるように努めていること。

以上3点が印象に残りました。

However, without the above point of view, contemplating the contents of address, I deeply impressed below three points.

1. Explaining the situation of the crisis precisely and concisely.

2. Also, announcing the course of action decided by the government against the crisis precisely and concisely.

3. As the person having highest authority and responsibility, the president of US, trying to maintain his resolute and strong image, in order to relieve the people and to prevent them from falling panic.

これは、今回の震災におけるあるべき情報管理を考える上で、学ぶところが少なくないのではないでしょうか。

These points seem to suggest us a lot of precious indications for considering how to manage the information of the present crisis, do them?

そして、このような情報管理を実現させているの要因として、

・ 権限と責任の所在が大統領に一元化されていること。

・ そして、その大統領の諮問機関としての会議体がＥＸＣＯＭの一つに集約されていたこと。

この2つが、今回の危機における日本政府の対応と著しく異なる点であると感じました。

And, the factors that might have enabled the US government to achieve such management are

1. The highest authority and responsibility is particularly concentrated upon one person, and

2. The advisory councils for the person are integrated one committee, say, EXCOM.

I’ve deeply impressed above two points compared with the present Japanese Government.

ＪＦＫは就任演説で、「私は責任から尻込みしません。喜んでそれを引き受けます。」と約束しましたが、世界滅亡の瀬戸際に遭って、その約束を果たした訳です。

John F.Kennedy said in his Inaugural Address as “I do not shrink from this responsibility, I welcome it.” And he achieved to keep his predge for the people, on the brink of the ultimate danger of the world self destruction.

皆さんはどのような印象をお持ちになられたでしょうか。

Finally, I want to say a few words to the captive people of Cuba, to whom this speech is being directly carried by special radio facilities.

最後に私は、このスピーチを特別な傍受機器によって直接聞いている、虜囚となっているキューバ国民の皆さんへ、いくつかメッセージをお話したいと思います。

I speak to you as a friend, as one who knows of your deep attachment to your fatherland, as one who shares your aspirations for liberty and justice for all.

友人として、皆さんが祖国へ寄せる深い愛着を知る者として、すべての人々への自由と正義を共に希求する者としての皆さんにお話します。

And I have watched and the American people have watched with deep sorrow how your nationalist revolution was betrayed-- and how your fatherland fell under foreign domination.

Now your leaders are no longer Cuban leaders inspired by Cuban ideals.

They are puppets and agents of an international conspiracy which has turned Cuba against your friends and neighbors in the Americas--and turned it into the first Latin American country to become a target for nuclear war--the first Latin American country to have these weapons on its soil.

These new weapons are not in your interest.

But this country has no wish to cause you to suffer or to impose any system upon you.

We know that your lives and land are being used as pawns by those who deny your freedom.

Many times in the past, the Cuban people have risen to throw out tyrants who destroyed their liberty.

And I have no doubt that most Cubans today look forward to the time when they will be truly free--free from foreign domination, free to choose their own leaders, free to select their own system, free to own their own land, free to speak and write and worship without fear or degradation.

And then shall Cuba be welcomed back to the society of free nations and to the associations of this hemisphere.

My fellow citizens: let no one doubt that this is a difficult and dangerous effort on which we have set out.

アメリカ国民の皆さん、わが国が着手している試みが困難で危険なものであることを疑いを容れず直視しましょう。

No one can see precisely what course it will take or what costs or casualties will be incurred.

今回の事態がどのような推移を辿るか、あるいはどのような惨事が発生するか、誰も正確には予測できません。

Many months of sacrifice and self-discipline lie ahead--months in which our patience and our will will be tested--months in which many threats and denunciations will keep us aware of our dangers.

The path we have chosen for the present is full of hazards, as all paths are--but it is the one most consistent with our character and courage as a nation and our commitments around the world.

Our goal is not the victory of might, but the vindication of right- -not peace at the expense of freedom, but both peace and freedom, here in this hemisphere, and, we hope, around the world.

本ｾﾝﾃﾝｽで、ｸﾞﾛﾑｲｺ外相がinstructを受けた人物が明示されていない。文面だけからであればｹﾈﾃﾞｨ大統領からinstructされたと解釈できないこともない。しかし上位者から下位者への「命令」を含意するinstructの解釈として、それが適切とは思えない。

国際関係論の研究者：西川秀和氏によると、本演説のこの点に関連する当時の事情は次の通り。「・・・ｹﾈﾃﾞｨは、ｱﾒﾘｶの正当性を際立たせるために、ソ連の言葉が偽りであることを、ソ連政府声明やｱﾝﾄﾞﾚｲ・ｸﾞﾛﾑｲｺ外相(Andrei Gromyko)の発言を引用しながら例証した。興味深い点は、ｸﾞﾛﾑｲｺ外相を名指しで非難しているのにも拘らず、ﾌﾙｼﾁｮﾌを名指しで非難していないという点である。

原稿の内容については、文言の細部に至るまで政権内で激論が交わされ、上記のような事情からおそらく演説直前の段階になって「ﾌﾙｼﾁｮﾌ」の名前を原稿から削る決断がなされたと考えられる。しかし他方で、ﾌﾙｼﾁｮﾌの存在を暗に示唆させるために“instruct”という文言は残すという最終的な折衷案へと、おそらく演説開始の数分前の段階で落ち着いたのではないだろうか。このようなある種の混乱が、左記のような違和感のあるｾﾝﾃﾝｽでの発表を招いた原因ではないかと推察される。そこで左記のような日本語訳とした。
