ブータンの選挙 General Election of Bhutan

7月13日(土)は、ブータンの下院議員の総選挙でした。

13th July was the voting day for General Election in Bhutan.

結果/result

DPT（現与党 former ruling party）　１５議席/seats

PDP（現野党 former opposition party）　３２議席/sesats

与野党ひっくりかえりました！

The ruling and opposition parties have reversed.

いままでは、DPT45議席、PDP2議席でしたから、大きく議席をのばしています。

国会の決議は議員の２/３にあたる３２人の賛成で決まりますから、最低ラインは確保したことになります。

一方、世界で一番ちいさい野党と言われた、わずか2議席のこれまでの野党にかわり、今回はより強い野党になります。

主なDPTの大臣経験者は、当選しています。

健全な民主主義のためには、健全な野党が必要。

きちんと質問し、きちんと議論し、国民が納得のいく民主主義を育てていってほしいと思います。

To pass a proposal, parliament requires at least two-thirds assent. PDP has more than 32. That means PDP have got minimum number to work.

On the other hand, almost of all former ministers are elected. Opposition party will be more powerful than before.

I think opposition party's roll is very important for discussion for real democracy.

ブータンでは、５年前に初めて国政選挙がおこなわれました。

選挙に先立ち政党ができたのですが、「政党ってどんな役目を持ってるの？」というのが、ほとんどの国民の本音でした。

あれから５年、今回は、初めての改選でした。

あたらしい政策、暮らしの変化。

もし、不満を感じたとしたら、それは政党のせい？？？

かもしれない。けど、じゃないかもしれない。

与野党がひっくりかえったからといって、劇的にくらしが変化したりしないと思うし、

急激な変化は、いずれにしてもひずみを生みます。

選挙に勝つことよりも、よい政治をしていくことの方がずっと大事だし、たぶん難しい。

ひとつよろしくたのみますよ、PDPさま。

This is the first election after Bhutan started politics with party 5 years ago.

When people had felt unsatisfied, they might think "It would because of DPT?"
It was perhaps yes, but perhaps not.

Dramatic change won't come I guess even the parties reversed. If society changes so rapidly, there will be another problem. The change has to be gradually but should not miss the opportunity.

Still people wish better life instantly.

To think about people's expectation, it is more difficult to manage public affairs than winning the election.

Now the time to start the real work, PDP!!!

PDPの党首、ツェリン・トプゲイは、古い友人ですし、大好きです！

いつもエネルギッシュで、頭の回転が速くて、アイディアが次々あふれ出て来て、すぐ行動して、最後まで責任をとります。

働くときは、めいっぱい！楽しむ時も、めいっぱい！

最高の友人です。

かといって、わたしは、ブータンの選挙権もないし、DPTを否定するものでもないんですよ。

DPTの大臣たち、大好きです。

聡明で、魅力的で、上に立つべき人が大臣になっていると、いつも思っていました。

これまで、ブータンを作り上げてきた実績は、確かなものだと思います。

それぞれの立場で役目をはたし、健全な国会を作り上げてほしいと思います。

みんなが望む未来は、きっと同じはず。

Tshegin Tobgay is very sweet old frined of mine. He is always full of ideas, so clever, very active and takes resposibility till the end.

He works fully, and he has fun fully.

However, I don't mean DPT is wrong. I like those former ministers. They are intelligent and gentle. Whenever I saw them, I admired that Bhutan has right persons as ministers. They are the people who build modern Bhutan.

I hope each member will take responsibility on their place, and work for the sound politics.

I'm sure all politicians' dreams are same, better Bhutan.

新しい政府の、よりよい政治と、ブータン国民のよりよい暮らしを信じて、見守っております

I wish more happiness for the future of Bhutan.

I always believe Bhutanese new government's good work and peaceful life for Bhutan.

I've read the book "Smile of Bhutan" by Kensaku Seki which was published on 21st June.

関さんは、ブータンで、青年海外協力隊として、ブータン北東のタシヤンツェというところで小中学校で体育教師をしていらっしゃいました。

タシヤンツェは、有名なお寺があったり、オグロヅルが越冬に飛来したりする、あたたかくて静かないいところです。

2011年2月に開催した、ブータン刺繍東京教室の作品展のときも、写真展を同時開催してくださり、なにかとお世話になっている方です。

Kensaku was JOCV in Bhutan from 2007. He worked at Tashi Yangtse as PE teacher.

When I held Bhutanese embroidery exhibition with my students in Tokyo in 2011, he held photo exhibition together.

「ブータンの笑顔」は、写真とエッセイの本です。

美しい風景と、素敵な笑顔の数々。

こんなに自然な笑顔を切りとることができるのは、関さんがそうさせるお人柄だからです。

関さんと一緒にいることが、うれしいんです。だからこその、あの笑顔。

被写体の方々が、関さんに心をゆるし、安心しています。

この表情を引き出せるのは、関さんだからだと思います。

This is a book of photographs and essays.

You'll see beautiful scenery and beautiful smiles.

Kensaku is very faithful and magnetic. People feel happy to be with him. His personality can bring out these natural smiles.

ここに書かれているブータン人の言葉やエピソードは、ブータンにいれば誰でも耳にしたことがあるような、ごく普通の言葉がほとんどです。

わりと多くのブータン人が、あんな風に考えたり、行動したりしていると思います。

でも、こういう誠実で優しい言葉の数々にだんだん慣れてしまって、なかなかこういう風にまとめることは難しくなってしまうのです。

日本での暮らしにもどって、あらためてブータン人の言葉を読むと、じんわり心にしみてきます。

この言葉を、きちんと書きとめることができる関さんって、すごい！

The words of Bhutanese people are not really special actually. If you have chance to talk with Bhutanese, I'm sure you'll hear faithful words like these. These are common ideas in Bhutan.

However, I got used to it and difficult to make it in words like him. Now I'm in Japane and his book reminds me the Bhutanese philosophy. And this book made me home sick.

毎日笑顔 Smiling everyday

人と会ったあと、余韻で笑顔で歩くことってありますよね？

過ごした時間が幸福で充実していて、満足感でいっぱいになっていて。

最近、そんな時間がますます増えている実感があります。

Sometimes, I feel I keep on smailing naturally. I know that people who I spent with make me happy. And even when I'm alone, the happiness continue to stay with me.

I realize that kind of time is increasing these days.

4日(木)は、もっちゃんのお宅にとめていただきました。

高校3年生のとき同じクラスだったのですが、卒業以来２７年ぶりの再会です！

ひさしぶりという緊張感はまったくなく、先月会ったような気分であっという間にリラックスできてしまいます。お互いの近況やら何やら、話すことは尽きません。しかも、私の仕事の相談にいろいろのってもらいました。

泊めてもらった上に、無料コンサル。

もっちゃんの懐深い人柄に甘えっぱなし。本当に、本当に、ありがとうございました。

唯一の心残りは、もっちゃんちの猫ちゃんの写真を撮ってこなかったこと。

とっても美しい猫ちゃんたちでした。

I stayed M-chan's home on 4th. She is my high school class mate. This was the first time to see after we graduated. It's been 27 years already!

I hadn't felt we had so long gap to see, and felt relaxed from the first second we saw. We had a lot to talk, about our self, other classmates, and so on. She consulted my work also. Thank you M-chan!

The only regret is I missed to take photos of her beautiful cats.

5日(金)は、Keikoさんとランチ。

レッスンが始まるまでの限られた時間でしたが、こちらも楽しく充実。

プライベートもお仕事も、いろいろ情報交換。Keikoさんと会うと、いつもやる気満々にしてもいます。とっても刺激的。

I had lunch with Keiko-san on 5th. I had remitted time before embroidery lesson. We talked a lot. Talking with her is always very stimulated.

レストラン早川にて　at Restaurant HAYAKAWA

歌舞伎好きのわたしが、Keikoさんをひきずって歌舞伎座屋上庭園 へ。

お目当ては、五右衛門階段。

I'm a Kabuki(Japanese traditional drama) lover. I wanted to see the roof garden of new Kabuki-za building. I wanted to see Goemon stairs.

ここから見える軒瓦の鳳凰が、一枚だけ反対向いているのをみたくて。

The design of roof tiles for edge of Kabuki-za building is phoenix. And only one phoenix faces opposite direction.

みんな、右を向いていますが、写真の真ん中のだけ左を向いています。

The center one is facing left and all others are facing right.

そして、今日6日(土)は、母と月一シネマ歌舞伎へ。

今月は、牡丹灯篭。

七之助のお露さん、とっても似合っていました。

玉三郎で、笑いました。玉三郎と仁左衛門のコンビ、やっぱりよいですね。

母と一緒に歌舞伎座に行きたいな。屋上ではなく、観劇に。

And today, I went to watch Kabuki movie with my mother. The program was ghost story; Botan Doro.

It's Japanese custom to enjoy ghost story in summer. We think we feel cooler when we listen to scary story.

毎日、素敵な時間の余韻でにこにこしていられるって、本当についているし、ありがたいことです。

わたしも、そんな笑顔を残せる人をめざそう！

I'm so lucky to be able to have good people who can make others happy. I should be like them.
