New York enacts 'Buy American' law for state steel and iron purchases

アメリカによって申し立てされ、WTO規則において違反であるとされた大規模な国家太陽エネルギー事業での措置を終えたと、インドは言う。WTO上級委員会は、2016年に、太陽光発電事業者に対して政府から電力購入優先権を取得するためのインドのローカルコンテンツ要求が差別的であり、WTOルールに違反していると判断した。(尾内)

Brexit transition must end in December 2020,says Barnier
英国のテレサ・メイ首相は、国内におけるビジネスの混乱を避けるために、19年3月のEU離脱後、約２年の移行期間を望んでいた。しかし、ミシェル・バルニエEU首席交渉官は、離脱後の移行期間は2020年12月31日を超える前に終わらせるべきだと主張した。さらにバルニエ氏は移行期間においても、EUは英国に対し、EUの基本理念である「人・モノ・資本・サービスの移動の自由」を保持する姿勢であること強調した。(平木)

EU probes Chinese electric bicycle imports
欧州委員会は、今週中国の電動自転車製造業者に対して政府による金融支援が行われいるかどうかを調査すると述べた。しかし、欧州の電動自転車企業は、中国からの廉価な輸入品という形による不公平な競争はこの産業に損害を与え、すでにいくつかの製造業者は廃業に追いやられ失業を生み出していると述べた。中国側の擁護者は、欧州は比較的小規模の電動自転車製造業の雇用を維持するよりも、安価で環境に優しい移動手段からより多くの利益を得られるし、消費者は支払いを少なく済ませることができるだろうと述べた。13ヶ月以内に結論が出される調査と共に、何かしらの一時的な反補助金措置が９ヶ月以内に欧州委員会によって課されるはずだ。（本田）

US poised to let emerging markets trade pact expire
インドや他の途上国からの数十億ドル相当の製品に対して無関税で米国市場へのアクセスを保証していた一般特恵関税（GSP）が、トランプ支持者からの廃止圧力が高まる中、12月31日に期限切れになることが決まっている。共和・民主党の議員が支持し、復活させようと試みたが、先週米議会はGSPの更新に関して合意できなかった。GPSに対して批判的な者は、ルールを無視してインドのような国々は長い間この制度を乱用し、過去の政権はその対応が甘かったと主張している。一方、支持者は、GPSは低コストな部品の供給元を提供することで米国に恩恵を与えており、米国内の競合企業へのインパクトは比較的小さいと述べている。米議会内の共和党・民主党議員は、我々はGSPの更新を支持するが年内に更新するには時間がないと述べた。（本田）

EU, Japan and US to ramp up trade pressure on China
欧州連合（ＥＵ）、日本、米国が１２日に過剰な生産設備を抱える国を非難する共同声明を発表することを明らかにした。日米欧は「世界貿易機関（ＷＴＯ）の枠組み」の中で過剰生産能力を巡る問題に対処していくとし、「これまでも中国に対し規則を真剣に順守し始めるよう呼びかけてきた」と述べた。アルミニウムや鉄鋼などの産業に対する中国政府の助成により中国製品が世界の市場にあふれ、欧州の労働者は「非常に劇的な」打撃を受けている国有企業に対する助成金のほか、技術移転の要件などの中国の一連の商慣習に対する不満が主要国の間で高まっていることを反映しているとみられる。(宮崎)

Disney poised to shake up media industry with $60bn deal for fox.
米国のウォルト・ディズニーによる21世紀フォックスの資産の一部を買収する動きが大詰めを迎え、週内にも合意を発表する可能性があると関係者が明らかにした。取引が成立すればエンターテインメント業界の２大企業であるディズニーとフォックスの提携により、メディア業界の歴史において新たな一歩を踏み出すことになるだろう。しかし、通信・メディアの巨大企業を目指したＡＴ＆Ｔによるタイム・ワーナー買収は阻止を図る司法省（※）から提訴されており、ディズニーとフォックスの取引もワシントンの規制当局の調査に直面する。またディズニーとフォックスの取引はまだ最終合意に至っておらず、破談となる可能性もある。（加藤）

Fed raises rates and signals three more moves for 2018
The Federal Reserve Bank raised short-term interest rates for the third time this year, bringing rates from 1.25-1.5%. Forecasts predict another three quarter-point increase in 2018 and then two more in 2019, despite inflation undershooting its target. With the current US economy already at full employment, asset price valuation high, and global growth strengthening, the fed plans to raise rates at a steady pace for the following years. The fed is also currently preparing for Chairman Janet Yellen to hand the reigns over to Jay Powell at the beginning of next year.（リック）

US regulators scrap rules that protect open internet
Federal Regulators have rolled back net neutrality regulations that were previously adopted by the Obama administration. President Trump appointee Ajit Pai, of the Federal Communications Commission, has laid the groundwork to overwrite the original rules written in 2015, returning the web to be what officials have called “light touch regulation.” Network companies and operators could be seen to produce internet “fast lanes,” which would allow them to give preferential treatment to customers who pay more, increasing competition in certain parts of the country.（リック）

Trump closes in on landmark US tax reform

トランプ米大統領が政権公約に掲げた大型税制改革の実現が目前となった。与党・共和党は15日、10年で1.5兆ドルを減税する税制改革の最終法案を公表した。この税制改革法案が成立すれば、18年の中間選挙に向けてトランプ氏は目玉公約がようやく１つ実現することになる。しかし、財政赤字は10年間で約１兆ドル膨らむ見込みだ。内需刺激でトランプ氏の嫌う貿易赤字が拡大する懸念も広がっている。（真鍋）

China doubles logistic deals to $32.2bn
「新しいシルクロード」を建設するという政府の要求によって中国の大手企業の一部が、世界的な物流業界の支配を押し進め、倉庫、トラック運送業者およびその他の物流事業社における中国の買収が急増している。中国の物流企業が欧州、アジアその他地域で発表した買収総額は、2017年1～11月の時点で買収額は322億ドルとなり、2016年の年間買収額の129億ドルを大きく上回った。（松原）

A growing number of Chinese investments targeting US companies are stalling because of a slowdown in Washington’s national security review process, and as trade tensions rise between Beijing and Donald Trump’s administration.The reform push — backed by the Trump administration — is aimed largely at combating China’s growing appetite for US companies in technology and other strategic sectors. But it has coincided with an unusually protracted political transition, with most of the committee’s Trump appointees still awaiting Senate confirmation. South Korea’s Moon targets China thaw during Beijing visit （December, 13th)
South Korea’s President Moon Jae-in paid a 4 day visit to China from Wednesday harboring hopes of improving political and business relations between the North Asian neighbors. South Korean products - from pop music to lithium batteries - continue to be hostage to the wider geopolitics of the East Asia region, principally the relationship between Beijing, Seoul and Pyongyang. More breakthroughs could be made with Mr Moon’s visit, and diplomats say a planned signing of documents on Thursday could include some cross-border contracts or memorandums of understanding. (Alex)

South Korea’s Moon Jae-in calls for ‘new era’ in China relations
South Korea’s President Moon Jae-in has called for a “new era” in relations with its giant neighbor China, during a visit aimed at repairing ties after months of antagonism over his country’s deployment of a US anti-missile system. Mr Moon is leading a delegation of 300 executives on a four-day visit that many hoped would signal a thaw in diplomatic and business relations between the neighbors. The visit is also aimed at bringing Seoul and Beijing closer on the thorny question of North Korea, whose nuclear program has raised tensions across the peninsula. (Karin)

Japan business sentiment hits 11-year high
Business sentiment in Japan is at its strongest level in 11 years as growing exports and better demand at home give the corporate sector a boost. The closely watched Tankan index for large manufacturers rose three points to +25 in the fourth quarter, compared with a median estimate of +24 from economists polled by Reuters. It is the index’s highest level since the fourth quarter of 2006. Strength in the Tankan points to robust growth in the final quarter of the year and further progress for Prime Minister Shinzo Abe’s quest to escape from two decades of on-and-off deflation. (Karin)

[Hong Kong exchange moves towards dual share classes]
The Hong Kong stock Exchange(HKEX) has moved a step closer to allowing dual share classes.Following the consultation, HKEX has proposed that. rather than create a new exchange board for such dual share classes, companies using this structure from "emerging and innovative" sectors can list on the main board subject to certain limitations. The proposed limits-aimed at protecting investors- include a ceiling on voting rights of 10 votes per one share.
Listing rule changes require the approval of SFC. and in another move, HKEX has raised he bar on its listing requirements for small companies on its Growth Enterprise Market, increasing the minimum market cap and minimum public float.（Liz）
