BEIJING (AP) ― A U.S. nuclear envoy said Monday that North Korea needs to make a proper declaration of its nuclear programs to revive a disarmament process that has stalled since the end of last year.
North Korea was supposed to declare its nuclear programs by the end of 2007 to the five other countries involved in the talks. Pyongyang said it produced a list in November, but Washington has maintained that the information was inadequate.
"We're a little stuck on the need for a complete and correct declaration," U.S. Assistant Secretary of State Christopher Hill told reporters.
The declaration was part of an October deal that also called for North Korea to disable its nuclear facilities in exchange for energy aid and political concessions, including removal from the U.S. terrorism blacklist.
"I'm not too concerned about the sequencing of their obligations and our obligations," Hill said, when asked if the declaration or the removal from the terrorism list should come first. "I think the real problem is they've not yet been willing to provide a complete and correct declaration."
Hill was in Beijing to make preparations for a visit by Secretary of State Condoleezza Rice next week. During the Feb. 23-28 trip, Rice will also stop in Japan and attend the Feb. 25 inauguration of South Korean President-elect Lee Myung-bak.
She was scheduled to meet with senior officials in all three countries to discuss the stalled nuclear disarmament process. China hosts the six-nation talks, which also includes Russia.
North Korea shut down its main nuclear reactor last year. American researchers who visited the complex earlier this month reported that officials there said they've slowed the removal of fuel rods because the United States and other nations have fallen behind in supplying aid.
The researchers also said Pyongyang wants the promised energy aid and removal from the terrorism list before it will provide the complete declaration.

The North Korean government has agreed to a live national broadcast of the New York Philharmonic’s concert in Pyongyang next week, the orchestra said on Monday ― an unheard-of event in that isolated country.
The orchestra, which arrives in North Korea on Monday near the end of a tour in Asia, had urged the government to permit the broadcast. “We’re very pleased that they’ve finally confirmed it,” said Zarin Mehta, the orchestra’s president. An official from the North Korean Mission to the United Nations in New York sent the confirmation by e-mail, Mr. Mehta said.
He said the wide distribution of the concert in North Korea had been a vital element from the start.
Since its invitation to perform became widely known in October, the orchestra has had to confront criticism that performing in North Korea would lend legitimacy to its government, which has been condemned for oppressing its people and building a nuclear arms program. The orchestra rejects the criticism, saying that it is on a musical mission and that taking culture to North Korea can only help its people. The State Department supports the trip.
“The fact that lots of people are going to hear our concert and see what American culture is all about is the main reason that we as an organization were interested in pursuing it,” Mr. Mehta said in a telephone interview from Hong Kong, where the orchestra was performing. “This is all part of diffusion, shall we say, and that’s what’s important.”
However, it was not clear how many North Koreans had television and would actually be able to see the broadcast. One Korea expert, Evans Revere, a former United States diplomat and president of the Korea Society, said he had seen antennas on roofs and televisions in stores, restaurants and shops in four cities and a number of villages on trips to the country.
Mr. Revere, who helped in negotiations for the visit, said he believed a live nationwide broadcast would be unprecedented in North Korea. Major events are occasionally shown nationally on tape.
“They’re not much into live television,” he said.
The contrast with the usual anti-American propaganda, which can be vitriolic, will be striking, Mr. Revere said. “A bunch of cultured Americans on a stage performing beautiful music in front of an audience that has been told a different story about what America is about ― that’s what’s of interest,” he said. “Here they have an opportunity to see another face of America.”
The concert takes place in Pyongyang on Tuesday at 6 p.m., which is 4 a.m. on Tuesday in New York. Channel 13, WNET, will show it on tape on Tuesday evening in the New York area, and it will be available two days later to other PBS stations. It will also be shown around the world.

North Korea Says Japan Should Quit Nuclear Talks

Feb. 19 (Bloomberg) -- North Korea called on Japan to withdraw from six-party talks on scrapping the communist nation's nuclear program, saying the government in Tokyo lacks the ``political ability'' to deal with the issue.
``Japan is taking much pain to turn the six-party talks into a platform for confrontation,'' the official Korea Central News Agency reported, citing Minju Joson, a daily newspaper of the North Korean Cabinet.
North Korea in February 2007 agreed with the U.S., China, Russia, Japan and South Korea to dismantle its nuclear program in exchange for 1 million metric tons of fuel oil, or equivalent aid, and normalized diplomatic ties with the U.S. and Japan.
Japan has said it won't share the cost of energy assistance until North Korea accounts for Japanese citizens it kidnapped in the 1970s and 1980s.
Other countries have taken ``relevant actions to fulfill their commitments,'' KCNA said, citing what it said was a signed commentary in the newspaper. ``It was only Japan that has not taken any move.''
The country should ``quit the six-party talks of its own accord, admitting it lacks any political ability to handle such a sensitive and crucial issue as the nuclear issue on the Korean Peninsula,'' KCNA reported.
Under a follow-up accord in October, North Korea agreed to make a full declaration of its nuclear programs by Dec. 31 last year, a deadline it missed. Negotiations have stalled since.
State Terrorism
North Korea's state media last month accused the Bush administration of failing to honor a pledge to stop designating the country a state sponsor of terrorism.
The White House says it won't drop the tag until North Korea provides the declaration.
Christopher Hill, assistant secretary of state and top U.S. negotiator at the six-party talks, met with North Korean officials in Beijing today, Japan's Kyodo News reported.
A car carrying Hill was seen entering the North Korean embassy in the Chinese capital, the agency said, citing its correspondent. North Korean Vice Foreign Minister Kim Kye Gwan arrived in Beijing earlier today, it said.
Hill is scheduled to arrive in the South Korean capital, Seoul, later today.
He will accompany Secretary of State Condoleezza Rice on a Feb. 23-28 visit to South Korea, China and Japan during which the six-party process will be discussed.
