Can Philharmonic's Gershwin Set Aid Ties?

With U.S.-North Korean relations again at a tense point, the New York Philharmonic will perform next week in Pyongyang, the North's capital, for a concert that some hope will contribute to a thaw.

The Philharmonic's entourage of 280, including 130 musicians, will be the largest group of Americans to visit North Korea since the two countries stopped fighting a war in 1953, eclipsing the 100 who accompanied then-Secretary of State Madeleine Albright in 2000.

They are to perform Tuesday in a theater built to stage operas depicting North Korea's struggle against imperialist oppressors. The program includes the U.S. and North Korean national anthems as well as a selection by American composer George Gershwin.

The invitation to the Philharmonic came in August, when diplomatic relations between Washington and Pyongyang were warming. The U.S. and four other countries agreed last year to give energy and assistance to North Korea in exchange for ending its pursuit of nuclear weapons.

More recently, negotiations have stalled after North Korea missed a Dec. 31 deadline to fully declare the extent of its nuclear activities.

On a visit to Seoul yesterday, Christopher Hill, the top U.S. diplomat for Asia, said the concert may help blunt North Korea's official stance that it needs nuclear weapons because the U.S. is hostile to it. "Clearly, we don't have a hostile policy" to the country, said Mr. Hill, who encouraged the Philharmonic to make the trip. "We have a hostile policy to nuclear weapons."

He added, "We'll see what the effect is. Sometimes, the North Koreans don't like our words. Maybe they'll like our music."

Cultural and athletic exchanges have long represented a way for countries to bridge differences. The exchange of ping-pong teams by the U.S. and China in the early 1970s helped smooth the way for diplomatic relations later in the decade.

North Korea welcomes foreign musicians to an annual festival each April and it will send the North Korea State Symphony Orchestra to a British music festival this September. In 1995, it even hosted professional wrestlers from the U.S. and Japan, filling a 150,000-seat stadium for several nights.

But none of those events have made a difference in North Korea's policies. "Cultural exchanges don't hurt, but they're not sufficient and don't substitute for other diplomatic processes," says Daniel Pinkston, a Korea specialist at International Crisis Group in Seoul.

North Korea has given little clue of what it expects to gain from the visit. The official state news agency and Pyongyang's largest newspaper haven't reported that the concert is happening.

The government keeps its borders closed and severely restricts trade, largely to keep the North Korean people from ideas and information that might weaken the regime of leader Kim Jong Il.

It isn't clear how the expected audience of 1,400 people, who have been taught for decades to hate or fear the U.S., will react.

South Korean pop stars on a goodwill tour to the North in 2002 received polite applause, though nothing like the cheering and excitement they were used to at home. "The Philharmonic audience may not react much because, even if they like the performance in their mind, they don't want to be spotted as pro-America," says Kim Cheol-woong, a classical pianist in Seoul who defected from North Korea in 2001.

North Korea's chief negotiator first discussed the idea of a concert with Mr. Hill, the U.S. diplomat, last July. Mr. Hill later met with New York Philharmonic officials and musicians to say the State Department would support the trip.

By a scheduling coincidence, both Mr. Hill and Secretary of State Condoleezza Rice will be close by next week. On Monday, they are set to attend the inauguration of South Korea's president. Without a significant development in the nuclear talks, though, neither official is expected to go to Pyongyang.

When the visit was formally announced in December, North Korea's envoy to the United Nations said the country invited the New York Philharmonic to promote "friendly relations between the peoples of the two countries."

Philharmonic President Zarin Mehta led a small team to scout Pyongyang last October. After rejecting the performance home of the North Korea State Symphony as too small, he settled on the East Pyongyang Grand Theater, which was built 19 years ago for the revolutionary operas that depict North Korea's struggles in song and dance.

But the massive theater threatened to swallow the orchestra's sound. So North Korean authorities closed it after a Dec. 24 opera that honored Mr. Kim's mother and a crew went to work. By late January, the stage had been fitted with an acoustic shell.

Mr. Mehta also started calling benefactors to raise money for the three-day, two-night stay, which is being tacked on to the end of an Asian tour.

Help came from a Japanese-born countess, Lady Yoko Nagae Ceschina, the widow of a Venetian glass magnate who has long supported European orchestras, and Park Sam-koo, chairman of a South Korean conglomerate that includes Asiana Airlines Inc. Mr. Park agreed to provide a 747 jumbo jet and crews to transport the entourage.

"I go back and forth between optimism about this visit meaning something and pessimism that it will not," says Ben Rosen, a former chairman of Compaq Computer and member of the New York Philharmonic's board of directors, who will go with the group to North Korea. "I really feel it would not have happened if North Korea did not want to make some step toward conciliation. It's not just a random event."

核放棄へ連携強化 ヒル次官補、山崎氏が一致

 来日中のヒル米国務次官補は21日、自民党の山崎拓前副総裁と都内で会談し、北朝鮮の核放棄に向け連携強化を確認するとともに、核拡散防止条約(NPT)への早期復帰を求めることで一致した。
 ヒル氏は北朝鮮による「すべての核計画申告」について「3月中に終えることに希望が持てる」と指摘。ただ、申告をめぐり米朝間で争点となっている高濃縮ウランによる核開発や、シリアとの核協力の問題に関し「北朝鮮側が明確に回答していない」と述べた。
 拉致問題については、北朝鮮側に再調査を求めるべきだとの認識を示した上で「核問題が解決しない限り拉致、ミサイル問題も解決しない」と強調した。
 会談には自民党の加藤紘一元幹事長、民主党の仙谷由人、枝野幸男両元政調会長らも出席した。

米国務次官補「拉致再調査なら新局面」

 来日しているヒル米国務次官補(東アジア・太平洋担当)は21日、都内で自民党の山崎拓氏らと会談した。日本側によると、ヒル氏は北朝鮮による日本人拉致問題について「今、解決済みといっているのだから、再調査ということになれば局面は転換する」と語り、北朝鮮側が再調査に応じれば、米政府としては進展と受け止める考えを示した。
 ヒル氏は米朝協議で毎回、拉致問題を取り上げているとしたうえで「北朝鮮側は再調査(に応じると)は言っていない」と説明。拉致問題の解決には核問題の進展が欠かせないとも強調、日本側の理解を促した。
