説明型の「説明語句」にはいろいろな表現が使えます。今回は「選択」を表すif/whether節を使ってみましょう。

さあ、「~に出馬する、立候補する」これがrun forというですね、フレーズとなっています。何かこう、一生懸命それに向かって走っている、そんなふうに考えると覚えるかもしれません。

againstという前置詞が出てきました。「~に反対する」そうしたニュアンスで使われる前置詞です。そして、ここではreduceという動詞も出てきました。「小さくする」という動詞です。

この文は、主語の発言・思考・知識などを表すリポート文。動詞の後ろにその説明となる節を配置して作る「説明ルール:説明は後ろに置く」が生み出す形です。この文ではknow(知っている)の後ろにI surprised以下の節が置かれ、その説明となっていますよ。
