一見、つながりがないように思えますが、、、
とりあえず英文の解説を始めてみますね

要点をとらえる読みでいきます！
最初の副詞節は文頭にあるので２つとも内容の中心では
ありませんから、カットします
そしてbeの直後にｂｙ～ですので、Sと同じものを
be instructing children in morality by～
という感じで補ってあげると構造が分りやすくなるんでしたね
「おしり」が強いということなので
「子供を道徳上で指導＝
親側で善悪をハッキリ示してあげるもの
でなくてはいけない」（←この部分でかなり強い流れを作っています）
と読み取れますね

ここは否定文ですので
主張はありません
あえて言うなら
この部分は
現在時制の中のwouldによる
仮定法（現実ではありえない反対の状況)
を用いて、直前の内容を補強しているわけです
（Not/such あたりで前とのつながりを示しつつ
逆の仮定を促していますね）
一応訳しておきますね
「そのような確固としているがハッキリとした指導をしないとしたら
親のそして社会的な責任を放棄することになるだろう」

evenは極論が入った前文と同じ内容を表す記号なので
内容的には同じものが続くことを意識して
骨格と「おしり」だけとらえてみる

という形はBが強くなりますので
「おしり」が強いという法則がココでも当てはまります
とくに筆者は「社会の幸福」という意識を
ここで強く打ち出しているわけです
親から子へ、道徳観念を教えていき
社会性を育てる流れにしていると言えます
そういえば、この前文でも、
and 以下に、「社会的な責任」
というのを登場させていましたけど、、、
果たして偶然でしょうか？
含みをもたせながら進めているわけですね！

もちろん
否定に主張はなく
あとの肯定に主張があるタイプです
「すべてのことで権威に全面的に協力することが望ましい
ということでなく
共同体の利益が危機的になっているある状況においては
権威を完全に受け入れることが役に立つ以上のレベルとなる」
be at stake 危機的状況にある
という熟語は、論文系ではよく見る熟語ですので
熟語集には取り上げられていないかもしれませんが
ぜひ覚えておいてくださいね！

すべてにおいて社会というものにコントロールされる必要はなく
集団の利益が損なわれるときには

あえて訳し下したほうが日本語がきれい」

the very 名詞 「まさにその名詞」
→veryは形容詞です
in ～ sense 「～な意味で」

→be動詞がないので、前の名詞を修飾する形容詞句となる」
over～ 「～に関して」
