Notwithstanding:
1) If something is true notwithstanding something else, it is true in spite of that other thing.
「あるものが他のものにかかわらず真である場合に、in spite ofと同じくnotwithstandingを使う」
2) Notwithstanding is also an adverb.
「Notwithstandingはまた副詞でもある」

Notwithstandingが文頭に使われたり、直前にコンマが使われる理由は、この語の生い立ちが「否定形の分詞構文」（”= not withstanding”）であることによるものである。
またこれらの前置詞を接続詞として使いたければ同格のthatを使って”despite the fact that …”, ”in spite of the fact that …”, ”notwithstanding the fact that …”という形にすればよい。
