日本の終戦は、ポツダム宣言の受託で行われました。このポツダム宣言は、１９４５年（昭和２０年）に列強諸国が戦争を終結させるためにつくった原案です。中心をなした国はアメリカです。イギリス・ソ連が加わっています。
ドイツのポツダム会議が行われて大体の案をつくり、それをまとめたものがポツダム宣言です。それを日本政府が検討した結果「これを受けいれる」ということで終戦とした大事な文章です。
ところがポツダム宣言など一般の人は読んだことなどないと思います。どのようなことが書かれているのか知りません。原文は英語ですが、原文をそのまま載せます。それから現代訳を掲載しておきますので、一度は目を通して読んでもよいと思います。
この時に、中華人民共和国はまだないのです。中華人民共和国ができたのは、１９４９年（昭和２４年）です。終戦は昭和２０年です。４年後にできた国家ですから、こんなものがポツダム宣言にはでてこないのです。でてきたのは、蒋介石の中華民国です。中華民国が終戦に立ち会っているのです。中華人民共和国など国もなければ何もなかったのです。何が「中華人民共和国に弁償しろ！」と言うのでしょう。まだ、国はなかったのです。だから、この連中は、調印にも来ていないのです。
アメリカが電話で許可を取ったのは、蒋介石の中華民国です。中華人民共和国はまだ存在していないのです。これをしっかりと覚えておかなければいけません。ですから、中華人民共和国に謝ることは何もないのです。
中華民国は、台湾に行ってしまったのです。今でも台湾に中華民国はあるのです。それが台湾政府になったのです。中華人民共和国は、昭和２４に中国共産党が造った国です。そんな国は日本には関係ないのです。
ポツダム宣言の問題点は、「無条件降伏なのか」、「条件付き降伏なのか」ということです。無条件降伏とは、調印した内容すべてを認めるということです。国家も負けた、軍隊も負けた、あらゆるものが負けて「連合国の言う通りにします」というように解釈する人もいます。
「ポツダム宣言は条件付き降伏だ」という人もいます。「日本の国体の変更をしないでもらいたい」ということに対して最後まで返答がこないのです。文章には「日本の国体を認めない」とは一切書いていないのです。無回答です。
ですから、日本国自体は「国体は壊さない」という条件付き降伏です。「軍隊は武装解除して戦争に負けました」という解釈が正しいのです。軍隊は負けたけれども、日本国が無条件降伏をしたのではありません。条件付きで国体の変更はしないのですから、天皇は残ったのです。無条件ならば、天皇は先に殺されてしまいます。
無条件降伏ならば「天皇が諸悪の根源だ。殺してしまえ」と殺されてしまいますが、条件がついていたからそんなことは言わなかったのです。そのような意味では、無条件降伏と言う人は間違っていると言えるのです。
ドイツに比べると緩いのです。これを早く受け入れればよかったのです。「これ以外の選択肢は迅速且つ完全なる破壊があるのみである。」と言っています。これは、「莫大な損害を与えるものをもっている。その時に日本国はなくなるぞ」と言っているのです。これがギリギリの降伏の条件ですから早く呑んだ方がよかったのです。
ちょっと遅すぎたのです。認めると言ったのが８月１５日で、ミズリー号での調印は９月です。「それがもうちょっと早ければ、原爆の投下はなかったのではないのか」という人もいますが、これは表面的な見方です。
この戦争は明らかにあるユダヤ人が言っているように、日本人は罠にはめられたのです。あるユダヤ人が「罠に気が付けよ！」と言ったのです。それが戦争の本質です。ポツダム宣言の中に「日本は世界を征服して世界征服綱領がある」と書いてあるのですが、どこにもそんなものはないのです。日本に「世界を征服しよう」などという考えはないのです。
その証拠に日本の作戦の中には「ワシントン上陸作戦」、「ニューヨーク上陸作戦」など一切ないのです。世界を征服しようと思うならば、そのような計画がなければいけません。そんなものはないのです。
日本人は、自分たちの権益を守るために必死になっているうちに罠にはまったということを忘れてはいけません。日本が真珠湾を攻撃した１２月８日の５か月も前に在米の日本人資産を凍結したのです。（１９４１年７月）日本人は銀行預金も下ろせない、不動産も没収です。戦争が始まる前にそこまでやられていたのです。
「石油が来ない、鉄くずを売ってくれない、だから戦争に追い込まれた」と言いますが、アメリカは日本人の全米資産の凍結をしたのです。これは宣戦布告です。日本人のアメリカ中の財産をすべて凍結したのです。それは怒ります。そのこと事態が戦争行為です。
それだけではありません。日本人は働き者だからすくに財産をもってしまいます。カリフォルニア移民法をつくり、「日本人は財産をもってはいけない」など、ふざけた法律をたくさんつくり、アメリカは日本人を苛めてきたのです。
「日本人を苛めないでくれ。日本人はおとなしく移民活動をやっているのだから、市民権を認めてもよいではないか」と言っているのに、強制収容所をつくったり、「日本人はアメリカから出て行け！」とか、ありとあらゆる嫌がらせをやってきたのです。それがわからないと、「なぜ日本人が真珠湾で立ち上がったのか？」ということがわかりません。
ここで、一つ日本の反省を言っておかなければいけません。戦争で本当に勝つ気があるならば、空母を攻撃すればよかったのです。真珠湾を攻撃した時に空母が４艦逃げていなかったのです。逃げたのではなく、ルーズベルトは知っていたので、空母を逃がしたのです。真珠湾にはいなかったのです。
日本軍は空母がいない艦隊を全滅させたということです。源田実は「やりましょう！ 司令長官、空母を見つけて叩きましょう！」と言うのです。山本五十六は「叩かなくていいのだよ」と言って引き返してしまったのです。
本当の軍人ならば、ハワイ本土を占領すればよかったのです。ハワイは石油の基地だから膨大な石油が備蓄されていたのです。これを取ってしまえばよかったのです。ハワイを日本の領土にしてアメリカ本土を爆撃すればよかったのです。アメリカはまだ用意できていないので、空爆をすればアメリカ人は逃げ回ったのです。そのような状況をつくっておいて、「講和だ」とやるならばいいのですが、「今のうちに帰りましょう」と、帰ったことが戦争に負けた大きな要因です。
やるならば徹底的に息の根を止めるまでやらなければいけなかったのです。喧嘩とは、そういうものです。やられた方はしばらく息をひそめて「野郎！」といきなり襲ってくるのです。１発ぶち込んだだけでは不安です。バンバンバン２～３発撃ち込んで息の根を止めるのです。戦争も同じです。息の根を止めるまでやらなければ戦争をした目的はないのです。山本五十六はそのような意味で考えてみても大元帥だとか、国葬など、とんでもない話です。
よくポツダム宣言を読んで勉強しましょう。

Proclamation Defining Terms for Japanese Surrender
Issued, at Potsdam, July 26, 1945
1.We-the President of the United States, the President of the National Government of the Republic of China, and the Prime Minister of Great Britain, representing the hundreds of millions of our countrymen, have conferred and agree that Japan shall be given an opportunity to end this war.
2.The prodigious land, sea and air forces of the United States, the British Empire and of China, many times reinforced by their armies and air fleets from the west, are poised to strike the final blows upon Japan. This military power is sustained and inspired by the determination of all the Allied Nations to prosecute the war against Japan until she ceases to resist.
3.The result of the futile and senseless German resistance to the might of the aroused free peoples of the world stands forth in awful clarity as an example to the people of Japan. The might that now converges on Japan is immeasurably greater than that which, when applied to the resisting Nazis, necessarily laid waste to the lands, the industry and the method of life of the whole German people. The full application of our military power, backed by our resolve, will mean the inevitable and complete destruction of the Japanese armed forces and just as inevitably the utter devastation of the Japanese homeland.
4.The time has come for Japan to decide whether she will continue to be controlled by those self-willed militaristic advisers whose unintelligent calculations have brought the Empire of Japan to the threshold of annihilation, or whether she will follow the path of reason.
5.Following are our terms. We will not deviate from them. There are no alternatives. We shall brook no delay.
6.There must be eliminated for all time the authority and influence of those who have deceived and misled the people of Japan into embarking on world conquest, for we insist that a new order of peace, security and justice will be impossible until irresponsible militarism is driven from the world.
7.Until such a new order is established and until there is convincing proof that Japan's war-making power is destroyed, points in Japanese territory to be designated by the Allies shall be occupied to secure the achievement of the basic objectives we are here setting forth.
8.The terms of the Cairo Declaration shall be carried out and Japanese sovereignty shall be limited to the islands of Honshu, Hokkaido, Kyushu, Shikoku and such minor islands as we determine.
9.The Japanese military forces, after being completely disarmed, shall be permitted to return to their homes with the opportunity to lead peaceful and productive lives.
10.We do not intend that the Japanese shall be enslaved as a race or destroyed as a nation, but stern justice shall be meted out to all war criminals, including those who have visited cruelties upon our prisoners. The Japanese Government shall remove all obstacles to the revival and strengthening of democratic tendencies among the Japanese people. Freedom of speech, of religion, and of thought, as well as respect for the fundamental human rights shall be established.
11.Japan shall be permitted to maintain such industries as will sustain her economy and permit the exaction of just reparations in kind, but not those which would enable her to re-arm for war. To this end, access to, as distinguished from control of, raw materials shall be permitted. Eventual Japanese participation in world trade relations shall be permitted.
12.The occupying forces of the Allies shall be withdrawn from Japan as soon as these objectives have been accomplished and there has been established in accordance with the freely expressed will of the Japanese people a peacefully inclined and responsible government.
13.We call upon the government of Japan to proclaim now the unconditional surrender of all Japanese armed forces, and to provide proper and adequate assurances of their good faith in such action. The alternative for Japan is prompt and utter destruction.
