今回取り上げるのはchurn out / tʃɝːn aʊt / です。文脈より「生産する」と意味を推測しました。
『ウィズダム英和辞典』(第４版)には「＜(粗悪な) 作品など＞ を次々と作り出す, 乱造する, たれ流す」と定義されています。
Cambridge Dictionaryには“to produce large amounts of something quickly, usually something of low quality” と定義されています。物を大量に早く生産すること、大抵作り出すものは質が引いものを指します。
また類義語にはcrank outが挙げられます。同英英辞典の定義には“to produce something in large amounts, like a machine does”とあります。こちらも同じく物を沢山生産することを指し、質は関係ないようです。
これはテスラだけの問題ではなく、近くの地域に住む方々たちの問題でもあります。工場の拡大以前に、水不足をどう解決するのか、少ない水をどのように共有するのかを考えるのが先だと感じます。
