To the Speaker of
the Assembly
Re: On the position
paper requesting the government of Japan to resolve the comfort women
issue based on the Kohno Statement
We would request you to issue a declaration
of invalidity of the position paper, or to issue a new position paper based on
the new findings as described below after reviewing it.
1 A
scoop by the Sankei that destroyed the basis of “Kohno Statement”.
The
scoop by the Sankei on Oct. 16, 2013 revealed that reliability of the
interviews with 16 ex-comfort women that had been the basis of the Kohno
Statement was very sloppy. The past Japanese governments had hidden the record
of the interviews. Any governmental documents that should have proven abduction
of Korean girls by the Japanese army and/or the officials have never been found,
and then the records of the interviews that should have been the decisive
evidence have become meaningless and destroyed credibility of the statement. Moreover,
a scoop on January 1, 2014 revealed that the draft of the Kohno Statement including
the first one had been presented to the Korean officials and the Japanese
official let them revise its description in details even including recognition
of physical force utilization for taking off the women to comfort houses, so
the statement in fact was a collaborative creation by Japan and Korea. On the ground of these facts, deception of the
Kohno Statement has become clearer than ever.
2 The
Kohno Statement is a product of deceptions by the Korean government.
The
basis of the Kohno Statement was not a judgment of the facts but a political
consideration according to dubious mental impression of the top governmental
officials of Miyazawa cabinet (according to the parole evidence of a
high-ranked official at that moment). And the Kohno Statement was issued as a
consequence of misunderstanding that acceptance of the request by Korean government
officials who stuck to recovery of the comfort women’s honor would close the
problem and improve the Japan-Korea relation. (A misunderstanding by the
cabinet secretary served for the Miyazawa cabinet). Now it is revealed that the
Japanese officials were deceived by the Korean government and the incident was the
biggest mistake that has never happened in the history of foreign affairs of Japan.
3 They
were anti-Japan Japanese who fabricated “comfort women controversy”.
The
comfort women controversy was started by the Asahi, scholars, attorneys at law,
etc. who invented and used arbitrarily such words as “comfort women hunting”, “abduction
by use of physical force”, “sex slaves, etc., and diffused them worldwide
together with their false and forged story created from their delusion.
Korea took advantage of them. The
real enemies are the enemies from within, that is, they are anti-Japan persons hurting
national interests with masks of justice and traitors who must really be
denounced.
4 The
US
army proved that comfort women are nothing more than prostitutes and are not
sex slaves.
An
official report prepared by the US
army (Official report by the US
army No. 49) that investigated the actual situation with which the comfort women
lived described “A comfort women is nothing more than a prostitute” and “she
became a comfort woman voluntarily”. Also the report described them as “She
could go out for picnics or shopping on the holidays”, “ She could choose her
customer”, “She earned income 15～40 times as much as that of a soldier” and “She
was healthy with health control by the Japanese army”. Those descriptions
represent unmistakably a contradiction between the actual situation of the
comfort women and the sex slaves. It has been revealed that the actual
situation of the comfort women was completely different from those suggested by
the Kohno Statement.
5 The
comfort women system was legal at that moment. There is no logical reason to
criticize just Japan.
There
existed the state-regulated prostitution during WW II in many other countries
than Japan,
that is, prostitution was legal at that moment. The comfort women system was a
battlefield version of the state-regulated prostitution. And the system was
used not only by Japan
but also by armies of many countries. Any other countries have never been
criticized by another country on the grounds of existence of the system.
However, only Japan
has been facing the criticism worldwide.
US and other countries put aside their own past deeds
and passed resolutions criticizing Japan on the grounds of abuse of
human right without enough investigation and verification of the evidence. If Japan should be
criticized for utilization of the comfort women system, it is a matter of fact
that US and European countries shall be criticized for the same reason.
Especially for US, while it puts aside the fact that their head quarter gave an
order to the Japanese government to set up comfort houses immediately after the
start of their occupation of Japan and made use of Japanese women as comfort
women for their soldiers, US criticizes Japan for its comfort women system.
Such attitude shall be deemed to be cowardly criticism against Japan.
6 A
rogue country Korea that
ignores the Normalization Treaty between Japan
and South Korea
that was of course an international treaty.
Both
Japanese and Korean governments (Roh Moo-hyun cabinet) accepted that all the
claim right issues had been resolved according to the Normalization Treaty
between Japan and South Korea
concluded in 1965. Notwithstanding the fact described above, the incumbent
president, Park Geun Hye required on the grounds of the Kohno Statement that Japan
must apologize and recompense Korean people for damages given by Japan. Such
assertions are reckless and preposterous by a rogue country Korea that ignores an international treaty, so
there is no reason for Japan
to follow such requirements.
7 Ex-President
directly managed the comfort women system in Korea,
the incumbent President Park is not entitled to criticize Japan.
Korea is trumpeting worldwide that Japan is an immoral country, pretending that Korea was a
victim of the Japanese comfort women system. However, Korea not only succeeded the Japanese system for
the comfort women but also provided Korean comfort women (they used the word,
ianfu that is originally Japanese) for soldiers of the US and the UN armies then stationed in Korea. This
shocking fact that the father of the president Park had been involved in the
incident was revealed in the Korean National Assembly on November 6, 2013. This
fact leads to a theoretical conclusion that Korean utilized the Japanese
comfort women system as a reasonable one. If they accuse Japan while
hiding this fact, they are considered to accuse themselves unconsciously. A
series of activities of the Korean government ignoring this contradiction are the
national movement called “discount Japan”
in order to prejudice honor of Japan
making use of the comfort women issue. The movement doesn’t seems to be
arranged for any other purpose than an international conspiracy.
8 Korea of which soldiers raped and massacred
women and children during the Viet
Nam War should be deemed to be a country
that committed war crimes.
Korea
participated in the Viet Nam War from 1964 to 1973 and sent 310,000 soldiers in
total. During this period, they massacred many Vietnamese citizens including
women, girls, children, old persons, etc. These massacres are really crimes
against humanity. However, Korean government has not apologized nor compensated
for these deeds to Vietnamese. And 30,000 half-blood babies between Korean
soldiers and Vietnamese women were born and they are called “Lai Dai Han”. The
babies were abandoned in Viet
Nam and harassed as “children of the enemy”.
A little movement to bring an accusation
against those atrocious deeds appeared in 1999, but the commander in chief of
the Korean army proclaimed “We need not to compensate anyone. It was a war.” It
should be unmistakably intolerable from a moral stand point that they accuse Japan while
shutting their eyes to the fact enjoying an advantage of silence of the
international community about the atrocious war crimes.
9 The
campaign by Korean to set up statues of comfort women in US is a kind of racial
discrimination against Japanese people.
The
recent campaign by Korean American to set up statues of comfort women has
resulted in relentless bullying against Japanese children living in US. It can almost
be said racial discrimination. We wonder whether or not you can imagine how it
is threatening that our young children who will forge the future of Japan will be
accused forever on the ground of the prejudice that they are the descendants of
the people who committed crimes of rape.
The imprudent resolutions about the comfort
women by the local assemblies to which you belong help malicious people contribute
diffusion of arbitral misinformation, fallacy, forged stories, delusion and
international ploys causing irreparable huge damages and humiliation to
Japanese people including our grandparents who contributed to glorious past of Japan and descendants who will forge the future
of Japan.
Those who welcome your resolutions about the comfort women are such people as
want to injure the reputation of Japan
on the baseless story and give the anti-Japan people the upper hand over Japan.
10 Reconsideration
of the Kohno Statement is supported by the majority of Japanese people ranging
over all the political parties including Liberal Democratic Party and
Communist Party.

According to a
public opinion survey conducted by The Sankei and FNN (Fuji
News Network) on
November 19, 2013, the percentage of the pro-abolishment persons of the Kohno
Statement among the total persons surveyed reached 55% and that of the
anti-abolishment was 27.5%. The party-wise results (percentage of yes for
reconsideration) are as follows;
Minna no tou
(Everybody’s Party): 60%,
LDP: 57.2%,
Koumei Party (Open
and Fair Party)/Seikatsu-no-tou (Life party): 57.1%, Communist Party that had enthusiastically
defended the Kohno Statement: 51.6%, Democratic Party: 46.8%,
Socialist Democratic
Party: 41.7%.
Among all the
political parties, the majority of the surveyed were occupied by those who support
for reconsideration of the Kohno Statement.
Policy-makers shall
humbly accept the opinion of the majority of Japanese people who have got to
know the many facts.
We would like to request you to take
necessary measures concerning your opinion brief submitted to the government of
Japan with understanding of
the above mentioned ten reasons including some facts newly found in order to
recover honor of Japan
that had been injured by the international ploy. Now that many true facts have
been revealed, we would like to request your assembly to advise the government
of Japan to abolish the
Kohno Statement that has been injuring the reputation of Japan. We would
sincerely wish that you would look squarely at the reality of the international
world in which deception and conspiracy are inevitable and would deploy such
local politics as pursuit of the national interest for Japanese people.
