My friend told me 'Chou-Chou' is French.

フランス語のシュ (chou) はキャベツの意味だけど、シュシュ (chou‐chou) は’お気に入りのもの’を意味するとか

'Chou' means cabbage. 'Chou-Chou' means..... my favorites.

I've thought about WA and Chou-Chou and the name of this project a lot though,,,

I haven't thought about what the meaning Chou-Chou in French or the shape of Chou-Chou means WA!
