= To give a problem to someone else.
To get (someone’s) hackles up
= To make someone angry
どんな意味かというと・・・
Pass the buck＝責任を転嫁する。
buckはポーカーから由来しています。次のディーラーを示すために置く札で、それを誰かに渡すということは誰かに責任を押し付けることになるので、そこから由来しているそうです
To get (someone’s) hackles up＝〔人を〕怒らせる、イライラさせる
雄鶏が怒るときに首の周りの毛を逆立てて威嚇する様子から、get one's hackles up は「怒って毛を逆立てる、かんかんに怒っている」という状況を表しています
A: I’m really annoyed with Steve in accounting.
B: Why’s that?
A: Remember the company trip to Manchester?
B: I remember the hotel room got wrecked, yeah.
A: Yeah, well exactly. I was there, but Steve was the one who got drunk and broke everything. He’s trying to pass the buck on to me.
B: Well, I would too. He’d probably get fired.
A: Yeah, it really got my hackles up.
B: Well, you were the one who kept giving him more beer…
