According to a quick look-up, Bonds owns both career and single-season IBB records with 120 and 688 respectively. As for that by a pitcher, it's kind of difficult to find, and IMO we should exclude the IBBs Shohei got as a DH to be precise, but I believe the only serious contender should be Babe Ruth, and apparently, we don't have IBB records on him in the era he was regularly pitching. (1914-1921) In 1930 he has 9 IP and 8 IBB.
Shohei has 10, so probably he's already there.
