ベトナム戦争での「ライダイハン」を史実から消去画策

国際情報誌『SAPIO』が12月号で『韓国が背負う「嘘の代償」』と題する大特集を行なっている。ここでは、なにかと日本を批判するものの、あまりにも根拠が薄いような主張をする彼の国のあり方に疑問を投げかけている。
旧日本軍による「慰安婦強制連行」を捏造した韓国は、もともと売春婦であるはずの慰安婦を「SexSlave」として国際社会に浸透させた。その傍らで、ベトナム戦争（1960～75年）に参戦した韓国軍による現地婦女子への性的暴虐は史実から消し去ろうとしている。
2000年6月27日、韓国・ソウルの『ハンギョレ新聞』本社が2000人を超える迷彩服姿のデモ隊に包囲された。社屋に侵入したデモ隊の一部は暴徒化し、同社幹部らを監禁、暴行を加え、オフィスや地下駐車場の車を破壊した。デモ隊は「大韓民国枯葉剤後遺症戦友会」のメンバー、つまり退役ベトナム参戦軍人である。
発端は、同社発行の週刊誌『ハンギョレ21』（1999年5月6日号）に掲載されたベトナムにおける韓国軍の民間人虐殺特集だった。「通信員」として記事を書いたのは、当時、ベトナム留学中だった大学院生の具スジョン氏。ベトナム当局から虐殺の資料を入手し、徹底した現地取材と生存者へのインタビューを重ね、韓国軍による無差別殺戮の実態を白日の下に晒したのである。記事は、ベトナム中部のビンディン省の村々で起きた凄惨な虐殺事件を生々しく伝えている。
〈1966年1月23日から2月26日までの1か月間、猛虎部隊3個小隊、2個保安大隊、3個民間自衛隊によってこの地域だけで計1200人の住民が虐殺され、その中には1人残らず皆殺しにされた家族が8世帯もあった。（中略）生存者の証言を元に韓国軍の民間人虐殺方式を整理してみると、いくつかの共通したパターンが見られた。
●子供たちの頭や首を切り落とし、手足を切断して火に投げ込む
●住民をトンネルに追い詰め毒ガスで窒息死させる
●女性たちを次々に強姦したあと殺害
●妊婦の腹から胎児が飛び出すまで軍靴で踏みつける〉。
韓国史のタブーに踏み込んだこの特集を皮切りに、同誌は韓国軍の戦争犯罪を糾弾する「ベトナムキャンペーン」を継続的に展開。冒頭の事件はそれに猛反発する退役軍人の凶行だった。
しかし、ベトナム戦を経験した退役軍人の中には当時の非人道的行為を悔いる者もいた。元韓国海兵隊員の金栄萬氏は、『戦争の記憶 記憶の戦争－韓国人のベトナム戦争』（金賢娥著・三元社刊）でこう証言している。
「越南に到着して、私が聞いた話は、『強姦をしたら必ず殺せ、殺さなかったら面倒が起きる、子供もベトコンだからみな殺さねばならない』といったものでした」
韓国は1964年から73年まで延べ32万人を南ベトナムに派兵。ダナンに海兵隊第2旅団（青龍部隊）、クイニョンに首都ソウル防衛師団（猛虎部隊）、ニンホアに第9師団（白馬部隊）が駐屯した。白馬部隊の連隊長には後に大統領となった全斗煥、猛虎部隊の大隊長には盧泰愚が就いていた。
前出・具氏の調査によると、韓国軍によるベトナム民間人の虐殺被害者は少なくとも9000人以上と見られている。村人65人が犠牲になったビンディン省・タイビン村では、韓国兵士に輪姦された女性が焼き殺される惨たらしい事件も起きている。そうした史実は国際的には知られているが、韓国の教科書にはもちろん載っていない。
かわりに日本の軍隊が、慰安婦として若い朝鮮人女性を無理矢理連れ去ったという証拠のない話が大々的に書かれている。
韓国兵によるレイプなどでベトナム女性との間に生まれた子供は「ライダイハン」と呼ばれた。ベトナム語で「ライ」は混血、「ダイハン（大韓）」は韓国を意味する蔑称だ。韓国『釜山日報』によると、現在、ベトナムにいるライダイハンは最大3万人と推計される（諸説あり、数千人とする指摘もある）。
その多くは戦争終結後、ベトナムに流入した韓国人ビジネスマンと現地女性の間に生まれた子供と言われているが、韓国兵のレイプにより生まれたライダイハンが少なからずいるのは事実だ。レイプされた被害者数はその何百倍、何千倍にも及ぶ可能性がある。
今年8月、韓国国防部の報道官は、米・ニュースサイト「グローバル・ポスト」の取材に「韓国軍が組織的に民間人を虐殺することは不可能。わが軍隊は厳しい規律と命令系統の下で任務を遂行しており、ベトナム人女性の性的搾取もまったくない」と答えたが、それを証明する調査も史料も示さなかった。ここでも日本に対する態度と自国のやり方に大きな乖離がある。

한국 베트남 전쟁 에서 " 라이다이항 " 을 사실 에서 삭제 획책
국제 정보지 ' SAPIO '가 12 월호 에서 "한국이 짊어지는 " 거짓말 의 대가 " "라는 제목의 대 특집 을 하고있다. 여기 에서는 무언가 일본을 비판 하되 너무 근거가 희박한 같은 주장을 그의 나라 의 본연의 자세 에 의문을 던지고 있다.

2000 년 6 월 27 일 한국 서울 의 " 한겨레 신문 " 본사가 2000 명이 넘는 위장 차림 의 시위대 에 포위 되었다. 사옥 에 침입 한 시위대 중 일부는 폭도 화 하고 회사 간부들을 감금, 폭행 , 사무실 및 지하 주차장 의 차량을 파괴 했다. 시위대는 '대한민국 고엽제 후유증 전우회 '의 멤버 , 즉 재향 베트남 참전 군인 이다.
발단은 회사 발행 의 주간지 <한겨레 21> ( 1999 년 5 월 6 일호) 에 게재 된 베트남에서 한국군 의 양민 학살 특집 이었다. " 통신원 " 으로 기사를 쓴 것은 당시 베트남 유학 중이던 대학원생 의 도구 스젼 씨. 베트남 당국으로부터 학살 의 자료를 입수 하고 철저한 현지 취재와 생존자 인터뷰 를 거듭해 한국군에 의한 무차별 살육 의 실태를 백일하 에 노출 된 것이다 . 기사 는 베트남 중부 빈 딘성 의 마을 에서 일어난 처참한 학살 사건 을 생생하게 전하고있다.
< 1966 년 1 월 23 일부터 2 월 26 일 까지 1 개월간 맹호 부대 3 개 소대 , 2 개 보안 대대 , 3 개 민간 자위대 에 의해 이 지역에서만 모두 1200 명의 주민 이 학살 되고 그 안에 1 명 남김없이 몰살 된 가족 8 세대도 있었다. ( 중략 ) 생존자 의 증언 을 바탕으로 한국군 의 양민 학살 방식 을 정리해 보면 몇 가지 공통된 패턴이 보였다.

한국사 의 금기 에 발을 디딘 이 특집을 시작으로 잡지는 한국군 의 전쟁 범죄를 규탄하는 "베트남 캠페인 '을 지속적으로 전개. 처음 사건은 그것으로 반발 하는 재향 군인 의 흉행 이었다.
그러나 베트남 전 을 경험 한 베테랑 안에는 당시 의 비인도적 행위를 후회 사람 도 있었다. 전 한국 해병 금 룽 완 씨는 " 전쟁 의 기억 기억 의 전쟁 - 한국인 의 베트남 전쟁 " ( 김현중娥著· 삼원 사간 ) 에서 이렇게 증언 하고있다.
" 월남 에 도착 하여 내가 들은 이야기 는 " 강간을 하면 반드시 죽일 살해 않는 경우 번거 로움 이 일어날 아이도 베트콩 이니까 모두 살해 해야한다 "라는 것이 었습니다 ."
한국은 1964 년부터 73 년까지 총 32 만명을 남 베트남 에 파병 . 다낭 에 해병대 제 2 여단 ( 청룡 부대 ) 퀴논 에 수도 서울 방위 사단 ( 맹호 부대 ) , 닌호아 제 9 사단 ( 백마 부대 ) 이 주둔 했다. 백마 부대 의 연대장 은 후에 대통령 이 된 전두환 , 맹호 부대 대대장 은 노태우 가 붙어 있었다.
전출 · 구 씨 의 조사 에 따르면, 한국군에 의한 베트남 민간인 학살 피해자 는 적어도 9000 명 이상으로 보고 되고있다. 마을 65 명이 희생 된 빈 딘성 · 타이 빈 마을 에서는 한국 군인 윤간 된 여자가 구운 죽는 끔찍한 사건도 일어나고있다. 이러한 사실 은 국제적으로 알려져 있지만, 한국 의 교과서는 물론 실려 있지 않다.
대신에 일본의 군대가 위안부 로 젊은 조선인 여성 을 억지로 데리고 했다는 증거 가없는 이야기가 대대적으로 쓰여져 있다.
한국 병사 에 의한 강간 등으로 베트남 여성 과 의 사이에서 태어난 아이는 " 라이다이항 " 이라고 했다. 베트남어로 ' 라이 '는 혼혈 ' 다이항 (대한 ) '는 한국 을 의미 하는 멸칭 이다. 한국 '부산 일보 '에 따르면 현재 베트남 에있는 라이다이항 는 최대 3 만명으로 추산된다 ( 제설있어 , 수천 지적도 있다).
그 대부분은 전쟁 종결 후 , 베트남 에 유입 된 한국인 사업가 와 현지 여성 사이에서 태어난 아이 라고 하고 있지만, 한국 병사 의 강간 에 의해 태어난 라이다이항 가 종종 있는 것은 사실 이다. 강간당한 피해자 수 는 수백 배, 수천 배 에 달하는 수 있다.
지난 8 월 한국 국방부 대변인은 미국 뉴스 사이트 '글로벌 포스트 ' 의 취재에 " 한국군이 조직적으로 민간인을 학살 하는 것은 불가능 . 우리 군대 는 엄격한 규율과 명령 계통 의 아래 에서 임무를 수행 하고 있으며, 베트남 여성 의 성적 착취 도 전혀 없다 "고 답했지만 그것을 증명하는 연구 결과 도 사료 도 보이지 않았다. 여기에서도 일본에 대한 태도와 자국 의 방식 에 큰 괴리가 있다.
