8-year-old girl rape case shocks South Korea, suspect Kim Soo-cheol arrested

On Wednesday, the police arrested Kim Soo-cheol, 47, who is suspected of raping an 8-year-old elementary school girl in Yeoungdeungpo, Seoul, on Monday.
Adding to people's anger this time, the victim was kidnapped from school grounds before Kim raped her at his home. While the minimum number of school staff stayed at the school, the girl had attended after-school classes.
It was the fourth case confirmed over the past year where intruders have attempted to sexually assault children within school grounds, the National Police Agency said Friday.
In October, a 27-year-old man was arrested for a failed sexual assault on a 6-year-old girl who was playing at the playground of an elementary school in Mokpo, South Jeolla Province. It was Sunday when most school officials didn't work.
Another failed sex crime was reported at the elementary school where the victim of the Kim Gil-tae case attended. On Thursday, the prosecution demanded the death penalty for Kim, who raped and killed a 13-year-old girl in Busan.
In December, a man in his 30s attempted to rape a 12-year-old girl in the toilet of the school but ran away after being discovered by other students. Although he was in the school building before the school opened, witnesses could not ID him.
In March this year, a 49-year-old man was also arrested for trying to rape two girls who were entering a warehouse at a school. As the girls ran away, he chased them to a classroom where they hid.
Despite such previous cases at schools, the educational authorities have started introducing preventive measures such as a 24-hour patrolling system and installing volunteer security guards during holidays after the latest crime on Monday.
"Police officers have no authority to enter school when they are not called to visit," said a police official.
"School staff should feel the responsibility to protect the safety of children."
On Tuesday, the police also disclosed the photograph of Kim Soo-cheol, the latest rape suspect. In the photo, Kim has cuts and bruises on his face and an ice pack on his neck. He was allegedly injured while resisting arrest.
The police had revealed the face of Kim Gil-tae by uncovering his face when he was arrested. But this is the first time that the police have released a suspect's photograph taken at the police station.
Kim Soo-cheol spent 15 years in jail after raping a woman in 1987, after having tied her husband up with rope beside her. After his release in 2002, he was also investigated for sexually assaulting a 15-year-old boy but not punished after consultation with the victim's family.
After a series of brutal sex crimes in recent years, a related law was revised in March aimed at strengthening supervision measures on sex-crime convicts. However, the measure does not apply to those who committed sex crimes before 2000.
