　私が２０１４年１１月、夕刊フジに初めて寄稿した短期集中連載のタイトルは『反撃せよ！　ニッポン』だった。
　The title of my first one-week series of articles published in the Fuji Evening News was “Fight Back, Japan!”
 

　当時、中華人民共和国（ＰＲＣ）や韓国、あるいは日本国内の反日勢力による理不尽な攻撃に、日本側はサンドバッグ状態で、ほとんど反撃できていない状況だった。
　At that time, Japan was more or less unable to counter unfair and inaccurate attacks from The People’s Republic of China (PRC), South Korea, and various domestic anti-Japan forces.
 

　ところが最近は、反日勢力への愛国者たちの反撃が続々と行われている。その先鞭（せんべん）をつけた米カリフォルニア州ロサンゼルス郊外グレンデール市の「慰安婦像撤去」を求めた裁判は、残念ながら米連邦最高裁で日本側の敗訴が確定した。だが、日本政府がこの訴訟について、裁判所に意見書を提出することなど、以前は考えられなかった。
　However, recently we have seen a series of counterattacks by patriots against anti-Japan forces. The pioneering effort in a court battle seeking removal of the “comfort women statue” erected in the Los Angeles suburb of Glendale, California unfortunately ended in defeat at the U.S. Supreme Court. But the Japanese government actually submitted an amicus curiae brief to the court, something which would have been unthinkable in the past.
 

　フィクションの世界を除けば、正義が必ず勝つ理想社会は昔も今も実現したことがない。裁判も例外ではなく、「我こそ正義」と信じる側も勝つための努力や工夫が必要だ。
　The ideal that right will prevail is realized only in the world of fiction. Court cases are no exception. Anyone who believes that his or her point of view is “just” must be prepared to work hard and to be creative in order to prevail.
 

　沖縄県の翁長雄志知事は、米軍普天間飛行場の名護市辺野古への移設反対ばかりに熱心だ。中国公船の尖閣諸島周辺への侵入に、猛烈に抗議したことを聞いたことがない。彼なりの正義が存在する可能性を否定はしないが、米国人の視点で見る限り、翁長氏の行動は日本の国益にも沖縄県民の利益にもなっていない。ただ、中国共産党の幹部が喜んでいることは確実だろう。
　Takeshi Onaga, governor of Okinawa Prefecture, is ardent in his opposition to the relocation of the U.S. Marine Air Station in Futenma to Henoko in Nago City, but I have never heard him voice strong opposition to the incursions by official Chinese naval vessels into the area around the Senkaku Islands [which are an integral part of Okinawa Prefecture]. I do not deny that he may have his own ideas of what is just, but from the viewpoint of an American, it is clear that Mr. Onaga’s actions are neither in the national interest of Japan nor the interests of Okinawa Prefecture.
 

　日本政府は、翁長氏が知事権限を乱用して移設阻止を強行すれば、知事個人に損害賠償請求を行う検討を始めたという。翁長氏に対する政府の反撃が始まったのか。
　The Japanese government has taken the rare step of announcing that it is considering suing Mr. Onaga personally for damages resulting from his abuse of powers as governor in trying to block the relocation of the base. In other words, the government has started its counterattack against Mr. Onaga.
 

　今週は東京で２件の反撃イベントがあり、私も登壇した。有楽町で２６、２７日行われたイベントは、沖縄のサイレント・マジョリティーを代表して立ち上がった沖縄県民が主役だった。
　This week there were two counterattack events in Tokyo in which I participated. In the event held on the 26th and 27th in Yurakucho, Okinawa citizens representing the silent majority in Okinawa were the main participants.
 

　在沖米軍基地への反対は沖縄県民の総意かのように報じる日本の大手メディアに対し、彼らは本気で怒っている。
　They are sincerely irate at the mainstream Japanese media for reporting that the collective will of the Okinawa citizens is opposed to U.S. military bases in Okinawa.
 

　メディアが本気で日本の国益を考えるならば、東京ＭＸテレビが放送した「ニュース女子」の沖縄報道の揚げ足を取るのではなく、日本の安全保障上の最重要拠点である在沖米軍基地に、在日朝鮮人らが反対する目的を取材して、全国に報じるべきだ。
　If the media is sincerely concerned about the national interest of Japan, they should not find fault with program about Okinawa broadcast by the Tokyo MX TV program “News Girls,” but rather gather information about the reason why Korean groups in Japan oppose U.S. military bases in Japan, the foundation of Japanese national security, and broadcast that information nationwide.
 

　私たち「放送法遵守を求める視聴者の会」は、今回の「ニュース女子」騒動をめぐり、大手メディアや任意団体「放送倫理委員会（ＢＰＯ）」が取った異常な反応に、反撃することを決意した。
　The “Association of Audiences Seeking Adherence to the Broadcast Law,” of which I am a founding member, has determined to resist the abnormal reaction of the “Broadcasting Ethics and Program Improvement Organization (BPO)” regarding the furor over the “News Girls” broadcast.
 

　ＢＰＯには昨年、１万２４９２件の意見が寄せられたが、委員会審議は９件、結論が出たのは２件だけだった。存在価値すら疑わしいＢＰＯの年間予算４億円超は何に使われたのだろうか。
　Last year, BPO received 12,492 complaints, but only 9 were investigated, and just two result in any conclusion. How was the over 4 million dollar yearly budget of this organization, the existential value of which is highly questionable, actually used?

　日本国憲法第41条の規定によれば、国会は「国の唯一の立法機関」である。従って、構成員たる国会議員が最優先で果たすべき職責は「立法」、つまり法案を審議して新しい法律を制定したり、不具合が生じている既存の法律を改正することだ。
　Under the provisions of Article 41 of the Japanese Constitution, the Diet shall be the sole law-making organ of the state. Accordingly, the highest priority duty of the members who comprise the Diet should be “passing laws,” or in other words, deliberating on proposed legislation and adopting new laws, or revising existing but outdated laws.
 

　衆院のサイトによると、現在開かれている第１９３回通常国会には、衆院56件、参院１０２件の議員立法と、内閣からの閣法70件、計２２８件の議案が提出された。
　According to the website of the house of representatives, a total of 228 bills were submitted to the current 193rd ordinary diet session, 56 bills from members of the house of representatives, 101 bills from members of the house of councilors, and 70 bills from the cabinet.
 

　召集日から約２カ月が経過した22日現在、衆法２件が撤回され、１件の閣法「地方交付税法及び特別会計に関する法律の一部を改正する法律案」が成立したが、残りはすべて審議中である。
　As of the 22nd, about two months since the session was first convened, two bills from the house of representatives have been withdrawn, and one bill, the “Law Amending the Local Allocation Tax Law and a Portion of the Law Concerning Special Accounts,” has been passed, with the rest still under deliberation.
 

　学校法人「森友学園」（大阪市）の問題ばかりを取り上げる民進党や共産党、社民党などの議員は、国会議員の職責を果たす意思がないのだろうか。安倍晋三内閣を倒すことを「唯一の目標」と定め、火のない所に煙を立てて審議を妨害しているように思える。
　Do the members of the Democratic Party, the Communist Party, and the Social Democratic Party who take up only the “Moritomo Gakuen” (Osaka City) [see explanation from last week’s column] issue have no intention to carry out their duties as members of the Diet? It appears that they have adopted as their “single goal” bringing down the Shinzo Abe cabinet and obstructing other deliberations with contrived smoke screens where there is no fire.
 

　おかげで、日本を除くすべての先進国が当然と考える、テロ等準備罪を新設する「組織犯罪処罰法改正」や、返還不要の給付型奨学金の創設に関する「日本学生支援機構法改正案」、東京電力福島第１原発の廃炉費用を安定確保するための「原子力損害賠償・廃炉等支援機構法の改正案」といった重要法案の審議は、すっかり脇に追いやられた。
　As a result, deliberations have been totally sidelined on such important bills as the “Law Amending the Law for Punishment of Organized Crime,” the “Law Amending the Japan Student Services Organization Law” the purpose of which is to establish student scholarship grants which need not be repaid, and the “Law Amending the Nuclear Power Indemnity and Reactor Decommissioning Assistance Organization Law,” the purpose of which is to secure stable funding for the decommissioning of Tokyo Electric Power Company’s Fukushima Dai-Ichi Nuclear Plant.
 

　事実を伝えるべき、テレビなどの報道も相変わらずひどい。
　Reporting by television, etc. who should be telling us the facts is, as usual, in a dismal state.
 

　確かに、籠池（かごいけ）泰典理事長の教育は過大評価されていたが、教育勅語や安全保障法制、安倍晋三首相夫妻の人格などを、まとめて貶めようとする雑で執拗な報道ぶりは、放送法を遵守すべき免許事業者とは思えない。
　It is true that Chairman Yasunori Kagoike’s educational philosophy was overrated, but persistent and haphazard reporting, the main thrust of which is to simultaneously denigrate the Rescript on Education, the security legislation, and the character of Prime Minister Shinzo Abe and his wife, makes it hard to believe that these media operators are actually licensed organizations that are required to adhere to the provisions of the Broadcast Law.
 

「国権の最高機関」たる国会の監視役を自称する気なら、審議時間と税金の無駄遣いを指摘し、良識ある国民の「うんざり感」も報じるべきだ。
　If they intend to present themselves as monitors of the Diet, the “highest organ of state power,” then they should point out the enormous waste of taxes and deliberative time, and report the “disgust” of sensible citizens.
 

　先週も書いたが、北朝鮮は弾道ミサイル４発を同時発射した後、「在日米軍基地を攻撃目標として行われたことを隠さない」との朝鮮人民軍戦略軍・報道官談話を発表した。ＩＣＢＭ（大陸間弾道ミサイル）の発射実験準備も最終段階にあると伝えられる。日本と米国への武力攻撃を準備中との、明確な意思表示である。
　As I wrote last week, after North Korea simultaneously launched four ballistic missiles, the Strategic Rocket Forces of the Korean People’s Army candidly made an official announcement on that this test launch was “carried out with the goal of attacking U.S. military bases in Japan.” It is said that North Korea is in the final stages of preparation for the test launching of an ICBM. This is a clear statement of intent of preparations for launching a military attack on Japan and the United States.
 

　それでも、野党や所属議員、一部メディアは「政局」「倒閣」を最優先に考えているようだ。「頭の中に『国益』や『国防』の概念すら存在しないのか？」と問いたい。
　Despite this fact, it appears that opposition party members and a portion of the media are giving highest priority to petty politics and bringing down the Abe cabinet. I want to ask, “Do they have no concept of ‘national interest’ or ‘national defense?’”
 

　もっとも、日本維新の会の足立康史議員は17日の衆院外務委員会で、「安保情勢が厳しい中で、安倍首相や稲田朋美防衛相の足を引っ張るのは、北朝鮮や中国と通じているのではないかと疑われても仕方ない」と指摘していた。これが図星であれば、一部野党やメディアは「見事な仕事ぶりだ」と誉められるだろう。
　It should be noted that on the 17th, Yasushi Adachi of the opposition Osaka Restoration Association party, pointed out that “In light of the danger to national security, simply trying to bring down Prime Minister Abe and Defense Minister Inada Tomomi raises suspicions of collusion with North Korea and China.” If these suspicions are on the mark, then a portion of the opposition parties and the media will need to be praised for their “outstanding performance.”

　北朝鮮は６日、弾道ミサイル４発を同時発射する実験を行い、うち３発が秋田県沖の排他的経済水域（ＥＥＺ）内に落下した。朝鮮人民軍戦略軍は９日、この発射実験について「在日米軍基地を攻撃目標として行われたことを隠さない」との報道官談話を発表した。
　On March 6th, North Korea simultaneously test launched four ballistic missiles, three of which landed in Japan’s exclusive economic zone off the coast of Akita Prefecture. The Strategic Rocket Forces of the Korean People’s Army candidly made an official announcement on March 9th that this test launch was “carried out with the goal of attacking U.S. military bases in Japan.”
 

　マレーシアで先月１３日、金正男（キム・ジョンナム）氏が暗殺された事件には猛毒の神経剤ＶＸガスが使われた。北朝鮮は化学兵器禁止条約（ＣＷＣ）未署名国だ。
　Highly toxic VX gas was used to carry out the assassination of Kim Jong-nam in Malaysia on February 13th. North Korea is not a member of the Chemical Weapons Convention (CWC).
 

　２００９年１月に米大統領に就任したオバマ氏は、北朝鮮が非核化の意思を示さない限り対話に応じない「戦略的忍耐」政策を取った。しかし、金正日（キム・ジョンイル）総書記が１１年１２月に死亡し、息子の金正恩（キム・ジョンウン）朝鮮労働党委員長に権力が移ると、兵器開発は加速し、状況は悪化した。「戦略的忍耐」政策は大失敗だった。
　When he assumed office in January 2009, President Obama adopted a policy of “strategic patience” whereby there would be no dialogue with North Korea unless North Korea exhibited its intention to abandon its nuclear development program. However, General Secretary Kim Jong-il died on November 12th, and when power was transferred to his son, Chairman of the Korean Workers’ Party Kim Jong-un, nuclear development was accelerated and the situation deteriorated. The policy of “strategic patience” has been a spectacular failure.
 

　このコラムでも何度か書いたが、米国は「イチかバチかの国」である。私のような「普通の米国人」は、何事にも失敗を恐れず挑戦すべきだと考えている。逆に、失敗を恐れて行動しない「不作為の罪」が、米国人の感覚としては一番許せない。「普通の日本人」の感覚とは真逆かもしれない。
　As I have written in this column several times, the United States is a country willing to take chances. “Regular Americans” like me are willing to take on challenges without fearing failure. Conversely, for Americans the idea of committing “sins of omission” or failing to take appropriate action merely because of the fear of failure is very hard to accept. This way of thinking is probably precisely opposite from that of “regular Japanese people.”
 

　オバマ氏の弱気を見抜いた北朝鮮は、失敗を恐れずに核実験を繰り返し、念願の核保有国になった。プラハ演説でノーベル平和賞を受賞したオバマ氏は「平和的解決」のイデオロギーに縛られ、北朝鮮や南シナ海の問題で不作為の罪を犯した。優しすぎる理想主義者に米大統領の任務は重すぎた。
　Perceiving Mr. Obama’s weakness, North Korea fearlessly carried out numerous nuclear tests and achieved its long-held ambition of becoming a nuclear power. Mr. Obama was constrained by the ideology of “peaceful conflict resolution” which he outlined in his speech in Prague after receiving the Nobel Peace Prize, and therefore committed sins of omission concerning the problems of North Korea and the South China Sea. The responsibility of being president of the United States was too heavy for this soft idealist.
 

　米主要メディアは選挙予想で自分たちに恥をかかせたドナルド・トランプ大統領を今もこき下ろすが、彼は普通の米国人の感覚と、大統領としての現実的シビアさを併せ持つ人物である。米国の役割も理解している。
　Although the U.S. media continues to lambast President Donald Trump who humiliated them by winning the election despite their flawed election predictions, he not only understands the mentality of normal Americans but also has a realistic severity as president. He also understands the role of the United States.
 

　従って、１日から始まった米韓合同野外機動訓練「フォールイーグル」の最中か終了後に、正恩氏「斬首作戦」が決行されても私は驚かない。
　Accordingly, I would not be surprised if he were to launch a military operation to bring down Kim Jong-un during or soon after the joint U.S.-Korean Foal Eagle War Games which began on March 1st.
 

　作戦が実行されたら、難民発生などの悪影響を一番受けるのは韓国と日本だ。難民に偽装した武装集団が入国を試みる可能性もある。日本への影響や対策を検討すべき国会では、学校法人「森友学園」（大阪市）をめぐる問題で、野党が安倍晋三首相や稲田朋美防衛相を責め立てている。
　In the event of such an operation, the countries which would be most adversely affected such as with waves of refugees would be South Korea and Japan. Armed groups posing as refuges might try to enter the country. Meantime, in the Japanese Diet [national parliament], which should be considering such potential effects on Japan and contingency plans, the opposition parties are working overtime to press Prime Minister Shinzo Abe and Defense Minister Tomomi Inada concerning the issue of the “Moritomo Gakuen” school (in Osaka City).
[This issue concerns whether Moritomo Gakuen, a private school (which has not yet opened but is under construction), purchased public property from the government at an improperly low price. The owner, Mr. Kagoike, is a right-wing ideologue, which makes this a case made-to-order for the opposition parties. He apparently vigorously “stocked” various politicians, including LDP Prime Minister Abe and Defense Minister Inada, but also other politicians from oppositions parties, to intervene on his behalf in exchange for various alleged favors. All the politicians have denied accepting any of his favors or working on his behalf.　Essentially, it is a local issue which should be resolved in Osaka, not in the national Diet.]
 

　民進党の蓮舫代表は、事実と違った稲田氏の答弁について、「とてもではないが、記憶違いで済まされるものではない」と言ったそうだ。ネット上では「ブーメランマスター」の一言で瞬殺だった。
　Democratic Party leader Renho said concerning Mrs. Inada’s inaccurate Diet testimony that “under no circumstance should this be allowed to stand as a mere mistaken memory.” Instantly, Renho was roundly derided on the internet as “boomerang master.”
[To explain, Inada initially testified in the Diet that while her husband had for a few years a long time ago been the attorney for Mr. Kagoike, she herself (who is also an attorney and practices with her husband) had never appeared in court on behalf of Kagoike. Upon further checking, however, it turned out that indeed she had appeared once in place of her husband who was unable to make the court appearance, and she corrected her Diet testimony and apologized the next day. Renho’s comment is in response to her correction and apology.
For her part, Renho is famous for the fact that she made several conflicting statements in the Diet about whether she has dual citizenship with Taiwan, and in fact that issue has never been fully clarified. She did the same thing as Inada when she attributed her inaccurate testimony to a faulty memory.]
 

　「政局こそ、わが仕事」と張り切る議員や政党に、日本の有権者は二度とダマされない。野党はビジネスモデルを変えた方がいい。
　The Japanese electorate will never again be deceived by diet members and parties which enthusiastically intone “Running politics [pursuing scandals, deposing cabinet members, etc.] is precisely our job.” The opposition parties should change their business model.
