　民進党の蓮舫代表は１８日、自身の「二重国籍」問題について、記者会見を開いて釈明した。
　On July 18th, Democratic Party (DP) President Renho held a press conference to give an explanation about the issue of her dual nationality.

　蓮舫氏が昨年９月、党代表選に立候補した際、台湾との「二重国籍」疑惑が指摘された。当初、蓮舫氏はきっぱり否定したが、その後、二転三転した。過去の発言とも明らかに矛盾していた。
　When Ms. Renho ran for party president in September of last year, suspicions about her dual nationality were raised. At that time, she dismissed them out of hand, but thereafter her story changed several times because of clear inconsistencies with prior statements she had made.

　つまり蓮舫氏は「嘘つきで不誠実だ」と思われたのだ。私自身は政治家の資質に必ずしも正直さを求めないが、誠実さは重要だと思う。両方を重視する日本人が不信感を抱いたのは当然である。
　In other words, she appeared to be “a liar and untrustworthy.” I don’t necessarily demand the trait of total honesty of politicians, but I think it is important for them to be trustworthy. It is natural that Japanese who place importance on both traits distrusted her.

　今回の会見で、明確にしておくべき論点が１つある。
　There is just one point which she needed to make clear in this press conference [That point is: when did she renounced her Taiwan citizenship].

　蓮舫氏は戸籍謄本の一部を公開することについて、「私を最後にしてほしい」などと、あたかも差別主義者や排外主義者の圧力に屈したかのような発言をした。朝日新聞や毎日新聞も似たような論旨を展開したが、私には「不誠実な論点のすり替え」にしか見えなかった。
　Concerning the partial disclosure of her family register, Ms. Renho said, “I hope I am the last person [to need to do this]” as if to say that she had given in to pressure from racists and xenophobes. The Asahi Newspaper and Mainichi Newspaper editorialized along the same lines, but this appeared to me to be a red herring.

　日本と米国の「二重国籍」状態だった自民党の小野田紀美参院議員は、米国籍離脱手続きの完了後、日本国籍の選択日が記載される唯一の証明書である戸籍謄本を公開した。小野田氏と同じ行動を人々が蓮舫氏に求めたのは自然な流れである。
　Liberal Democratic Party Lower House parliamentarian Kimi Onoda who had held dual U.S. and Japanese citizenship, after completing procedures to renounce her U.S. citizenship, disclosed her family register, which is the only certificate establishing the date on which she chose Japanese citizenship. It is natural for people to expect that Ms. Renho would do the same as Ms. Onoda.

　小野田氏はツイッターで、「公職選挙法および国籍法に違反しているかどうか、犯罪を犯しているかどうかの話をしています。（中略）合法か違法かの話です」と指摘した。
　Ms. Onoda pointed out on Twitter that “We are discussing here whether the Public Office Election Law and the Nationality Law were violated . . .It is an issue of legality or illegality.”

　結局、蓮舫氏は民主党政権時代、法律に違反した状態で国務大臣を務めていたことになる。立件の可能性は低いが、今後同様のケースを避けたければ、現行法の穴を埋め、運用や処罰基準を明確化する音頭を、自ら取ればいい。
　What it comes down to is the fact that when Ms. Renho served as a minister of state in the former Democratic Party of Japan (DPJ) cabinet she was in violation of the law [the Nationality Law]. It is unlikely that a criminal case can be actually be made, but in order to ensure that the same thing does not happen in the future, loopholes in the current law should be closed, and Ms. Renho should take the lead in formulating regulations, along with standards for penalties.

　国会議員とは選挙で選ばれた「全国民の代表」であり、左右の思想に関わらず、日本の国益のために全力を尽くすことが求められる要職だ。
　Diet members are chosen by election to be “representatives of all the people,” an important position which requires that they exert all efforts to uphold Japan’s national interests regardless of whether their political philosophy is liberal or conservative.

　蓮舫氏だけでなく、複数の国会議員が、その意味で「政治家の資質」を疑問視されている。特に、民進党は北朝鮮や韓国、中華人民共和国（ＰＲＣ）への批判に消極的に見える。安全保障法制には対案も出さずに反対した。このような民進党への日本国民の不信感が、蓮舫氏の「二重国籍」騒動の根底にあった。
　Aside from Ms. Renho, there are several other [mostly opposition party] Diet members whose “qualifications to be a politician” in this regard [citizenship] are in doubt. In particular, the DP seems reticent to criticize North Korea, South Korea, and the People’s Republic of China (PRC). They [vigorously] opposed the amendments to the Security Laws without offering any alternative. This public distrust of the DP was the basis for the fuss about Ms. Renho’s “dual nationality.”

　左派メディアが、民進党を応援する理由はよく分からない。だが、「加計学園」問題に関する閉会中審査で、加戸守行（かと・もりゆき）前愛媛県知事や、国家戦略特区ワーキンググループの原英史委員の不都合な主張をスルーしたのには心底あきれた。
　I do not understand the reason why the left-wing media supports the DP. However, I was deeply shocked by the fact that they deliberately failed to report the inconvenient testimony [i.e. testimony which undermined their agenda, which is to bring down Primer Minister Abe] of former Ehime Prefectural governor Moriyuki Kato and National Strategic Special Zones working group member Eiji Hara during the out-of-session hearings [extraordinary Diet hearings held even though the Diet is in adjournment] on the Kake Gakuen issue.

　バレバレの「報道しない自由」と「論点のすり替え」は、私に言わせれば「リストカット」（＝繰り返される自傷行為）である。メディアよ、なぜ死に急ぐのか。
　The media’s “exercise of the right not to report” [selective reporting] and use of “red herrings” are on display for all to see, and if you ask me, it is like they are cutting their wrists (in other words, committing serial self-mutilation). Why is the media so eager to die?

　東京都議選（２日投開票）は、小池百合子都知事率いる地域政党「都民ファーストの会」が、追加公認を含む５５議席を獲得し、予想を上回る大勝利を収めた。
　The local political party “Tokyo Residents First Group” headed by Tokyo governor Yuriko Koike won an unexpectedly large victory in the Tokyo metropolitan assembly election held on July 2nd, garnering 55 seats, including new party members who joined after the election.

　今回の選挙で、メディアの多くは、「憲法改正」を明確に打ち出した安倍晋三首相への倒閣運動を、なりふり構わず、全力で実行中であることがよく分かった。対する内閣や自民党は、あまりにも脇が甘い。
　With this election, it became clear that a large portion of the media is in overdrive with its bare-knuckled campaign to overthrow Prime Minister Shinzo Abe, who has made clear his intention to amend the constitution. By contrast, the cabinet and the Liberal Democratic Party (LDP) are unguarded and on the defensive.
 
　安倍内閣にダメージを与えられる情報は、違法性や証拠がなくとも「印象操作」目的で報じ、有利な情報は基本的に報じないという、一部メディアの偏向ぶりはすさまじい。
　A portion of the media is fiercely biased with reports made solely for the purpose of image manipulation, as they breathlessly report any information which may damage the Abe administration regardless of whether it includes any illegality or is backed by any evidence and at the same time basically refuse to report any information which is advantageous [to the administration].
 
　代表例は、「加計学園」問題に関する報道だ。追及の急先鋒（せんぽう）だった民進党の玉木雄一郎衆院議員は、獣医学部新設に猛反対してきた日本獣医師会と繋がりを持っている。だが、大半のメディアはこれを無視した。
　The “Kaku Gakuen” issue is a case in point. Democratic Party (DP) diet member Yuichiro Tamaki who is leading the pursuit of this issue has close connections with the Japan Veterinarians Association which violently opposes the establishment of a new veterinary department. However, a majority of the media has ignored this.
 
　また、ＪＲ秋葉原駅前で、安倍首相が応援演説に立つと、聴衆の一部が「帰れ」「安倍やめろ」などとコールし、巨大な横断幕を掲示した。明らかな選挙妨害である。
　When Prime Minister Abe spoke in front of Akihabara Station during the metropolitan assembly election, some people called out “Go Home!” or “Abe Resign!” and displayed a huge banner, all election campaign obstruction [which is illegal].
 
　これを受けて、安倍首相は「こんな人たちに負けるわけにはいかない」と発言した。演説を聞いていた中には留飲を下げた人も多かっただろう。ところが、ワイドショーは選挙妨害は無視し、安倍首相だけを批判した。
　In response, Prime Minister Abe said, “We must not give in to these people.” Many people listening to him speak must have felt great satisfaction. However, news shows ignored the election law violations and only criticized the prime minister.
 
　テレビ局の多くは、放送法第４条４項の「意見が対立している問題については、できるだけ多くの角度から論点を明らかにすること」という規定を守っていない。印象操作で世論を誘導することが仕事だと本気で考えているようだ。
　Many television stations are not in compliance with Article 4(4) of the Broadcast Law which requires that broadcasters must “clarify the points at issue from as many angles as possible where there are conflicting opinions concerning an issue.” It seems clear that they really do think that their job is to guide public opinion through image manipulation.

　安倍首相もそろそろ本気でメディアへの対抗策を打ち出したらどうか。地上波テレビのキー局は年間数十億円程度の電波利用料を払うだけで、数千億円規模の利益を上げている。つまり、岩盤規制に守られた既得権益の象徴的存在である。
　I think Prime Minister Abe should come up with a serious policy to deal with the media. Key flagship terrestrial television stations pay just a few tens of millions of dollars per year to use the air waves. In other words, they exemplify vested interests protected by bedrock regulation.

　放送法を遵守する意思がないテレビ局を、停波処分にしたり、免許を取り上げる必要はない。電波の周波数帯の利用権を競争入札にかける「電波オークション」を行うだけいい。その代わり、「政治的公平性」などを求めた放送法４条は、撤廃しても構わない。
　It is not necessary to cancel the license or block broadcasting by broadcasters who have no intention of obeying the Broadcast Law. It is sufficient just to put their rights to use the air waves up for auction. In exchange, I think Broadcast Law Art. 4, which requires “political fairness,” could be abolished.

　テレビを製造するメーカー側にも働きかけてほしい。リモコンに「地上波」「ＢＳ」「ＣＳ」の区分けがあるのは不便だ。インターネット放送局を含む、シームレスな電子番組表が提供されるようになれば、視聴者のメディアリテラシー向上に役立つだろう。
　I would also like to work with television manufacturers. Remote controls are divided into “terrestrial,” “BS [broadcast satellite]” and “CS [communication satellite]” sections [with the default setting being “terrestrial], which is very inconvenient. Access to a seamless programming schedule, including internet broadcasters, would no doubt increase the media literacy of viewers.

　安倍首相が８月にも行う内閣改造にもリクエストをしておきたい。「青山繁晴防衛相」「高橋洋一財務相」「橋下徹法相」といった大胆な適材適所で、ぜひ現状を打破してほしい。
　I also have a suggestion for the upcoming cabinet reshuffle. To break the current deadlock, I suggest a bold move to put the right man in the right job with Shigeharu Aoyama as defense minister, Yoichi Takahashi as finance minister, and Tohru Hashimoto as minister of justice.

　来たる７月２日は東京都議選の投開票日だ。４２選挙区に２５９人が立候補した。定数は１２７人である。
The Tokyo Metropolitan Assembly election will be held on July 2nd. 259 candidates are running for office in 42 districts, to fill 127 seats.

　今回、自民党を離党した小池百合子都知事が代表を務める地域政党「都民ファーストの会」（小池新党）が注目を集めている。初選挙となる同党は、５０人の公認候補を立てた。新人以外は、民進党や自民党を離党した「浪人中」の元都議が多い。古巣に見切りを付けた現職都議もいる。
　In this election, the regional “Tomin [Tokyo Citizens] First” (or “Koike New Party”) political party headed up by Tokyo governor Yuriko Koike, who left the Liberal Democratic Party (LDP), is drawing a great deal of attention. This is the first election for this new party, and it is fielding 50 official candidates. Many candidates are people who left the LDP or the Democratic Party (DP) and therefore were unaffiliated. There are also some current members of the assembly who have given up on their former party affiliation.

　テレビや新聞は小池人気で、小池新党が都議会第一党の地位を獲得すると予測している。停滞した都政が、それで円滑に動くなら構わない。
　Television and newspapers are predicting that the new party will take a majority of the seats because of Koike’s popularity. If the stagnated metropolitan government administration can be rejuvenated to function normally, then there is no problem.

　一方、都知事選では小池氏を支持していた人々が、ツイッターなどで「選挙ファースト」「小池ファースト」「都民ワースト」などの皮肉を書く様子が目立つ。中でも、小池新党の「トイチ」の略称には笑った。
　On the other hand, there are lots of posts on Twitter, etc. where people who supported Ms. Koike in the gubernatorial race satirize the current race as “Election First” or “Koike First” and “Tomin Worst.” I was amused by one where the name of the party was abbreviated to “Toichi.” [The term “toichi” when expressed in katakana brings to mind a perjorative term concerning black market loans where it means “one tenth (10%) interest per ten days.”]

　余談だが、日本語は文字表現の自由度が高く、レッテル貼りには最高の言語だと再認識した。
　As an aside, I was reminded that the Japanese language provides for much flexibility in spelling, making it a perfect language for creating propaganda labels.

　ウェブサイト「産経ニュース」のアンケート（２８日現在）では、「小池百合子知事の都政運営について」との質問に、「評価する２７％」「評価しない６６％」「どちらともいえない８％」だった。
　On the “Sankei News” website (as of June 28th), in response to a question about “Koike’s management of the Tokyo government,” 27% expressed approval and 66% expressed disapproval with 8% undecided.

　また、「築地市場の豊洲移転について」の質問は、「賛成８２％」「反対１０％」「どちらともいえない８％」という結果である。
　In response to a question about “moving the Tsukiji fish market to Toyosu,” 82% were in favor, 10% were opposed, and 8% were undecided.

　ちなみに私も多数派と同じ、「評価しない」と「賛成」である。われわれと正反対の人がいれば、原因は情報不足だろう。
　My opinion is the same as the majority, i.e., disapproval of Koike but approval of moving the fish market. If anyone has a directly opposite opinion, it results from a lack of information.

　例えば、移転遅延で毎日約５００万円の損失が発生中だ。移転を遅らせる科学的根拠があれば仕方ないが、豊洲は最初から安全なのだ。１月２０日に豊洲の安全確認報告を受けた小池氏は１カ月以上も公表しなかった。都民を安心させたくないのか。
　For example, the delay in moving the fish market is costing 5 million yen per day. If there were a scientific reason to delay the move [such as that it is unsafe], that would be fine, but from the very beginning, Toyosu was declared safe. Koike received a report from experts on January 20th that the new market is safe, but she delayed making that report public for more than one month. I suppose she did not want to reassure the citizens [for political reasons].

　そもそも、オープンエアの築地市場は温度管理もできず、ネズミやカラス、風雨や排ガスの侵入も防げない。だからこそ約６０００億円も投じて豊洲に最新市場を整備した。「ワイズスペンディング（賢い支出）」の言葉を聞くたびに、私は大笑いする。
　To begin with, the open air Tsukiji Market cannot control temperature adequately, has mice and crows, and cannot keep out wind-whipped rain or exhaust gasses. Every time I hear her talk about “wise spending” I cannot help laughing.

　ジャーナリストの有本香氏の著書『「小池劇場」が日本を滅ぼす』（幻冬舎）を読んでほしい。築地仲卸３代目の生田よしかつ氏のユーチューブ『報道特注（右）』の動画で、当事者の主張を聞いてほしい。世論誘導をもくろむメディアの情報統制に、怒りを覚えてほしい。
　I recommend reading Journalist Kaori Arimoto’s book “’Koike Theatrics’ Will Destroy Japan” (Gensosha). I also recommend looking at third-generation wholesaler Yoshikatsu Ikuta’s YouTube entry (https://www.youtube.com/playlist?list=PLBpcCcLFzLznrtjsomC_tSXGkxOUSwDgQ) to hear the opinions of the parties actually affected. I expect you will be disturbed by the attempts of the media to guide public opinion through controlling information [on this topic].

　都政の「見える化改革」を訴える小池氏が、「築地は守る、豊洲は生かす」「築地を食のテーマパークにする」といった完全な新提案を、突然ブラックボックスから取り出したのだ。この大矛盾に気付かない人たちの目は節穴である。
　Koike talks of bringing transparency to the metropolitan government administration, but her new proposal to move the market to Toyosu while [instead of selling the Tsukiji Market as per the original plan] turning the Tsukiji Market into a “Food Theme Park” came suddenly out of the blue [and just before the election] from her own “black box.” People who do not realize the inconsistency must be blind or something.
