実花さん　訳、有難う！ボクは、へこたれて、どなたか訳に参加して下さるのをきたいすることしてしまいました。週の後半には頑張ってみます。

　「LindaからNCFNIのプロフィール」他の情報は、年明け直ぐから要請していたはずなのですが、何かの行き違いでリンダはもう必要無いものと思っていたようでした。
こういう基本的な情報を、後から参加する人もいつでも見られるように、整理して準備しておかないといけませんでしたね。最近ＭＬに参加して下さったみなさん、ゴメンなさいね。

　でも、実花さんがいってくれてるように、ボクも「これから」だと思っています。
みなさんの中に、気長にこの「種」を育ててみようかと思っている人があれば、是非一緒に出来ることから始めてみましょう。

　次の、冬期オリンピックに照準を合わせて、交流を盛り上げていくくらいではどうでしょうか？
　これに関しては、先日実花さんがショッキングな情報を教えてくれました。みなさんにも是非お伝えしたいと思ってましたので、ここに紹介しておきます。

ウィスラーのオリンピック。
Daveもそれを視野にいれて展開すべき、と言っていました。
ある意味では、賛成です。
一方で、複雑な想いもあります。
と言うのは、その計画を前にして、西海岸、カムループス近くのSunpeaksリゾートで、オリンピック開催に便乗した大規模な開発計画が進んでいるからです。
日本の企業、「日本ケーブル」という会社がBC州政府をまるで買収するようなかたちで、観光客誘致のためにスキーリゾートを建設しており、その裏でセクウェップムゥという部族が、自分たちの聖地を追われています。
聖地であった山は破壊され、反対運動を行う彼らは、敷地の数マイル以内に立ち入る事を禁じられ、その境界線ぎりぎりに張ったキャンプ地ではその反対運動の長にたつ部族のエルダーが逮捕・連行されるということも起きているのです。

観光客の誘致、開発、そういう「カネ」の裏に隠された、先住民族の現実と苦悩、それもまた、カナダの現実です。
便乗してそれを彼らの「経済」に利用するのも、ひとつの手段。
しかし、このような現実を伝えていくことも、視野に入れたいものです。

旅行業界で働いている自分にとっては、大きな矛盾があります。
しかしどうにかして、このカナダの裏の顔も知ったうえで、そしてそこに日本の企業が絡んでいることも含めて、上手い形でみなさんに「学んで」「感じて」いただきたいと願っています。

　ボクは、ヒロです。日本のかわじり宏昭です。ボクにもあなたがリンダに送ったメールが届きました。多分、ＣＣでＮＣＦＮＩメンバーへもお送りのなったのでしょう。ボクは、キースの友だちで、日本のＮＣＦＮＩサポーターネットワークのリーダーをしている者です。

　先日のユーコン政府との会議は、本当に残念な結果に終わってしまいましたね。しかし、我々日本人サポーターの多くは私たちの間に友情が育ち始めたことを信じていいます。きっと、遅かれ早かれ北の先住民のみなさんと、我々日本人を結ぶ道が開けることでしょう。それにしても、トゥリンギット・ツーリズムのメンバーの方も応援して下さっていたと知って、心強く思っています。

You would think that Dennis would assist to tighten up the proposal if he felt it was too vague.

Hi Linda:
There is no need to be sorry for working hard and trying to enrich our Aboriginal Arts community. We all appreciate your efforts and frustrations.
This is the nature of arts funding across the country and this is not the 1st initiative to get the runaround. There is a confusion in the Yukon at the Territorial level at what constitutes 'outreach' and /or cultural economic development - which is why there is never enough money for new initiatives. The funds have remained static since 1999? Yet, there is a 35% increase in applications as the Arts Branch will repeat as mantra. This initiative is definitely an Economic Development one. The only way the Arts & Cultural Tourism crew will support this is if each artist submits applications,individually, as professional development or special project material. Even in this way, there are no guarantees they will get the grants (Advanced Artist) as a jury of peers awards the funds. Because these guidelines are strict and there is so little money it's definitely not your source.
The problem however is that this is a private initiative not a 'non-profit' one. There are pros and cons to both. But...even as a non-profit you need to have existed for 1 year, be 'board driven', and are always applying for the fiscal year ahead of you (early 2006 applications are almost always for April 1 2007 onwards). Your Japan travel deadline is too tight for any of those.
So... Linda you have to acknowledge this is a fully commercial venture with fully commercial objectives. Hence, a private business initiative which is why you're getting nowhere with any of these funders. Just think if everyone came to the Dept of Arts, Culture & Tourism and wanted help to kickstart their new business. They'd get a kick in the boot as you've been getting (albeit in a politically correct, gladhanding manner) . I think all of us have been aware of this 'grey zone' from the beginning. Before there was any research and any attempts to write grants THIS SHOULD HAVE BEEN DEFINED.
It's very obvious that many people believe in this and want to see it happen. I think to get Ec Dev to take note you'll have to bolster letters of support and have a strong lobby behind you. If Louise Profeit - Leblanc can forward the CCA-APCE juries concerns (re: 'economic development driven' ; though I have noted the Territorial Govt doesn't give a rats ass about any federal support / advice ) , perhaps a letter from SYANA and CYFN or the individual cultural administrators for each FN government, plus a little press about the fledgling project (if you can do that without tipping your hand) they may get caught between a rock and a hard place and may find some resources. This is very wishful thinking.

皆さん、こんにちは。実花です。
HIROさん、Lindaのメールについてのご報告ありがとうございました。

その後に、私の元にLindaからNCFNIのプロフィールについて説明したメールが届きましたのでご紹介しようと思った次第です。

HIROさんが仰っていたように、今回春の来日、NCFNIと日本とのネットワーク構築プロジェクトは、これをもって「仕切り直し」となるとお考え下さい。
Lindaは今も助成金の可能性を探って動いてはいますが、たいてい助成金というのはそうそう短期間で結果がでるものではなく、数ヶ月を要しますので、助成金を頼っての来日を予定するのであれば、春の来日は難しいかもしれません。
私も以前某NGOの代表として、環境事業団よりプロジェクト申請、助成金申請、報告書提出、NGO総会でのプレゼン、と一連の過程に関った経験がありますので、この大変さは痛感しています。環境事業団の場合、申請から内定まで3ヶ月、確実に決定するまでにその後3ヶ月で計半年を要しました。
実費にてLinda、Keith、Edの来日も検討しているようですが、これもまた「可能性」というレベルであり、来日の時期などの詳細はまだ分かりません。

ただ、アースデイはともかく、アイヌの木彫り教室での交流会は4月でなくても月1回催されているようですので、彼らの来日スケジュールに照らし合わせて催行が可能であれば、そして、彼らが望むのであれば、交渉の余地があると確信しています。
せっかくアイヌ交流センターの所長と顔がつながったのですから、この機会は存分に利用してよいかと思っています。

さてさて、前置きが長くなりました。
以下、Lindaたちのプロフィール、概要をご紹介します。「仕切りなおし」⇒「改めて『はじめまして！』」で良いのではないですかね？
少なくとも、先日の東京ミーティングでは、少し時間をかけてお互いの信頼関係を築いていこうよ、という案が多かったように思っていますが。
ところどころ、はしょりますので、全貌を知りたい方は、一番下のLindaのメールを読んでください。

＜Lindaのプロフィール＞

父親がフランス人、母親が英国人・Nativeの混血。（つまりクオーター・インディアン）
Bonnefoyというのは、南フランス地方では「誠実」、北フランス地方では「よい時間」という意味。Linda Bonnefoyという名前は中国語の意味ももっており、Lindaは「深い根をもつ森」、Bonnefoy は「根からの変形」を意味します。「Magoodsama」と「T's'aiga Cheona」という２つのインディアン名もElderより与えられており、Magoodsama は「Helping Woman」、T's'aiga Cheonaは「White Woman Wolf」を意味しています。（命名の経緯は割愛。英文を参照のこと）私は人生の全てをかけて社会の改善のために働いています。私はその変化が「自己（の変革？）」よりもたらされると信じ、絶えず私自身の生活について考え、自分の能力を高めるため他の人々の意見に耳を傾け、皆さんからの協力を得て（プロジェクトを）進めています。

この会社は12 年前に発足。私の哲学は、組織とは学びの場であり、もし組織内の個人がその展開に興味をもつならば、無限の可能性を秘めているということです。この会社は現在、貿易だけでなくその業務内容を広げ、社会環境の改善のためにメディアを利用すべく、フィルム及びテレビ番組

That name is also a Wolf name. The name means White Woman Wolf. He gave me that name at Grace Chiefs potlatch ceremony following her
death. He announced that with this name I will be invited into other territories and cross many boundaries. He said with this name I
am always accepted around everyone's campfires.
I have been working for social change all of my life. I believe that change comes first with 'self' so I continually look at my own
life and work to improve my ability to listen and communicate with others. I lead by collaboration and example.

I started my consulting company 12 years ago. I was at the time of its inception focusing only on restructuring organizations and
government departments. My philosophy has been that organizations are learning environments and therefore limitless with possibility

I have three staff. I hire consultants and companies as required. I believe that people are capable of identifying their strengths
and implementing them. I trust in the skills and abilities that I hire people for. I have three sizable projects in the works all of
which form the nucleus of the Northern Native Initiative. Considering paid and unpaid associates there is approximately 75 people
involved presently in my company assisting to move this initiative forward.

Project Planning

The project planning evolved last spring for this part of the initiative (Tokyo Initiative originally).
Our intent and purpose in Japan is to partnership with another country to bring forward change both environmentally and socially.
The Shinto religion of your country has parallel beliefs to First Nations spiritual beliefs. I am trying not to generalize however
as countries I think that we can take a leading role in environmental change. I think there is a growing concern for environmental
impacts however it is so large that people globally are losing hope of being able to do something about it. I met with David Suzuki
in Whitehorse approximately two years ago and I told him that after reading his book I quit recycling and literally became depressed
because I thought what is the 'use' anyway. I shared with him that in order to motivate people to change there has to be hope and a
positive message. David asked me if at that time I had read his most recent book claiming it was more positive than the latter.
Our budget for Japan has shifted again as we need to down size our initial initiative.

The activities we should pursue in Japan are
Establish networking and visions of Hiro's group, Mika and David corporate contacts
Devise strategy and action plans for future development
Develop a communication strategy as the present system of mass emailing is ineffective
Explore potential business initiatives that support our networking and vision

Steering Committee Members

IIn the Yukon we meet regularly as a steering committee and reach decisions by collaborative decision making. Our steering commit is
made up of nine active members however there are others who are involved in capacity of advisors. If we included your groups in the
decision making then our steering committee would be much greater. I think when we come to Japan that should be the main focus of
our visit- establishing a shared vision.

Who are coming to Japan
As all of our funding has been turned down and we are rewriting our proposal I do not know how many will be coming to Japan. I can
not say the dates as I do not know how quickly we can fund even a small group to go. The government funding will take approximately
6 weeks and private investors will want to know what kind of return they will get for investing in this project. We are certain that
setting up tour companies out of Tokyo to access First Nations cultural camps will be popular due to the interest of First Nations
Culture and Spirituality.

Yes this is a private/collective venture.
Is this approved by First Nations
We have a support letter from the Council of Yukon First Nations Grand Chief Andy Carvill and from the Society of Yukon First
Nations Artistry Society. I could ask Meta Williams the Executive Director for First Nations Tourism for a support letter- I believe
she will give it. I can ask Taeko to scan the letters of support that I have.

みなさん、土曜日にユーコンのリンダから下記のメッセージが届いてました。今日それを見ましたので、とりあえず要点だけを能力の範囲でお伝えします。

妙子さん。このメッセージを和訳してMLに流して下さいますか？よろしくお願いいたします。

　みなさんにこのメッセージを書くのに、気持ちの整理が要ったそうです。今回十分な資金を得られなかったことと、これまで数カ月みなさんに支援してもらったことに対し、終止自分の力無さを詫びています。まだ、こういう申請に詳しい人たちのアドバイスを受けて、助成を受ける努力は続けるようです。リンダ、キース、エド・スマーチの３人に絞っての来日の可能性もある。

　このように、可能性は残っているということですが、先日お伝えした通り現時点での判断は必要だと思います。このメッセージを今回４月に予定していたＮＣＦＮＩ企画のキャンセルと受け取りたいと思います。現在、MLに登録頂いている３７名のみなさまには、私、かわじりより深くお詫び申し上げます。ワクワクして取組んで下さった企画が、期待した通りに開催できなくなったことは、ボクが最初に完全事情を把握しないままみなさまを巻き込んでしまったことに原因があります。

　それでもですよ、みなんが初めに興味を持ってくださった気持ちと、ユーコンとアトリンから日本を訪れたいというリンダとファーストネーション気持ちには、何ら変わることはないものと思っています。外部の方には「なんで日本に来たいの？」「ビジネスってどういう意味？金儲け？」「ホントに先住民の代表なの？」などと憶測をなさる方もあるとも聞きました。ここでも自分の情報仲立ちの役不足を痛感しています。ボクは、今ここに集まって下さった方々とは、「友だち」という信頼関係を介して集っていると思っています。それぞれの方が、何か共通する価値観を持っているから、この交流に期待をし、又と力を貸して下さるのだと思っています。それは、カナダの人たちも同じでしょう。ボクが兄弟のように思っているキースはいうに及ばず、リンダの志は尊敬に値すると思っています。現に、ユーコンのネイティブではない彼女の呼びかけに、これだけたくさんのファーストネーションのアーティストが応えています。ユーコン・ファーストネーションのグランドチーフ、アトリンのタクリバーのグランドチーフ、グランドチーフ観光局の理事のミータはＮＣＦＮＩ実行委員会にも加わっています。

Hello Everyone,
Please forgive me for the delay in composing this letter, I needed a couple of days to reflect on our initiative. We received confirmation on Wednesday afternoon that Canada Arts Council refused our travel grant due to the overwhelming emphasis on Economic Development in our proposal. Louise advocated for us in Ottawa however the panel decided that this was 'economically market driven' and did not reflect the criteria of 'exhibitions for the advancement of artistic skill and development'.
The week before in our meeting with Dennis Zimmerman from Economic Development we were told the proposal was too vague and required additional information. It did not qualify or meet the criteria of any of their programs as we were unable to demonstrate a commercial or economic feasibility projection. I shared their conclusions with Louise Profeit Leblanc and she responded that this was ridiculous as the entire proposal 'is' economically driven. She will compose a letter supporting the Canada Council's panel decision that we can attach to our proposal if we wish to resubmit it to the Economic Development Department of YTG. Louise concluded our discussion by encouraging us to reapply; however, reinforcing that Canada Council will only support an application to 'cultural exchange' with the Ainu and not Motherland as the Ainu are the traditional people of Japan.
We had a small steering committee meeting on Tuesday. We decided at this time to develop a three page concept paper for Meta to bring into the communities to solicit support for our initiative. We will also tighten up the existing proposal by amalgamating the three separate projects, preparing an executive summary and rewriting the budget to reflect a smaller group going to Japan.
I think that we should try to arrange for myself, Keith and Ed to go over. I do agree with David, Hiro and Mika that people need to meet me albeit I am humiliated that I had not been able to deliver our mandate on the scale that we had so desired. Thank you everyone for your gracious words of support however I am feeling that I did let everyone down and I am truly apologetic for that!
I was in another meeting yesterday where it was suggested that we take our initiative into the public and political arena using the media to illuminate the seeming 'resistance' from the government to assist us. The group leader that I met with works for First Nations business people that are disgruntled with the department of Economic Development at YTG. They would like to form a task force that would call for an audit into the spending of the department and evidence of 'their' commitment to First Nations economic development initiatives outside of what they funnel into bureaucratic positions for individual communities. I contacted leaders in the First Nations community and asked them their advise as we have a strong group who will obviouslyadvocate for us, however controversially. The advise that I received was that we put together the concept paper, strengthen the proposal and circulate it to First Nations bands and corporations. Although it looks like a position of opportunity to take the government to task in the election year we could possibly undo all of the hard work we have done in the last year. I really would like everyone's input as it is necessary to regroup and develop our next phase of strategy.
Lastly, I would like to thank everyone for all of their commitment and hard work. I believe that a path will open for this initiative to blossom within. I would not be offended if any of you decide that you have contributed enough already to this initiave and would like to withdraw. I know many of you have put in hundreds of unpaid hours and I do sincerely thank each and all for your vision and commitment. Please forgive me as with my enthusiasm and passion for social and environmental change that I had not consider that it was going to be so difficult to access funding. For any embarrassment I have caused my friends with Motherland and Earthday in Japan- Mika, Dave and Hiro I am very sorry.
