NK talks resume, U.S. denies deal

BEIJING, China (Reuters) -- Six-party talks aimed at dismantling North Korea's nuclear program resume in Beijing on Thursday with the top U.S. envoy denying a Japanese media report that the isolated state had signed a deal with Washington.
Participants have played down hopes of an immediate settlement of the protracted standoff, which took a higher profile around the world when the communist North carried out its first test atomic blast in October, prompting U.N. sanctions.
Japan's Asahi Shimbun daily reported that North Korea and the United States had signed a memorandum in Berlin last month in which Pyongyang agreed to move towards shutting down its nuclear reactor in exchange for aid.
Top U.S. envoy Christopher Hill said the report was wrong.
"We did not sign anything," he told reporters.
Negotiators from the two Koreas, the United States, Japan, Russia and China gather later on Thursday at a secluded compound in western Beijing where they will turn their attention to a 2005 statement offering North Korea economic and security concessions in return for abandoning its nuclear weapons ambitions.
"I want to emphasize that the real success is when we complete the September '05 agreement," Hill told reporters on Wednesday.
"Not just when we start the '05 agreement, but when we finish it, so we're not going to finish that this week. We'll just maybe take a good first step."
China has set no date for ending the latest talks, but the hosts' chief negotiator, Wu Dawei, has said they may last three or four days.
South Korean envoy Chun Yung-woo said that after much negotiation it was time for results, and he urged compromise.
"North Korea must be prepared to show, in actions, its commitment for denuclearization and must not make unreasonable demands, and the other five countries must not be ungenerous or hesitant in taking rational corresponding measures," Chun told reporters.
These talks are likely to focus on persuading North Korea to first freeze its Yongbyon nuclear plant.
Hopes that such a deal would be sealed at the previous round in December faded after North Korea focused on its objections to a U.S. financial crackdown.

【北京＝坂元隆】北朝鮮に近い米朝関係筋は８日、読売新聞に対し、北朝鮮の核問題をめぐる６か国協議で米首席代表を務めるクリストファー・ヒル国務次官補と北朝鮮代表の金桂寛外務次官が１月にベルリンで会談した際、寧辺の核施設の凍結など朝鮮半島非核化に向けた初期段階の措置と、それへの見返りとなるエネルギー支援などを盛り込んだ「覚書」に調印していたことを明らかにした。

ヒル次官補は８日午前、北京で記者団に「（いかなる文書にも）調印はしていない」と述べたが、次官補は初期の措置は数週間のうちに実施されるとの楽観的な見通しを示しており、北京で８日午後から再開する６か国協議は、この米朝間の合意に沿った形で議論が進められる可能性が高い。
同筋によると、覚書は、朝鮮半島非核化に向けた「行動計画」または「シナリオ」を示したものという。核関連施設の稼働停止とそれに伴う国際原子力機関（ＩＡＥＡ）要員による監視再開など初期の措置、エネルギー支援、米朝関係正常化などに問題点を分け、それぞれについて作業部会を設置するよう求めている。
北朝鮮は、ベルリンの米朝会談後、「一定の合意」があったとする外務省報道官談話を発表。ヒル次官補は、ベルリンでの米朝会談後、日中韓３か国を訪問し、北朝鮮との合意内容を伝えたとみられる。

北朝鮮の核問題について話し合う六カ国協議が８日から再開されますが、北朝鮮の情勢に詳しい外交ジャーナリストの手嶋龍一さんが７日鹿児島市で講演し、「今の六カ国協議では核問題の解決には至らない」との見通しを話しました。「今のアメリカの対応では事態は動かない」これは県トラック協会などが鹿児島市で開いたセミナーの中で話したものです。元ＮＨＫのワシントン支局長としてニューヨークの同時多発テロの報道にも携わった手嶋さんは「世界の中の日本」というテーマで講演しました。この中で手嶋さんは８日から始まる六カ国協議について触れ、「イラクの泥沼にはまったアメリカの対応では事態は動かない」と述べ、解決のためにはアメリカに東アジアへ目を向かせることが必要だと訴えました。また、手嶋さんは日本政府が拉致問題で進展がなければ北朝鮮への支援はないとしている点について、「私たちの生命、安全を守るのは国家として最低限のことで、それによって国家の存立、基盤は守られている」と述べ、毅然とした対応が必要だと話しました。
