英語で「土木工学」のことをcivil engineeringというが、このcivilという形容詞、以前から不思議に感じていた。何故「土木」がcivilなのか？

形容詞civilは、普通はcivil warで「内戦・内乱」、Civil Warと大文字にすれば「アメリカの南北戦争」、またCivil Codeは日本の「民法」のことである。

改めて形容詞civilの定義を見てみよう。
Civil:
1) You use civil to describe the events that happen within a country and that involves the different group of people in it.
「国内で発生した異なるグループの人々を巻き込む出来事（事件）を記述する場合にcivilを使う」
2) You use civil to describe people or things in a country that are not connected with its armed forces.
「国内の武装した軍隊（武力）に関連しない人々または物事を記述する場合にcivilを使う」
3) You use civil to describe things that are connected with the state rather than with a religion.
「宗教よりはむしろ、国家に関連する物事を記述する場合にcivilを使う」
4) You use civil to describe the rights that people have within a society.
「ある社会の中で人々有する権利を記述する場合にcivilを使う」
5) Someone who is civil is polite in a formal way, but not particularly friendly.
「人が、形式的（表面的）に丁寧だ（礼儀正しい）が、特に友好的ではない様子」

Civil War (civil war)は上記1)のケース、Civil Codeは4)のケースに該当する。「土木」のcivilは2)に該当すると思うが・・・。辞書をよく見るとcivil engineering自体の定義が記載されていた。
Civil engineering:
Civil engineering is the planning, design and building of roads, bridges, harbors, and public buildings.
「土木工学とは、道路、橋、港などの公共施設を計画、設計および建設することをいう」

因みに、上記2)の定義には“⇔ military”と記載されており、従って以下の関係が成立する。
Civil engineering 「土木工学」 ⇔ military engineering 「軍事工学」
