'Unreliable': Why do Miyagi Pref. students rank last on Japan gov't English survey?
SENDAI -- The level of English among third-year high schoolers in northeast Japan's Miyagi Prefecture is the lowest in the country, it was reported in local media in early May. This reporter wondered how that could be, despite the prefectural capital Sendai, a major urban center, having so many cram schools. In the course of reporting on the issue, an unexpected answer came to light.
What was being reported on were the results of the education ministry's annual survey of the English ability of public junior high and high school students nationwide, which compares things such as the proportion of students achieving nationally set targets, with results by prefecture and designated major city released.
Saitama University English education associate professor Kei Okuzumi, who worked as an English teacher at public junior high schools in Saitama Prefecture for 21 years up to March 2019, commented, "Even when I was a teacher, I thought the survey was vague and unreliable." Okuzumi said the reason was that different schools and local bodies have different methods of determining students' English proficiency.

LDOCEでは，“1. unclear because someone does not give enough detailed information or does not say exactly what they mean” と定義されていました。
『ジーニアス英和辞典』には，「1. ＜印象・考え・記憶などが＞あいまいな，漠然とした 2. ＜人が＞〔･･･について〕はっきり言わない，明言しない〔about，on〕」とあり，LDOCEの定義はこの1と2を合わせたもののように感じます。
加えて，have a vague idea［feeling, recollection］ of…で 「…のことを漠然と考える［感じる，記憶している］」と表現するようです。
Online Etymology Dictionary によると，「空っぽ，空いている；野生の，耕されていない；さまよっている」を意味するフランス語の vague から来ているようです。
教職課程を履修している身として，日本各地の英語力の差と差が生まれる理由には関心があります。今回の記事を受けて，調査結果などを見る際にはその調査方法が適切であるかどうかをしっかりと判断しなければならないと感じました。（Maru）
