Hokkaido freezes in record cold spell, large snowfall expected in Tokyo, surroundings
The northernmost prefecture of Hokkaido was gripped by a record cold spell on Feb. 8 with temperatures plummeting below minus 10 degrees Celsius as Tokyo and its environs in the eastern part of the nation braced for a major snowfall expected on Feb. 9.
With the temperature at minus 12.5 degrees as of 9:40 a.m., people in the Hokkaido capital of Sapporo were seen walking on the streets covering their ears to protect them from biting northerly winds.

environs /ɪnvάɪ(ə)rənz/ を取り上げます。Tokyo and its environsとあることから、東京とその周辺のことを表していると思いました。『ライトハウス英和辞典』（第5版 研究社）で引くと「（複）（格式）（都市の）近郊、郊外」とありました。複数名詞として用いられることに注意したいと思います。
LDOCEには “the area surrounding a place” と定義されています。ある場所の周りを囲む地域のことをさすことがわかりました。
動詞の形のenviron /ɪnvάɪrən/ は「1（人、物が）（人、物）を（…で）取り巻く、囲む（by, with） 2（場所が）（…で）囲まれている（by, with）」という意味を表します（『ジーニアス』 第5版 大修館書店）。 環境という意味でお馴染みのenvironment の原義については、「中に（en）囲まれている（viron）状況（ment）」と説明されているように、私たちの周りを取り囲んでいるものという風に捉えることができるかと思いました。（aqua）
