＜留意事項＞
１．日本から入る場合、オランダに無税で持ち込める物
・ 紙巻たばこ200本あるいは葉巻５０本あるいは細巻葉巻１００本あるいは 刻みたばこ250グラム、あるいはバランスの取れたこれらの製品の組み合わせ。（但し、持ち込めるのは個人使用と１７歳以上に限る）
・ 蒸留アルコール１ｌｔｒ.あるいはスパークリングワイン２ltr.あるいはシェリーやポートといったような強化ワイン／アルコール添酒あるいはバランスの取れたこれらの製品の組み合わせ、 およびノンスパークリングワイン４ltr.およびビール １６ltr.（但し、持ち込めるのは１７歳以上に限る）
・薬 （個人使用、医師の処方箋が無い場合は3ヶ月分目処）
・ その他 価格が４３０ユーロ未満の物品
(１．一品の価格が４３０ユーロ以上の場合、同乗の複数の個人と価格を分割できない。（例：家族４人で一緒に入国しているから４３０ユーロ以上の品物の価格を単純に４で割り、その結果無税になるという解釈はできない。４３０ユーロ以上の品物には、その品物の価格全体に税がかかる。例えば、５００ユーロ相当のカメラを持ち込む場合、５００ユーロに税がかかる。）（２．例えば、４００ユーロの時計、５５ユーロの万年筆を持ち込んだ場合、５５ユーロ分の税を支払う。）
上記、基準に照らし無税と考えられる物でも、価格はオランダ側のﾘｽﾄにより判断されるので高価な品物はなるべく持ちこまないようにし、持ち込む場合は領収書を持参して価格を示す。
特に輸入税の高いもの(スポーツシューズ１７％等）や、高級ゴルフ用品、時計、ブラン ド品、新品の電化／電子製品、多量の薬・食料品、コンピューター、カメラなどは課税対象とみられやすいので注意する。
会社等で使用するパソコンなどについては、所属先の会社関係者が予め準備した(形式は任意)、その旨を証明する書類(オランダで購入したことを証明するレシートなど）を提示できれば、検査官の判断材料になる。
また、学業あるいは職業上使用する楽器等について、所持人の在学証明証、所属楽団員証などを提示できれば、これも検査官の有効な判断材料となる。
日本の着物に対しては、通常１３％の輸入税と１９％のVATが適用される。他方、それを 課税対象とするか否かは検査官の判断による。
EU域内で購入した物品をオランダに持ちこむ場合、既に、購入時にVATを納付済みであることを証明できる領収書を持参すること。
課税審査は検査官の裁量により判断され、自ら課税申告を行なわずに課税対象物品が発見された場合には、罰則として一物品につき、通常課税額と、さらにその課税額の５０％に当たる罰金が課せられる。
スキポールの税関利用の手引き
＜はじめに＞
その昔、東海道の難関は箱根の関所でしたが、最近は会員の皆様にとってスキポール空港が時々難関になっているという声をお聞きします。これは日本とオランダ（ＥＵ共通）の関税の違いや文化、国民性等種々の違いが起因しています。例えば成田空港では1品20万円までが免税範囲内ですが、オランダ（ＥＵ）では時価４３０ユーロ（一品の値段または持ち込んだ物品の総額）までが範囲内と日本と比べ低額になっています。また日本の素晴らしい包装をした少額のおみやげもかなり高額の品物ではないかと疑念を持たれる場合もあります。（包装を開けるように指示された場合は、ご自分で開装することをお勧めします。）
下記具体的なケースについて記載しましたので、皆さんがスキポール空港を利用する際の参考になれば幸いです。また通関に対しての問い合わせ窓口も記載しましたのでご利用下さい。

基本的にEU圏外から持ち込まれる物品は課税対象となる。
但し、EU圏外で購入した物品を個人の荷物として持ち込み、商業目的がなく、価格が合計で４３０ユーロ未満である場合は免税される。
＜電化製品（コンピューター、デジタルカメラ含む）＞
EU域内の滞在期間が３ヶ月以内の旅行者の場合は免税となるが、駐在員として３ヶ月以上ＥＵに滞在する居住者の場合、価格が４３０ユーロ以上の電化製品を持って入国する際スキポール空港で申告する必要がある。出口手前の「申告ありAANGIFTE GOEDEREN (goods to declare)」に行き、課税品の持ち込みを申告する。（申告するものがない時は申告なしのNIETS AAN TE GEVEN (nothing to declare)）の方を通る。）
ただ、駐在員としてオランダに入国の場合、最初の入国から半年間は４３０ユーロ以上の品物も「引越し荷物」扱いとして非課税で持ち込める。駐在期間を証明するための書類等を携帯しておくと便利である。
輸入税は物品の領収書に記された価格をもとに決められる。購入した物でも会社からのリースでも同様である。購入後３年以上経った品物に関しては、購入時価格からマイナス10％、以降1年ごとにマイナス30％として計算される。
＜ゴルフ用品＞
中古のゴルフクラブを持ち込む場合も、税関で申告する際、新品を購入した際の領収書（中古品購入した場合はその領収書）の提示を求められる。
＜動物性食品＞
個人使用、ｱｲｽﾗﾝﾄﾞ､ｸﾛｱﾁｱ､ｸﾞﾘｰﾝﾗﾝﾄﾞからに限って一人１０ｋｇまでの持込可能。それ以外の国からの持込は禁止。
＜薬＞
個人使用、医師の処方箋が必要（英語が望ましい）
＜偽造品＞
偽造品の持込／輸入は禁止。個人使用では小量もつことは可能。

【ケース１】
カメラ、パーソナルコンピューター、既に数年個人的に使用
中古であっても、４３０ユーロ以上であると判断されれば課税。領収書が提示されれば購入時の価格で、領収書がない場合はオランダの現在価格を基準に判断。
【ケース３】
４３０ユーロ以上のパーソナルコンピューター、
個人ではなく、会社所有。
所有者が個人か会社であるかを問わず、時価が４３０ユーロを上回る物品は課税対象となる。

飛行機の中で免税品を購入。価格は４３０ユーロ以上。

ディスカウントショップで購入したゴルフ用品４３０ユーロ未満で、領収書付き。
領収書の価格によって課税・非課税の判断がされるので、この場合非課税。領収書の提示がされな場合に限り、オランダの価格を基準に判断される。
【ケース７】
オランダで購入したデジタルカメラだが領収書なし。
日本からすでに引越し荷物として持ってきたPC。
領収書の提示を求められも提示できない場合、課税。
【ケース８】
妻に買ったスイス製腕時計、妻と通関を通る場合、８６０ユーロ（４３０ユーロｘ2）以下であれば非課税？
物品を人数分で割ることはできない。この場合、妻の所持品とみなされ、課税される。

日本で受け取った贈り物で価格は不明。申告する必要があるか？
価格不明の場合は申告することを勧める。

Pre-tournament preparations
Materials for presentation and Pit Area
All materials you need for your presentation or in and around the Pit Area can be send by post to our headquarter (do not forget to mark all items with your team name). We will take them to the venue.
We do ask you to send us an e-mail to make specific arrangements.
Release and Consent form
In order to participate in the FLL OEC, you have to bring a signed Release and Consent form for each team member, team coach and team mentor. For children under 18, make sure that this form is signed by a parent or legal guardian. The Release and Consent form is attached in this mail. You have to bring the signed forms to the Information Desk upon check in.
Please note; a team member, coach or mentor can not participate without a completed and signed Release and Consent form.
Trade items
We encourage teams to bring trading items to exchange with other teams. A specialty from your own country, the present does not have to be expensive, a sticker, key ring, pin or something like that, made by the team members themselves might be more fun than expensive souvenirs!
Robot transportation letter
To avoid problems with transportation of the robot at the airport, you will find a robot transportation letter attached. We can not guarantee this letter will solve all possible problems, but we hope it will make it a little easier.

Side events
There will be several excursions/activities the days before the event. You can visit Dutch high schools and compete in a running competition. There are two different schools you can visit, ‘het Christelijk Lyceum Delft’ on May the 31th and ‘het Interconfessionele Scholengemeenschap Westland’ on June the 1st .
If you wish to participate in these excursions/activities, please fill this out at the practical team information form. We will try to fulfill as much wishes as possible (on a first come, first serve base, so please send this form back as soon as possible).

Be aware that power outlets might be different in the Netherlands. Electricity is 220-240 V / 50 Hz in the Netherlands. The type of electrical outlets are C and F. Make sure you bring proper converters.

Transfer from Schiphol Airport to your hotel
We advise to travel to your hotel by train, taxi or a rental car.
If you travel by train you need to transfer at Leiden Central Station. If you booked one of the selected hotels, we will arrange transfers from Delft Central Station to your hotel. The costs for the train are .2,50 for children until 11 years old, and .8,70 for everyone 12+.
If you choose to travel by taxi, there are 8-passenger taxis available for about .80,-.
Note: All prices are based on a one-way trip, multiple day tickets are not available.

Transfers to the venue
If you booked one of the selected hotels, we arrange your transfer to and from the venue. If you are staying at an other hotel you can use our transfer facility from Delft Central Station to the venue and vice versa at the tournament days.

Thursday, by arrival on the venue, you need to register your team at the team information desk. Please make sure you check in immediately, so we know you are present and can give you all the information you need. The Team Information Desk is located at the entrance of the venue.

Pit Area
For each team there is a Pit Area available. The size of the Pit Area will be 3 by 3 by 3 meter (10 by 10 by 10 ft). Your Pit Area is equipped with power points, one table and three chairs. Teams should prepare some displays to present their team, project and country. Items must be free standing on the table (there are no walls). We ask teams to remain respectful of the space and not extend into the aisles as this would become a safety issue.
Pit Practice Tables
There will also be Pit Practice Tables in the Pit Area. To make sure every team gets an opportunity to practice, there will be a schedule for Thursday afternoon. On Friday and Saturday it is possible to sign in for practice time at the tables.
Admission
The FLL OEC is open to the public, free of charge.
Friendship night
There will be a Friendship night on Thursday the 31th. During this night there is an opportunity for a limited number of teams to do a little performance (just a couple of minutes). If you would like to do a performance please let us know by sending an email to info@flloecdelft.org. Please keep in mind, the purpose of the performance is fun and not all teams will understand English.
Judging - Robot competition
Judges
Judges originate from various countries, but all are capable of understanding and speaking English. Therefore, the team have to give the presentation in English.
Each presentation can last as long as five minutes. After the presentation, there will be another five minutes to answer questions of the judges.
Teams should be present in front of the judging rooms at least 10 minutes prior the judging session. There are no spectators allowed during the team work judging and the robot design judging session.
Be Aware: Adult intervention is not allowed and will adversely affect the team’s eligibility for awards.
Judging rooms
The project presentation rooms are equipped with a computer and a video projector. Teams who would like to use these facilities have to put necessary content on a USB stick (there will be no internet connection available).
Robot design jury
Make sure you bring your laptop, with the robot programme running, to the robot design jury (they might ask questions about the programme it self). You can also take a hard copy with you, instead of a laptop.
Childrens jury
The judges in this jury are all children. The children have their own set of criteria where they base there judgment on.

Teams will have four judging sessions:
- Team work jury
- Project/research presentation jury
- Robot design jury
- Childrens jury
You must bring and turn in one copy of your team introduction sheet to each one of the four judging sessions (you will need a total of four copies). You to need to send a copy of this form to info@flloecdelft.org.

Lights
Please note that the competition tables and the practice tables will not be lighted with the fluorescent bulbs (TL-tubes), were most teams might be familiar with.
The tables are lighted with professional theater lighting. Every team gets the opportunity to calibrate your light sensors on the Pit Practice tables prior to the games.
Lost and found
The organization cannot be held responsible for any loss or damage of any kind.
Found items will be collected at the front desk.
Queuing
Teams should be present in front of the judging rooms at least 10 minutes prior the judging session. At the robot competition area there will be a special queuing point. Details about this point will be told during the coach meeting.
Robot Round
Team ID badges must be visible at all times. This identification gives you access on to the competition floors.
Only two coaches and up to ten team members are allowed on the competition area floors. There are no spectators allowed on the competition area floors due to safety regulations.
None of the FLL teams or coaches are allowed on the competition floor outside of there scheduled times.
Security
Please follow all instructions given by security and any other employee of the FLL OEC. The organization cannot held responsible for any loss or damage of any kind.
Wifi/Internet
There will be no internet available at the venue.

Pre-tournament preparations
Materials for presentation and Pit Area
All materials you need for your presentation or in and around the Pit Area can be send by post to our headquarter (do not forget to mark all items with your team name). We will take them to the venue.
We do ask you to send us an e-mail to make specific arrangements.
Release and Consent form
In order to participate in the FLL OEC, you have to bring a signed Release and Consent form for each team member, team coach and team mentor. For children under 18, make sure that this form is signed by a parent or legal guardian. The Release and Consent form is attached in this mail. You have to bring the signed forms to the Information Desk upon check in.
Please note; a team member, coach or mentor can not participate without a completed and signed Release and Consent form.
Trade items
We encourage teams to bring trading items to exchange with other teams. A specialty from your own country, the present does not have to be expensive, a sticker, key ring, pin or something like that, made by the team members themselves might be more fun than expensive souvenirs!
Robot transportation letter
To avoid problems with transportation of the robot at the airport, you will find a robot transportation letter attached. We can not guarantee this letter will solve all possible problems, but we hope it will make it a little easier.
