As I indicated in my blog articles "The Only Solution For Terrorism Is Political One" of January 28th 2015 and "Overcome Terrorism With Democracy" of February 4th 2015, conflicts in the Middle East and terrorism by ISIL will never be solved by force. They can be solved only through a political solution.
After the government of Shia Moslems who are a majority had been established in Iraq, they oppressed Sunni Moslems who are a minority. And, in order to fight against oppression, Sunni Moslems procured weapons and started terrorism and military actions against the government, which led to the formulation of ISIL.
Therefore, what is important is the protection of fundamental rights of minority groups in Iraq. Once this is accomplished, minorities can participate in and contribute to the nation's democratic institutions, which will allow Sunni Moslems to disarm and go away from terrorism. And, this is the very area that Japan should contribute to.
After I posted the above blog articles, I have personally worked on Japanese political parties regarding the importance of the protection of minority rights and their participation to political process in countries where terrorism is wreaking havoc.
Fortunately, the DPJ (the Democratic Party of Japan) took my advice seriously. Actually, being asked about how to fight terrorism in the Middle East and North Africa during his press conference of February 13th, the President of DPJ, Katsuya Okada, made a comment that "What is fundamentally important is the stability of people's life in these areas. The Japanese government has been providing humanitarian supports there. Whether people can have a stable life or not lies in the fundamental of issue. If a minority is alienated and has difficulties in their life, it becomes a warm bed for terrorism."
I really hope that the above understanding would spread among Japanese political parties and the Japanese population so that Japan, under her peaceful and democratic Constitution, can contribute to the protection of minority rights and their participation to political process in countries where terrorism is wreaking havoc.
I would appreciate it very much if you yourself too would work on Japanese political parties and Japanese politicians because, in a democracy, it is the people who hold sovereign power over legislator and government.

【政治解決を通じたテロリズムの克服についてーその3】
1月28日付の弊ブログ記事「政治解決を通じたテロリズムの克服について」および2月4日付の弊ブログ記事「政治解決を通じたテロリズムの克服についてーその2」において、お伝えいたしましたように、イスラム国を含む、中東の紛争は、武力では解決しません。政治解決のみが唯一の解決方法です。
イラクにおいて、多数派のシーア派イスラム教徒が政権を取ったのち、少数派のスンニ派イスラム教徒を抑圧したため、スンニ派が武器を調達し、テロや武力で対抗したことが、イスラム国拡大の背景にあると言われています。であるとすれば、少数派の基本的人権を保護し、その政治参加への途を開くことこそが、スンニ派の武装解除とテロリズムからの脱却を可能とし、問題の根本的解決につながるものと思われます。日本は、この分野で貢献すべきです。
上記ブログ記事投稿ののち、個人的に、日本の各政党に対し、テロが行なわれている国々における、少数者の権利の保護とその政治参加の重要性に関し、働きかけをいたしましたところ、幸いにも、民主党が真摯に受け止めて下さいました。
実際、2月13日の記者会見において、テロ根絶のために何が必要かという質問を受け、民主党の岡田克也代表は、「基本は民生の安定だと思います。日本政府も様々な人道支援を行なっていますけど、その地で安定した生活ができるかどうか、ということが根本のところにある。やはり、疎外されているとか、生きていくことに非常に困難を伴うということがテロリズムの温床になっている。」とコメントしました。
上記の理解が日本の各政党および日本国民のみなさんに拡がることが望まれます。平和的かつ民主的な憲法の下、日本は、テロが行なわれている国々における、少数者の権利の保護とその政治参加の実現のために、貢献すべきです。
みなさんからも、日本の政党および政治家に対し、働きかけをしていただけましたら、幸いです。
