T: My worry was whether it was best to run for governor or not.
K: Now, you say you're against reducing taxes.
T: Well, the issue is if doing that will really help the economy.
K: I see.

➫説明型の説明語句が「 if / whether 節」のパターン
➫この説は「～かどうか」を表す形
➫ if / whether に意味の変わりはないが、後者の方がカッチリと響く
（ if は「もし～」との共用で、いささか「緩い」から）
➫ whether ~ or not とすると、「そうか、それともそうでないか」と、「選択」のニュアンスが強調される
