【ワシントン＝阿部真司】米軍普天間飛行場（沖縄県宜野湾市）の名護市辺野古への移設を巡り、米国防総省が、辺野古に建設予定の滑走路とは別に、より長い距離の滑走路を日本政府が選定しなければ「普天間飛行場は返還されない」と明記する文書をまとめていたことが分かった。

 

　普天間飛行場の滑走路は長さ２７４０メートルで、辺野古に建設されるＶ字形の滑走路は長さ１８００メートルにとどまる。米連邦議会の政府監査院（ＧＡＯ）は２０１７年、短い滑走路は米軍の能力低下を招きかねないと指摘し、より長い滑走路の選定を国防総省に勧告した。

 

　文書は、ＧＡＯの勧告に対し国防総省が２５年９月に回答したもの。長い滑走路の選定を「日本政府と共に進めている」としつつ、最終決定する責任は日本政府にあるとの考えを示した。

 

　日米両政府は２０１３年４月に発表した計画で、緊急時に長い滑走路が必要となる場合は民間の空港を利用することで合意している。小泉防衛相は２０日の記者会見で、「米側は２国間の合意に基づく（在日）米軍再編の実施を継続するとの見解を示しており、日米間の認識に全く 齟齬そご はない」と述べ、辺野古への移設完了後に普天間飛行場は返還されるとの考えを示した。

To improve the Department of Defense's ability to maintain its capability in the Asia-Pacific region, the Secretary of Defense should direct the appropriate entities to resolve selected identified capability deficiencies associated with the relocation in reduction in runway length at the Futenma Replacement Facility by, for example, selecting other runways that would support mission requirements.

 

アジア太平洋地域における能力を維持する国防総省の能力を向上させるため、国防長官は適切な機関に対し、普天間代替施設への移転に伴う滑走路長の短縮に関連して特定された特定の能力上の不足を解消するよう指示すべきである。その際、例えば、任務要件を満たす他の滑走路を選定するなどの措置を講じることなどが考えられる。

 

DoD does not concur that the length of the runway planned at the Futenma Replacement Facility (FRF) at Camp Schwab is a capability deficiency for the USMC. At the time of our arrangement with the Government of Japan, it was understood that FRF would not possess a long runway and that the fixed-wing operations that the USM hosts at the Marine Corps Air Station (MCAS)

Futenma would be accommodated elsewhere when Futenma closes. As the GAO recommends, DoD is continuing to work with the Government of Japan to find a long runway to support those Joint Force and United Nations missions currently hosted at MCAS Futenma that will not be hosted at Camp Schwab. Pursuant to the terms of our arrangement, finalizing the selection of that alternative runway is the responsibility of the Government of Japan, and the Futenma facility will not be returned to Japan until it makes that selection. Given that this recommendation is not a DoD or U.S. responsibility, DoD recommends closing the action as complete.

 

米国防総省は、キャンプ・シュワブに建設予定の普天間代替施設（FRF）の滑走路長が、米海兵隊にとっての能力上の欠陥であるという見解には同意しない。日本政府との取り決めにおいて、FRFには長大な滑走路は設けられず、普天間基地の閉鎖に伴い、同基地で実施されている固定翼機の運用は別の場所で対応されることとなっていた。GAO（米国会計検査院）の提言を受け、米国防総省は日本政府と引き続き協力し、キャンプ・シュワブでは実施されない、現在普天間基地で行われている統合部隊および国連の任務を支援するための長大な滑走路の確保に向けた取り組みを進めている。取り決めの規定に基づき、代替滑走路の選定を最終決定するのは日本政府の責任であり、その選定が行われない限り、普天間基地は日本に返還されない。本件は米国防総省や米国の責任に属する事項ではないため、米国防総省は本件への対応を「完了」として終了することを推奨する。
