この文はatからtimeまでがdiscourse markerでM、the party’sからelectionsまでがS、areがV、peopleを先行詞として、whoから文末までが関係代名詞節で、両方を合わせてCという構造になっています。
stolenは、日本のマスコミはほぼ全てが「盗まれた」と訳していますが、正しくは「不正な手段で勝利が収められた」という意味です。
This CD is stolen.「このCDは盗まれたものです」は英語でパラフレーズすれば、This CD is won by using a dishonest means.「このCDは不正な手段を使って手に入れたものです」とできます。そうした上でwinが「手に入れる」という意味も、「勝利を収める」という意味もありうるので、簡潔に表現できることを優先してstolenが使われるようになっているだけです。このような表現パターンは英語にはたくさんあるのですが、マスコミはこれらをことごとく誤読しています。
「それと同時に、一部の州における選挙管理の要職の共和党の候補者は、2020年の選挙は不正な手段で勝利を収められたというトランプ元大統領の危険な主張を支持する人々なのである」。
ここで第2パラグラフは終了です。このパラグラフは、第1文がtopic sentenceで、第2文から第7文がそのsupportであると判断することができます。
