今年度の沿岸報告会は2回目で、1回目は陸前高田市だった。しかし、いろいろイベントが続いていた時期でもあり、なんとなく行く気にならず前回は見送った。今回、釜石市は最近訪れていないなぁ、と思って参加した。
震災後に初めて沿岸を訪れたのは大槌町だった。釜石市を通って大槌町へ家の片付けのボランティアに入ったことを思い出す。釜石の街の道の周囲を覆うガレキと、市役所の窓に車が突き刺さっていたあり得ない光景が未だに目に浮かぶ。
あれからもうすぐ9年になる。
東京都や静岡県からの応援職員さんの防潮堤建設のご講演や、釜石大観音の仲見世通りの活性化を企画してリノベーションしている方々のご講演を聴いた。
釜石市の防潮堤建設には東京都の奥平さんの他、静岡県から派遣の職員さん、他に、もうお帰りになってしまったそうだが福岡県の職員さんがご活躍くださったそうだ。
なんというか。静岡県にも知り合いの鍼灸師さんがいらっしゃるし、ウェブライターさんを知っているし、柚矢が今回研修に度々訪れてもいる県である。それに、福岡県にも友人がいるし、親戚もいるし、やはり知り合いの鍼灸師さんがいらっしゃる。
なんか、ご縁だなぁ、と思う。
ご縁と言えば、日本全国の中で、縁がある都府県は決まっていて、福岡県と大阪府それから静岡県、あとは神奈川県、埼玉県、そして東京都だろうか。（だから何じゃ！）
今回の防潮堤の建設にご尽力くださった東京都から派遣された奥平氏に、朱鷺（shuro）は大変、共感、感銘を抱いた。この方は実は東北に関わり始めたのは平成25年からで、25年26年が宮城県応援、27年28年が福島県、そして29年から現在まで岩手県にいらっしゃるそうだ。
奥平氏のご講演は、淡々とした行政報告と違って、なんと言うのか…血の通ったお話しだった。具体的な苦労や対策、協力してくださった方々への感謝、川の流れを変えようと「とにかく思い立ったらやってみた」こと、それを笑って見ていた業者さんが協力してくれたことなどを熱意を持ってお話くださった。
自治体というのはどうしても守るべき守備範囲がそれぞれ違うこと、各事業（堤防、橋梁、河川、道路など）で重機の取り合いのようになるため、どうやったらうまくまわるかを皆で話し合ったこと等。
釜石大観音の仲見世通りがシャッター通りになっていることは想像に難くなく、釜石に友人が遊びに来たときに訪れる観光地をつくりたいと三重県から移住された一級建築士の宮崎氏が奮闘されているお話。これにもちょっと感動した。
「新しい建物を作っただけで復興になるのか？ 釜石市は復興が終わったら夕張市のように財政破綻するのではないかという噂を聞いた。三重県から友達が遊びに来てくれても連れて行くところがない。」
原点はそこだったそうだ。

Otsuchi was the first to visit the coast after the earthquake. I remember that I went to Otsuchi-cho through Kamaishi City to volunteer to clean up the house. The rubble that covers the streets of Kamaishi and the improbable sight of a car stuck in the window of the city hall are still visible.
It's almost nine years since then.
We listened to lectures by support staff from Tokyo and Shizuoka about the construction of seawalls, and lectures by people who are renovating Kamaishi Daikannon to plan the activation of Nakamise Street.
In addition to Mr. Okudaira of Tokyo, staff dispatched from Shizuoka Prefecture, and employees of Fukuoka Prefecture, who had already returned home, were said to have helped construct the seawall in Kamaishi City.
Somehow. There is also an acupuncturist who I know in Shizuoka, and know a web writer, and my daughter has visited the training frequently. Also, there are friends and relatives in Fukuoka prefecture, and there is also an acupuncturist who I know.
I was deeply sympathetic and impressed by Mr. Okudaira, who was dispatched from Tokyo and helped construct this seawall. In fact, he started working in Tohoku in 2013, and has been supporting Miyagi Prefecture in 2013 and 2013, Fukushima Prefecture in 2015 and 2016, and Iwate Prefecture from 2017 to present.
Mr. Okudaira's lecture was different from the plain administrative report, and what he said ... it was a fascinating story. Specific hardships and countermeasures, thanks to those who cooperated, saying that I tried to change the flow of the river `` I just tried it if I thought of it, '' and that the company who smiled and saw it cooperated.
He spoke with enthusiasm.
It is easy to imagine that Nakamise Street of Kamaishi Daikannon is lonely and all shops are closed. Story that Miyazaki is struggling. I was a little impressed with this. Mr.Miyazaki is a first-class architect emigrated from Mie Prefecture.
"Is it possible to rebuild the city just by building a new building? We heard rumors that Kamaishi City would go bankrupt like Yubari City after the reconstruction. Even if friends from Mie Prefecture came to play, There is no place to take. "
