How to recruit locally hired foreign employees to Japan for training

  • “Training” is the activity of acquiring skills such as being accepted by public and private institutions in Japan (Immigration Control and Refugee Recognition Act, Appendix 1, 4). However, activities corresponding to the status of residence of "Technical Internship No. 1", "Technical Internship No. 1" and "Study Abroad" are not included. For this reason, training that can be conducted with this status of residence mainly includes in-house training, factory tours, training that does not involve any practical training, and funding from the government or local governments, etc. Limited to public training conducted as a managed business.

  • "Technical intern training" refers to the transfer of skills, techniques and knowledge developed and cultivated in Japan to developing countries, etc. (The Law on the Proper Implementation of Technical Intern Training for Foreigners and the Protection of Technical Intern Trainees ( The “Technical Intern Training Law”) is the status of residence given to foreign technical intern trainees who are resident from the first year, Article 1). One of the characteristics of this status of residence is that, in principle, technical trainees are required to engage in activities to acquire skills based on employment contracts so that they can be protected under labor-related laws such as the Labor Standards Law and the Minimum Wage Law. (Article 2.4 of the Technical Intern Training Law). The Labor Standards Law also applies to technical interns that were not previously recognized as workers, so the receiving institution must pay minimum wages, overtime pay, and extra wages at night.

Visiting status “technical intern training” is further classified into four types according to “activity” and “acceptance form”.

  • "skills training", which is largely divided and skills training No. 1 and No. 2, further a combination of corporate stand-alone and collective management type, divided into a total of four patterns

  • Technical training # 1
  • Technical Intern Training # 1 is an activity to acquire skills for the first year after entering Japan, and will be a stay of up to one year. In principle, there are no restrictions on the type of industry, but it must be sufficiently proven that this is a technology transfer such as Japan's excellent production.
  •
  • Technical training # 2
  • From the second year onwards, you will shift to technical internship # 2, which is an activity to familiarize yourself with the skills of the second and third years. It is possible to migrate if the business content corresponds to this. For this reason, it is necessary to check in advance whether the contents of the training you intend to provide in your company are included in the occupations to be transferred.
  •
  • Company alone type
  • Company-independent type is a method in which the organization itself becomes the accepting institution and prepares training plans for technical interns and arranges housing. Since everything is completed in-house, you can control all practical tasks.
  •
  • Group management type
  • In the group management type, first join a business cooperative that handles the technical intern training system. The business union will accept technical interns as the primary host and the company will accept technical interns as the secondary host. In principle, the business cooperatives do all the necessary administrative work, such as recruiting, so that the company can concentrate on its primary purpose of training. This is mainly used by small and medium-sized enterprises, but in some cases it is difficult to realize it because it is necessary to coordinate with the local sending organization to accept specific people such as local employees hired by the company. Many are seen. Therefore, in this case, it can be said that accepting a company alone is appropriate.
