■ 漫画「ゴルゴ１３」に出てくる暗殺請負人の主人公に、「報酬はスイス銀行の俺の口座に振り込んでおいてくれ」という有名なセリフがありますが、この設定はスイスの銀行の看板である、徹底した秘密主義がもとになっています。スイスの銀行の秘密主義には長い伝統があり、フランス革命の騒動の際には、ヨーロッパ中の富裕層がスイスの銀行にお金をかくまい、かのナポレオンも顧客の一人だったといいます。
■ この「口の堅さ」は、銀行員が顧客情報を漏らしたら法律違反というスイス独自の制度から来ているのですが、とにかくこの機密保持力・信用力の高さゆえに、世界中の資産家や富裕層、企業などが、徴税逃れのためのお金の隠し場所として利用してきたようです。
■ しかし最近は、他国の税務当局から照会があった場合には預金者の情報を提供するというのが国際的な時流になっていて、徹底した守秘という「看板」は通用しなくなりつつあるようです。少しでも税収を増やしたい各国政府からの強い圧力に対してスイスの銀行は、匿名の源泉徴収には応じるという方法で、国際ルールを守りつつ守秘義務は果たすという綱渡りを試みています。
