韓国系アメリカ人によって全米各地で展開されてきた慰安婦碑設置運動に日系アメリカ人が正面から反対し、カリフォルニア州のブエナパーク市議会は碑の設置を却下した。いわゆる「慰安婦問題」の根底にある一部の悪意ある反日運動と、それに影響された国際的な誤解が少しずつとけてきているのだ。この新しい動きについて、ジャーナリストの高濱賛氏がリポートする。

今アメリカで在米韓国人による「従軍慰安婦」碑（像）設置運動が広がりを見せている。ニューヨーク州ナッソー郡、ニュージャージー州パリセイズ・パーク市（人口1万7000人）に端を発した慰安婦碑設置運動は今年に入ってカリフォルニア州に転移。7月にはロスアンゼルス近郊のグレンデール市（人口19万人）で、ソウル日本大使館前に建つ少女像のレプリカが設置された。
しかし、そこへ新たな動きが出てきた。その後ブエナパーク市（人口8万人）議会にも設置案が上程されたものの、7月には公聴会が開かれたうえで、賛成1、反対3、態度留保1で結論は持ち越された。そして8月末には態度を留保していた市議が明確に反対を表明。市長は現会期中にこの議案を取り上げないと宣言。2回目の公聴会が開かれる予定もなく、事実上の廃案となった。日本にとって「初勝利」だ。
そもそも、韓国から9600kmも離れたアメリカで米国籍や永住権を持つ韓国系アメリカ人が「従軍慰安婦」像設置運動を繰り広げている理由は「国際的にも抜群な発信力を持つアメリカで問題を起こせば、世界で日本を貶められる」（韓国系活動団体の関係者）からだ。
日本の総理大臣は「アジア女性基金」からの補償金を受け取った元慰安婦一人ひとりに謝罪の手紙を書いたが、韓国側はこの補償と謝罪を受けないよう元慰安婦たちに圧力をかけたうえで、日本は謝罪も補償もしないと声高に叫んでいる。
ただし、謝った謝っていないといった「各論」では日本側も反論出来ても、「総論」では何も知らないアメリカ一般大衆に反論するのはなかなか難しい。日本とは異なり、アメリカの地方都市の市議会議員は大体5～6人。中には元大学教授や博士号を持った識者もいるが、大抵は土建屋とか仕事斡旋業出身者で、外交問題などには疎遠な人たちだ。
さらに小差で選ばれるから選挙民、とくに組織からの陳情に弱い。韓国系組織は票とカネを使って市議会議員を取り込み、パリセイズ・パーク、グレンデールで“勝った”のだ。
