潘事務総長の品格なき履歴書、韓国社会の灰汁
にドップリ漬かった両班。

国連の潘基文（パン・ギムン）事務総長が、国連憲章違反ともいえる一方的な日本批判をしたことが、国際問題に発展しつつある。菅義偉官房長官は２７日、「非常に疑問を感じている」と強い不快感を示し、米ニューヨークの国連代表部などを通じ、発言の真意を確認する方針だ。そもそも、潘氏はこれまでも出身国・韓国に偏った言動や縁故人事などで問題視されてきた。ジャーナリストの室谷克実氏が、潘氏のあきれた実像に迫った。
「日本の政治指導者は極めて深く自らを省みて…」と、上から目線で内政干渉した国連の潘事務総長。高度な中立性を守るべき立場ながら、母国・韓国で常識外れの日本批判を展開した「国連憲章違反」の疑いが取り沙汰されている。
この潘氏こそ、韓国社会の灰汁（あく）にドップリと漬かり切ったまま、韓国の国技であるロビー戦術に乗ってポストを手にした「今日の両班（ヤンバン＝貴族）」だ。
朝鮮李王朝６００年の間、世襲の支配層として君臨した両班。彼らには朱子学の知識習得が必須だった。朱子学の知識を問う科挙に合格することが、官職を得るための第一歩だったからだ。
めでたく官職を得ても、礼学論争がある。朱子学の解釈に名を借りた２大派閥の権力闘争だ。負けた派閥の幹部は死罪か流刑になる。そんな中で、どちらにも属さず、あるいはどちらにも属し、最後に勝ちそうな派閥に乗る蝙蝠（コウモリ）のような両班が少なくなかった。
彼らは官職に就くや、それに付随する権力を行使して、不正蓄財に励み、血縁者を登用させようと画策した。
今日の韓国の上層社会（高級公務員や大手財閥の経営陣）で展開されている日常は、李王朝６００年の両班の権力闘争と本質的に変わらない。
上司に対しては「イエスマン」であり、時にライバルの悪口を吹き込みつつ、利権をあさる。そして、中下層に属する人々に対しては、どこまでも横柄だ。
米国留学は李王朝時代に例えれば、科挙合格だ。留学組の潘氏は「親米派」とみられていたが、盧武鉉「反米左翼」政権が誕生するや「反米派」になる。潘外相の下、外務省スポークスマンは「わが省に親米派は１人としていない」との声明を述べたのだ（２００５年４月）。
それより前のことだが、盧大統領が、外務省を全く無視して「対日外交戦争を辞さず」（０５年３月）との対日ドクトリンを発表すると、外務省内は放心状態になった。骨のある外相なら、大統領に辞表をたたきつけるところだが、潘氏は恥じらいもなく「大統領発言の事後バックアップ」に奔走した。
こんな「イエスマン忠勤」により、国連事務総長選に出馬することが了承されたのだ。
そして、国際社会での官職に就くや潘氏は、人事で韓国人を重用した。娘婿（インド国籍）を、イラク支援ミッションの官房長に抜擢した人事には、国連職員労組が事務総長批判を採択する事態になった。
潘氏が、中下層の国連職員を怒鳴り散らすのは有名だ。アフリカの国々の人権問題には厳しく口をはさむが、中国に対しては何も言わない。
まさに朝鮮伝統の「事大主義の両班」そのものだ。
文弱の両班は危険な所には近づかず、戦火を見るや真っ先に逃げる存在だった。シリア情勢が深刻化する中、のんきに韓国に里帰りするとは、まさに両班。
事務総長に就く前の潘氏を「人格者」と褒めちぎった日本の外務省幹部は、今どこで何をしているのだろうか。

이 반 씨 야말로 한국 사회의 잿물 에 푹 잠 깁니다 워진 채 한국 의 국기 인 로비 전술 을 타고 포스트를 손에 넣은 "오늘 양반 ( 양반 = 귀족 ) '이다.

경사스럽게 관직 을 얻어서 , 예의 학적 논쟁이있다. 주자학 의 해석 에 이름을 빌린 양대 파벌 의 권력 투쟁 이다. 지는 도당 간부 는 사형 또는 유배 된다. 그런 중에 , 어느 쪽에도 속하지 않고 , 혹은 어느 쪽에도 속하지 마지막으로 이길 것 같아 파벌 타고 박쥐 ( 박쥐 ) 같은 양반이 적지 않았다.
그들은 관직 에 오를 되자 그에 따른 권력을 행사 하여 부정 축재 에 힘써, 친척 을 등용 시키려고 획책 했다.
오늘 의 한국 상품 사회 ( 고위 공무원 이나 대기업 재벌 의 경영진 ) 에서 전개 되는 일상은 리 왕조 600 년 양반 의 권력 투쟁 과 본질적으로 다르지 않다.
상사 에 대해서는 " 예스맨 " 이며, 시 라이벌 욕을 불어 하면서 이권을 뒤적 거리다 . 그리고 중하층 에 속하는 사람들 에 대해서는 어디 까지나 거만 하다.
미국 유학 리 왕조 시대에 비유하면 , 과거 합격 이다. 유학파 의 반 씨는 " 친미 주의자 "라고 보여지고 있었지만, 노무현 '반미 좌파 ' 정권이 탄생 하자 " 반미 주의자 "가된다. 반 장관 아래 외무성 대변인은 " 우리 성의 에 친미파 는 1 명 으로하고 있지 않다"고 성명을 언급 한 것이다 ( 2005 년 4 월 ) .
