Because you had never login to google's service by your iPhone before. But google knew the address you typed is certainly yours.

If someone who stolen your email address & password tried to login to your google, google must stop the connecting.The Password was right, google said you have to prepare your iPad, just in case.

first time only, you must authenticate new device from device already authenticated. It's a hassle, but after that, new devices will be in a new family.
