バングラデシュの首都ダッカで２日、卑劣なテロ事件が発生した。日本人７人を含む、計２２人が犠牲となった。多くが同国の発展に尽くした人々だった。亡くなられた方々のご冥福をお祈りするとともに、遺族のみなさまには心からお悔やみを申し上げたい。
On July 2nd, a horrible terrorist attack took place in Dhaka, the capital of Bangladesh, which claimed the lives of 22 people. Many of them were people working to advance that country. We pray for the repose of the souls of the victims and offer our sincerest condolences to the surviving families.
質問がある。あなたはテロに協力したり、テロリストを喜ばせたいと思うか？ 全員が「ノー」と答えるはずだ。
Question: Do you want to cooperate in terror or make terrorists happy?
The uniform answer: No.
しかし、現実には、テロリストが喜ぶ行動を無意識のうちに取る人が多い。テロリストの「思うつぼ」にハマっているのだ。
However, in reality many people unconsciously take actions which please terrorists. They are playing into the hands of terrorists
本人も不本意なはずだが、指摘されないと気付かないようだ。このような状態に陥らないためには、テロの本質と目的をよく知る必要がある。
It is probably not their true intention, but they do not realize it unless it is pointed out to them. In order not to fall into this situation, it is necessary to understand the essence of terrorism and its purpose.
「テロ（ｔｅｒｒｏｒ）」とは、もともと恐怖を意味する。いつ、誰が、どこで、どのような形で巻き込まれるのか予測不能なので、誰もが恐怖を覚える。
The original meaning of the word “terror” is fear. Fear arises from the fact that we cannot predict when, where, by whom, or in what form we may be caught up in a terrorist act, and it is felt by everyone who thinks about it.
今回、コーランを暗唱できたイスラム教徒の人質は解放されたが、毎回そうとはかぎらない。対立する宗派のイスラム教徒であれば真っ先に殺されたかもしれない。それに爆弾テロでは、被害者の宗教や国籍を選別することなど、テロリストにも不可能である。
In this case, hostages who were able to recite verses from the Koran by memory were released, but that is not always the case. If they had been members of a competing Muslim sect they might have been killed first. And in the case of a suicide bomber, the terrorist is not able to discern the religion or nationality of his victims.
テロの本質は無差別殺人であり、テロリストとは凶暴化した野生の熊が重武装したようなものだ。説得には逆上で応える。
The essence of terrorism is random killing, and a terrorist is like a heavily armed wild bear that has turned vicious. Attempts at reasoning are met only with increased rage.
日本は資本主義陣営を代表する大国であり、イスラム教国ではない。が日本人を殺す理由としてはそれで十分だ。「安倍晋三政権のせいで日本人が殺される」と主張する一部の自称平和主義者は、非論理的な思考回路がテロリストに近い。
Japan is a major power representative of capitalist countries, and not a Muslim country. For a religious fanatic, that alone is reason enough to kill Japanese. Those self-styled pacifists who assert that “It is Prime Minister Abe’s fault that Japanese are killed” have an irrational mentality close to that of the terrorists.
テロの最大の目的は、大衆に恐怖を与え、疑心暗鬼にさせて、結束を分断することにある。敵国内の混乱こそがテロリストの無上の喜びなのだ。
The biggest goal of terrorism is to instill fear in the populace, to make them suspicious of everything, and to destroy social cohesion. Nothing makes a terrorist happier than chaos or confusion in an enemy country.
民進党の岡田克也代表は、菅義偉官房長官が事態の収拾前に首相官邸を離れ、参院選の応援演説に行った件で、「致命的ミスがあった」と危機管理能力に疑問を呈した。
Concerning the fact that Chief Cabinet Secretary Yoshihide Suga left the prime ministers official residence to participate in campaigning for the upper house election before the hostage situation was fully resolved, Democratic Party leader Katsuya Okada challenged the administration’s crisis management skills saying that “a fatal mistake was made.”
確かに官邸には、危機管理について深く反省すべき過去がある。
It is true that there have been past instances of poor crisis management by the administration.
阪神・淡路大震災のとき、村山富市首相（当時）の判断ミスで自衛隊の派遣が遅れたといわれる。東日本大震災後の福島第１原発事故では、菅直人首相（同）が現地に出向き、かえって現場を混乱させた。
During the Hanshin-Awaji Earthquake, dispatch of self-defense forces was delayed by then-prime minister Tomiichi Murayama’s error in judgment. In the case of the nuclear accident at the Fukushima Dai-ichi nuclear plant during the Great East Japan Earthquake, then-prime minister Naoto Kan visited the site in person, which had the adverse effect of creating more confusion on the ground.
官邸の過去の失敗を踏まえたうえで、今回の致命的ミスとやらを具体的に指摘したならば、私は岡田代表を評価する。
If he was pointing out the current concrete fatal error in light of errors in judgment by past administrations, then there is value in Mr. Okada’s statement.
一方、テロリストの思うつぼにハマり、参院選の集票が目的の浅薄な政権批判を行っただけならば、その見識を疑う。
On the other hand, if his purpose was shallow criticism of the administration in order to gain political advantage in the upper house election and he was simply playing into the hands of terrorists, then we are left to doubt his common sense.
