 英国で、EU(欧州連合)に「残留か」「離脱か」の国民投票が行われ、離脱派が勝利した。大勢が判明した6月24日午後、円相場は急騰し、一時1ドル=99円台を付けた。日経平均株価は1286円も暴落し、世界の株式市場は同時安となった。
 Great Britain carried out a national referendum on whether to “leave” or “remain” as a member of the EU, and the “leave” camp won. On the afternoon of the 24th when the outcome became certain, foreign exchange rates soared and the yen rose to the 99-yen level against the dollar. The Nikkei Stock Average plunged to 1286 yen, and the world stock markets simultaneously fell.

 


 この混乱は十分に予測されていた。従って、「残留派=理性的かつ現実的な知識層」で、「離脱派=不寛容で感情的な無教養層」と決め付ける論調がある。果たしてそうだろうか。
 This confusion had been expected on the theory that “Remain camp = rational, realistic intellectuals” and “Leave camp = intolerant, emotional, and uneducated class.” Is that really the case?

 


 テレビ朝日系「報道ステーションSUNDAY」のインタビューで、離脱派の英国人男性が「日本の最高裁がソウルにあり、国会が中国にあったら嫌でしょう」と話していた。離脱派を見下す日本人の中に、このウイットに富んだ例え話に反論できる人物がいるだろうか。
 In an interview aired on the TV Asahi network program “Hodo Station Sunday,” a member of the leave camp said “You wouldn’t like it if the Japanese supreme court were in Seoul and the parliament was in China, would you?” Is there anyone among the Japanese looking down on the leave camp who can offer a cogent counterargument to this witty example?

 


 EUは、人と物と資本を自由に往来させるグローバリズムを欧州で実現する目的でつくられた。加盟国は、国家主権を欧州委員会(=EUの行政執行機関、EUの政府)に預ける実験の範囲を徐々に拡大してきた。
 The EU was created for the purpose of realizing globalism within the EU in the form of a free flow of people, goods, and capital. The scale of the surrender of national sovereignty by member nations to the European Commission (= EU administrative institutions, EU government) was gradually increased.

 


 しかし、イデオロギー優先といえる欧州委員会は、短期間に無茶をやり過ぎた。
 However, the European Commission, which can be said to put a high priority on ideology, went too far in too short a period of time.

 The European Commission, while either ignoring or minimizing the clear-cut distinctions among the member nations in economic disparity, racial issues, national character, religious antagonism, etc., continued expansion and forcibly pressed on with its ideals.

 


 In addition, the EU bureaucracy ballooned to 30,000 people including short-term employees, and perhaps to justify their high-paying positions, created detailed regulations such as limits on the suction power of vacuum cleaners and forced them upon member nations.

 


 As a result, frustration has erupted not only Britain, but also in France, the Netherlands, and other advanced countries. Even in Germany, which has benefitted the most from the EU, national opinion was split over the Syrian refugee crisis.

 


 People strongly influenced by ideology think lightly of obvious realities and human instincts.

 


 A country treating immigrants and refugees the same is like a mother who would treat her child the same as her neighbor’s child. It is easy to criticize this as “intolerance,” but in response to such a person I would argue “You are intolerant of human instinct.”

 


 German Prime Minister Merkel expressed the view that “cherry picking” benefits to be had by Britain such as freedom of movement and access to the single market will not be allowed going forward.

 


 However, in exchange for the various confusion among member countries, Germany has been the sole winner from “cherry picking” low wage rates and a cheap Euro currency. That is why the EU is ridiculed as the German “Fourth Reich.”

 


 If they cannot put aside their childish spite and put the priority on mutual benefit in negotiating the terms of Britain’s exit, the EU and Britain will go down together.
