田原総一朗氏や鳥越俊太郎氏、岸井成格氏ら、テレビキャスター6人が先月29日、「私たちは怒っています!」という横断幕を掲げて、記者会見を行った。後の3人は、大谷昭宏氏と金平茂紀氏、青木理氏で、田勢康弘氏は欠席した。
Six television newscasters including Soichiro Tawara, Shuntaro Torigoe, and Shigetada Kishii held a press conference on February 29th displaying a banner saying “We Are Angry.” The other three are Akihiro Ohtani, Shigenori Kanehira, and Osamu Aoki, and Yasuhiro Tase was also named as a promoter.
彼らは、高市早苗総務相が国会審議で、放送局が「政治的に公平であること」と定めた放送法第4条の違反を繰り返した場合、電波停止を命じる可能性に言及したことに怒っているらしい。
They seem to be angry about the fact that Minister of Internal Affairs and Communications Sanae Takaichi testified in Diet hearings that broadcasters may lose their licenses in the event that they repeat violations of Article 5 of the Broadcast Law which provides for them to be “politically fair.”

By way of confirmation, she repeated the long-held view of the government that “I cannot say that the government would not take any future action in the event that after repeated requests broadcasters do not make any improvements.”
Under the administration of the Democratic Party of Japan (DSP) in November 2010, then State Secretary for Internal Affairs and Communications Hideo Hiraoka made the same statement in hearings before the Upper House General Affairs Committee. There have been even stronger statements concerning cancellation of broadcast licenses.
According to an article on the home page of Gendai Business, on February 23 of that same year in an off-the-record interview with beat reporters Chief Cabinet Secretary Azuma Koshiishi said “If you run just mistaken information, we will terminate your license! The government can terminate your licenses. If that happens, you will not only be restructured, you will all lose your jobs and income.”
On the 13th of last month, newscaster Jiro Shinbo on his Nippon Broadcasting System program “Jiro Shinbo’s Zoom: Can You Go That Far?!” said that a strong claim was received from the DSP through the Tokyo political division to the effect “Do not ever use the term “alien” to refer to the Prime Minister (Yukio Hatoyama).”
It is clear that there are Japanese politicians who pay no heed the “freedom of expression” of media newscasters. It cannot be said that there is no chance that they will ever come to power in the future. Thus, it is natural for Ms. Takaichi to say that “I cannot say that the government would not take any future action.”
The assertions made by the newscasters mentioned at the beginning of this article are completely opposed to the assertions made by the “Association of Audiences Seeking Adherence to the Broadcast Law,” of which I am a founding member.
Accordingly, on the 7th we proposed that those seven people participate with us in an open debate. At the same time we submitted a proposal to NHK for the debate to be broadcast live.
Presenting competing views, debating them from all angles thoroughly, and leaving judgment up to the audience is the foundation of democracy and the raison d'être for Article 4 of the Broadcast Law.
If they intend to continue broadcasting as if to say “We alone are the protectors of Japan’s democracy,” then chickening out of the debate is unacceptable.
