朝日新聞では読者の「知る権利」は優先順位が低いらしい
Readers’ “Right to Know” Apparently Not a Priority at Asahi Newspaper

 私も呼びかけ人の「放送法遵守を求める視聴者の会」は13日、読売新聞に意見広告を掲載し、15日に記者会見を行った。 
 On the 13th, the “Association of Audiences Seeking Adherence to the Broadcast Law,” of which I am a founding member, ran a full-page paid opinion advertisement in the Yomiuri Newspaper, and on the 15th we held a press conference.


 以前も書いたが、われわれはテレビ局やラジオ局という「公共の電波を利用する放送事業者」に対し、放送法第4条という「法律の遵守」を求めているだけなのだが、なぜか放送法とは無関係な日刊ゲンダイなどから理不尽な批判を受ける。
 As I have written before, we are simply calling upon “television and radio station operators who use public airwaves” to obey the Broadcast Law, Art. 4, but for some reason we have received unwarranted criticism from Nikkan Gendai magazine and others to which this law does not apply.



 批判者は大抵、「放送法4条は倫理規定だから守らなくていい」という。自らの順法・倫理意識の低さを公言してはばからない、大胆さと潔さは認める。
 The critics generally argue that “it is not necessary to obey Broadcast Law, Art. 4.” I must acknowledge their raw nerve and boldness in professing their own low regard for adherence to the law and ethical standards.

 Some argue that adherence to Article 4 will have a chilling effect on news coverage. Keio University Honorary Professor Setsu Kobayashi says “it will lead to post-censorship and the inability to criticize the government.”


 Just like the argument that “other countries cannot invade Japan because of Article 9 of the Japanese Constitution,” this is an absurd jump of logic, but if an “important person” argues something, people who are not good at reasoning and depend on the authority of others are persuaded.


 The Japanese media seems to think that it is supposed to lead or guide the ignorant public. Therefore, each media organization controls and manages the information it reports so as to make reports congruent with the principles it espouses, and engages in “image manipulation” to make a minority opinion appear to be the majority opinion.


 I think that what they fear most is “having to report facts which they do not want to divulge” or “not being able to report lies as truth.”


 This media posture, which is “completely mistaken” in a mature democratic nation, was spawned by U.S. occupation policies following the war.


 In clear contravention of the prohibition on censorship which they wrote into Article 21(2) of the Constitution which they drafted, GHQ (General Headquarters of the Allied Forces) established a press code which prohibited reporting in 30 categories and strictly controlled the content of media information through a massive secret censorship program.


 The Asahi Newspaper received a two-day suspension of business for criticizing the U.S. for the atomic bombing and other things. The entire media feared GHQ and enforced self-censorship.


 In addition, under the War Guilt Information Program, the purpose of which was to implant in the Japanese people a sense of guilt over the war, GHQ forced the Japanese media to produce false reports and programming. A prime example is the NHK radio program “This Is the Truth [shinso wa kou da]” which reported on the Nanking Massacre.


 Even now, 63 years after the end of the occupation, the Japanese media continues to engage in “leading or guiding the public,” “image manipulation,” “self-censorship,” and “false reporting.”


 Incidentally, we initially sought to place this paid opinion advertisement in the Asahi Newspaper. We are told that they considered the request for two weeks, even holding a board meeting, but in the end our request was rejected. It appears to me that the readers’ “right to know” is not a priority at the Asahi Newspaper.
