【ワシントン聯合ニュース】世界的に著名な日本学、歴史学などの学者１８７人が米東部時間の５日、安倍晋三首相に対し旧日本軍慰安婦問題とこれに関連した歴史的な事実をねじ曲げることなく、そのまま認めるよう求める声明を共同で発表した。
【Washington: Yonhap News】On May 5 EDT, 187 world famous historians in Japanese studies and history jointly published an open letter urging Prime Minister Abe to acknowledge and not distort the facts concerning the comfort women and the imperial Japanese military. (This article is in Japanese only.)

この記事を読んで、「学者というのは世界共通でバカの集まりなのか？」と一瞬思いましたが(笑)、気を取り直して一次資料を探して読んでみたら、バカは聯合ニュースの記者の方だと分かりました。
When I first read this article, I thought that perhaps this open letter was just the work of another group of unlearned scholars, but then I looked for and found the original documents, which was when I realized that the foolish party here is Yonhap News. Here is the original:

そもそも、この共同声明は安倍首相宛ではありません。
In the first place, this open letter is not addressed to Prime Minister Abe.
声明のタイトルは、The title is as follows:
日本の歴史家を支持する声明
OPEN LETTER IN SUPPORT OF HISTORIANS IN JAPAN
です。ちなみに声明文の中に「安倍」の文字はどこにも出て来ません。つまり聯合ニュースは最初から嘘を書いています。
The name "Abe" appears nowhere in the open letter. In other words, the report by Yonhap News is a falsehood from the start.
声明はこのような書き出しで始まります。

下記に署名した日本研究者は、日本の多くの勇気ある歴史家が、アジアでの第二次世界大戦に対する正確で公正な歴史を求めていることに対し、心からの賛意を表明するものであります。

声明のタイトルに則した書き出しですね。
This first sentence matches the title of the open letter.
今度は聯合ニュースの記事を引用します。

声明は「アジアで第２次世界大戦に対する正確かつ公正な歴史を追い求める日本の勇気ある歴史学者たちとの連帯を表する」とし、日本の歴史解釈の問題が、戦後の日本の民主主義や自衛隊の文民統制（シビリアンコントロール）、科学への寄与、他国への援助などの成果を評価する上で障害になっていると指摘した。
“The open letter begins ‘[We] express our unity with the many courageous historians in Japan seeking an accurate and just history of World War II in Asia’ but then points out that the inaccurate interpretation of history is an obstacle to evaluating the success of postwar Japanese democracy, civilian control of the Japan Self Defense Forces, contributions to science, and assistance to foreign nations.”
実際の記述はこうです。

その中でも、争いごとの原因となっている最も深刻な問題のひとつに、いわゆる「慰安婦」制度の問題があります。この問題は、日本だけでなく、韓国と中国の民族主義的な暴言によっても、あまりにゆがめられてきました。そのために、政治家やジャーナリストのみならず、多くの研究者もまた、歴史学的な考察の究極の目的であるべき、人間と社会を支える基本的な条件を理解し、その向上にたえず努めるということを見失ってしまっているかのようです。
“One of the most divisive historical issues is the so-called ‘comfort women’ system. This issue has become so distorted by nationalist invective in Japan as well as in Korea and China that many scholars, along with journalists and politicians, have lost sight of the fundamental goal of historical inquiry, which should be to understand the human condition and aspire to improve it.”
「韓国と中国の民族主義的な暴言によっても、あまりにゆがめられてきました。」という部分に、聯合ニュースは一切触れていません。
The part which said "This issue has become so distorted by nationalist invective in Japan as well as in Korea and China" was left out.
その先の部分を読んで私がすぐに思い出したのは、アメリカで19名（現在20名）の歴史学者が、マグロウヒル社の歴史教科書に書かれた「日本軍は20万人の朝鮮女性を強制連行して慰安婦（性奴隷）にした」という記述について「改める必要はない」と擁護した一件です。
Reading on, I recalled the 19 (now 20) American historians who defended and said there was no need to change the passages in the McGraw-Hill history textbook which teach that the Japanese Army forcibly recruited 200,000 Korean women and made them serve as sex slaves.
彼らは歴史学者を名乗りながら、一次資料を検証したとは全く思えないということを、私も夕刊フジの連載に書きましたが、共同声明の上記部分は、彼ら20名に対する批判なのではないかと私は考えました。
Although they claim to be historians, I cannot imagine that they actually reviewed the primary sources of this claim, as I wrote in Fuji Evening News. I think the above section of the open letter is also a criticism of them.

共同声明の一次資料からまた引用します。
Quoting again from the primary source here:
元「慰安婦」の被害者としての苦しみがその国の民族主義的な目的のために利用されるとすれば、それは問題の国際的解決をより難しくするのみならず、被害者自身の尊厳をさらに侮辱することにもなります。
“Exploitation of the suffering of former ‘comfort women’ for nationalist ends in the countries of the victims makes an international resolution more difficult and further insults the dignity of the women themselves.”
聯合ニュースの記事はまたしても、この部分に一切触れていません。187人の学者は慰安婦問題を「民族主義的な目的のために利用」するな！とわざわざ言ってるのに、聯合ニュースは完全無視で引き続き「民族主義的な目的のために利用」したのです。
The Yonhap News report also does not refer to this passage. Despite the fact that the 187 scholars are calling for the parties not to exploit this issue for nationalist ends, Yonhap News proceeds to do exactly that, to exploit it for nationalist ends.
ニュースというものはこのように、切り貼り次第で自分たちの都合の良いように加工できます。これは聯合ニュースや朝鮮日報、中央日報に限りません。もちろん私のブログ記事だって例外ではありませんよ。だから一次資料が重要なのです。
News can be manipulated through selective quotations and additions to be whatever you want it to be. This is true not just of Chosun Ilbo and JoongAng Ilbo. Even my blog postings are no exception. That’s why it is important to examine the primary sources directly.
共同声明には、日本を非難する部分も書いてあります。
The open letter also has a section criticizing Japan.
しかし、同時に、彼女たちの身に起こったことを否定したり、過小なものとして無視したりすることも、また受け入れることはできません。二〇世紀に繰り広げられた数々の戦時における性的暴力と軍隊にまつわる売春のなかでも、「慰安婦」制度はその規模の大きさと、軍隊による組織的な管理が行われたという点において、そして日本の植民地と占領地から、貧しく弱い立場にいた若い女性を搾取したという点において、特筆すべきものであります。
“Yet denying or trivializing what happened to them is equally unacceptable. Among the many instances of wartime sexual violence and military prostitution in the twentieth century, the ‘comfort women’ system was distinguished by its large scale and systematic management under the military, and by its exploitation of young, poor, and vulnerable women in areas colonized or occupied by Japan.”
もちろん、慰安所や慰安婦という存在が一切無い世の中が理想だと私も思います。そして、旧日本軍が慰安所の設置に深く関与し、軍医たちが慰安婦の健康管理等を行ったことは歴史的事実ですから、否定してはいけません。また、貧しく弱い立場にいた女性が慰安婦となったことも事実です。本人の意志に反していた場合も多いでしょう。
Of course I believe that it would be ideal to have a world where there existed no comfort women or brothels. In addition, it is a historical fact that the Japanese army was deeply involved in the establishment of the brothels, and that military doctors monitored the health of the comfort women, so these facts must not be denied. It is also a fact that many impoverished or vulnerable women became comfort women. There were undoubtedly a large number of cases where this was against their own will.
しかし、慰安婦になった後の彼女たちは搾取されたどころか、日本兵のなけなしの給料を搾取して、将軍クラス以上の高給取りになったということも歴史的事実です。慰安婦問題について語るのであれば、この現実からも目をそらすべきではありません。
On the other hand, it is also a historical fact that the women who became comfort women, far from being exploited, commanded salaries far in excess of generals in the army. When discussing the comfort women issue, this fact should not be ignored.
現代の風俗嬢もサラリーマンの給料から搾取して、社長以上の年収を稼いでいたりします。
Many modern prostitutes also command salaries extracted from salaried workers much in excess of the salaries of company presidents.
それから女性の人権を考えるのであれば、第二次世界大戦で慰安所を設置しなかったソ連軍や米軍、中国軍がどれほどの強姦事件を起こしたのかも考えるべきです。もちろん慰安婦問題で日本を責めたてる韓国が、ベトナム戦争の時は自ら慰安所を設置し、加えて現地のベトナム女性を数多く強姦・殺害した件にも触れる必要があるでしょう。
When discussing human rights, the discussion should also include consideration of how many rapes were committed by Russian, American and Chinese troops in the absence of comfort stations. One should also consider the fact that the Korean government, which is pressing Japan so hard on this issue, itself established comfort women stations in Viet Nam, and in addition, Korean troops raped and murdered an enormous number of Vietnamese women.
何度も言ってますが、現代の価値基準や、旧日本軍の「元慰安婦」の証言だけを根拠として、昔の日本だけが責められる理由は一切ありません。
I have said it many times, but there is no reason that only Japan should be demonized based on current moral standards and the testimony of a few “former comfort women.”
さて、今回の件で驚いたのは、いつも反日的な報道が目につく東洋経済オンラインが、珍しくバランスの良い報道をしていたことです。
One thing that surprised me about this latest report is that the usually anti-Japanese Toyo Keizai Online uncharacteristically published a balanced report. (No English available.)
