BANGKOK (AP) — Asian markets moved higher Thursday, a day after Greece approved a harsh austerity package to prevent the heavily indebted country from a massive default.

Oil prices rose above $95 a barrel while the dollar sank against the euro and the yen.

Japan's Nikkei 225 rose 0.3 percent to 9,824.01, Some export shares dropped on a strengthening yen. Isuzu Motors Ltd. lost 1.6 percent while Mitsubishi Motors Corp. shed 1 percent.

South Korea's Kospi index rose 0.5 percent to 2,104.63, while Hong Kong's Hang Seng was 1.7 percent higher to 22,436.78. Australia's S&P ASX 200 rose 1.7 percent to 4,604.10.

Banking shares in Asia followed their U.S. counterparts higher. Hong Kong-listed Agricultural Bank of China, the country's biggest rural lender, rose 2.3 percent. China Construction Bank Corp. gained 1.9 percent. National Australia Bank Ltd. was 1.6 percent higher and Mitsubishi UFJ Financial Group Inc. jumped 2.4 percent.

Oil-related stocks also posted gains as crude prices marched upward. Hong Kong-listed PetroChina Co. Ltd., the publicly traded unit of China's biggest oil and gas company, rose 1.4 percent.

Greece's approval on Wednesday of austerity measures needed to avert default next month was a decisive step for the country to get the next batch of bailout loans from international creditors and was met with a huge sigh of relief in markets.

A Greek default could potentially trigger a banking crisis and turmoil in global markets. Another bill has to be passed Thursday for the government to secure the money.

"Investors are going to the market to pick up good bargains that have surfaced over the past few days of selling," said Lee Kok Joo, head of research at Phillip Securities in Singapore. "With the debt crisis out of the way, investors are going to the market."

Shares in Chinese auto and battery maker BYD Co. jumped 44 percent in their debut on the Shenzhen Stock Exchange, despite news that the company's profit fell by 84 percent in the first quarter. BYD, whose name stands for Build Your Dreams, said the plunge in its first quarter profit was mainly due to weak auto sales.

MidAmerican Energy, a subsidiary of billionaire investor's Warren Buffett's Berkshire Hathaway, holds a 9.9 percent stake in BYD.

On Wall Street, stocks closed higher for the third day in a row Wednesday. The Dow Jones industrial average rose 0.6 percent to close at 12,261.42. The Standard & Poor's 500 index rose 0.8 percent to 1,307.41. The Nasdaq composite rose 0.4 percent, to 2,740.49.

Financial companies in the S&P 500 rose 2.1 percent after Bank of America Corp. reached an $8.5 billion settlement with investors over claims it sold them bad loans. The investors said Bank of America violated agreements with them by selling them low-quality mortgage-backed securities that lost value when the housing market collapsed. Much of the losses stem from BofA's 2008 purchase of the troubled lender Countrywide.

Bank stocks also got a lift from news that the Federal Reserve plans to limit the fees banks can charge retailers for swiping debit cards to 21 cents. That's higher than the 12 cents the Fed first proposed.

Benchmark crude for August delivery was 39 cents higher at $95.16 per barrel on the New York Mercantile Exchange. The contract settled at $94.77 per barrel on the Nymex on Wednesday.

The euro rose to $1.4512 from $1.4428 late Wednesday. The dollar weakened to 80.38 yen from 80.91 yen.

An overnight Taliban raid on a famous hotel in Afghanistan’s capital, Kabul, has killed seven civilians and two police and was designed to undermine confidence in the upcoming handover of security from international to Afghan forces.

The raid ended at 8:00 a.m. Wednesday morning local time with the self-detonation of the ninth and final suicide bomber, according to interior ministry and Taliban sources. That final blast killed two policemen and a Spanish civilian.

The attack highlights the Taliban’s strength at penetrating security in Kabul, which is one of seven areas slated to be handed over to Afghan security next month. National and foreign representatives had converged on Kabul for a conference today on that transition. Taliban spokesman Zabihullah Mujahid says that meeting was a primary reason for the assault on the InterContinental Hotel as well as the fact the hotel houses foreign advisers.

While the raid showcased Taliban capabilities, it also put to the test Afghan and international coordination that will be necessary after next month’s handovers. Early details indicate some success for the model of putting Afghans on the front line, embedding trainers with those units, and calling for help when needed.

“Yesterday it looked to me that it worked rather effectively,” says Thomas Ruttig with the Afghanistan Analysts Network in Kabul. “But Kabul, of course, is probably better than other parts of the country. It depends how good the people on both sides are.”
Afghan forces take the lead

The attack began with a suicide bombing at a side gate to the hotel, killing police there and avoiding heavier security along the main entrance, according to Mr. Mujahid, the Taliban spokesman who says he maintained phone contact with the fighters during the raid.

“They went through all the hotel, opening the doors of each room and killing the people,” says Mujahid.

Afghan police and special forces led the response to the assault, which began late Tuesday night. They cut power to the hotel in order to plunge the militants into darkness.

The Afghans also called to international forces, known as ISAF, for aerial support. ISAF sent one Blackhawk helicopter and had others on standby if needed.

Afghan forces entered the hotel from the ground floor, working their way up to the roof, while the ISAF-operated Blackhawk engaged six militants on the roof. Contrary to earlier reporting, the Blackhawk had no rockets.

Instead, the six militants were killed by detonation of their suicide vests and small arms fire from the helicopter, according to ISAF spokesman Capt. Justin Brockhoff. He says the shooting from the helicopter stopped once Afghan forces appeared on the roof.
Coordinated response

“Afghan and ISAF forces coordinated closely during the response,” says Captain Brockhoff via e-mail. “The Afghan Crisis Response Unit had the lead, and ISAF had a small number of mentors with them to facilitate the coordination efforts.”

He adds: “This was a complex and deliberate attack that had the potential to become a far more serious incident, and the response clearly demonstrates the [Afghan security forces'] ability to react to and deal with security incidents in Kabul.”

However, it appears from overnight reports that the coalition believed the raid to be over around 3:00 a.m. But one attacker remained.

“One of our mujahideen was in contact with me until 8:00 am this morning from inside the hotel and was waiting for security people to enter, then he would attack. But after 8:00, we lost contact,” says Mujahid.

Mohammed Najib, assistant to the Ministry of Interior spokesman, confirmed that this final bomber blew himself up at 8:00 a.m., killing two police and a Spanish civilian. The six other civilians killed in the raid were Afghan. Thirteen people were also injured; five were police and the remaining were Afghan civilians.

Spain has about 1,500 troops in Afghanistan. The country has taken serious losses recently. On Sunday, two Spanish soldiers and another three were injured by an improvised explosive device (IED). Four more were killed earlier this month by another IED. Last August, a driver for Spanish police trainers shot two Spanish officers and their translator.

French Finance Minister Christine Lagarde was chosen Tuesday to lead the International Monetary Organization and will immediately confront a European debt crisis that threatens the global economy.

Lagarde will be the first female managing director of the 66-year-old global lending organization and the 11th European. Next week, she will begin a five-year term.

Among her challenges, she will have to prod fellow Europeans to take painful steps to prevent a default by Greece. She'll face pressure from developing nations that want a greater voice at the IMF. And she'll be looked upon to restore the IMF's reputation, which was tarred by a scandal involving Dominique Strauss-Kahn, the man she's replacing.

Strauss-Kahn resigned last month after being charged with sexually assaulting a New York City hotel housekeeper. He has denied the charges.

"I am deeply honored by the trust placed in me," Lagarde said in a statement in Paris after the vote Tuesday. "I would like to thank the fund's global membership warmly for the broad-based support I have received."

Lagarde was chosen by consensus, the IMF said in a statement.

Her selection became all but assured once the Obama administration endorsed her earlier Tuesday. Hours later, the IMF's 24-member board voted to appoint her. She had also won support from Europe, China and Russia. Mexico's Agustin Carstens challenged her, but his candidacy never caught fire.

In an interview on French television after the announcement, Largarde said her first priority is to unify the IMF's staff of 2,500 employees and 800 economists and restore their confidence in the organization.

She also said she wants to meet with Strauss-Kahn, if permitted to by the U.S. government.

"I want to have a long talk with him, because a successor should talk with their predecessor," Lagarde said during the interview on French television channel TF1. "I can learn things from what he has to say about the IMF and its teams."

Lagarde, 55, will be the first IMF leader who is not an economist. She led the Chicago-based law firm Baker & McKenzie before entering French politics in 2005. She has spent much of her career in the United States and speaks impeccable English.

As one of the longest-serving ministers under French President Nicolas Sarkozy, she made the country's labor market rules more flexible. Forbes has listed her among the world's most powerful women.

Most urgently, she will be expected to help stabilize Europe's debt crisis.

"This will put her in the position to work more closely with her European counterparts and push them if needed," said Domenico Lombardi, a senior fellow at the Brookings Institution and a former member of the IMF's executive board.

Under an informal arrangement dating to the end of World War II, a European has always lead the IMF and an American has run its sister organization, the World Bank.

Lagarde helped lead negotiations for a bailout package last year that combined European Union and IMF funds in a pool to aid highly indebted European countries. But some experts argue that Europe's leaders have been too timid in responding to the crisis and have been discredited by their failure to solve it for good.

She moved to address that criticism last week when she met with IMF's executive board. She told them there was "no room for benevolence when tough choices must be made, and there is no option that does not start with difficult but necessary adjustments by the Greek authorities."

A default by Greece would reverberate well beyond Europe. Such dangers are why even some developing countries, such as China, supported her Lagarde's candidacy, Lombardi said. China owns billions of dollars in euro-dominated bonds and has little interest in seeing the European debt crisis worsen.

She also will be expected to boost morale among the staff in the wake of the scandal. Before being criminally charged last month, Strauss-Kahn was reprimanded in 2008 for having a brief affair with a subordinate, though he faced no disciplinary action.

Lagarde's support for gender equality in the workplace might help her put her stamp on the organization, said Susan Schadler, a former IMF deputy director who now serves as a senior fellow at the Centre for International Governance Innovation.

"The IMF's culture is no different than any institution in the financial sector: It's dominated by men," Schadler said. "But I would imagine she would be a good influence and improve the environment for the better."

Lagarde spoke to that issue in her interview on French television Tuesday.

"In my interview at the IMF with all the 24 administrators, there was not one single woman," she said. "So while I was being questioned for three hours by 24 men, I thought it's good that things are changing a little."

Analysts say the IMF's culture is evolving, however gradually. Her appointment puts two women in prominent leadership roles at the organization. In April, Nemat Shafik, an Egyptian economist and former World Bank official, was appointed a top deputy at the fund.

Shafik said last month that the IMF is boosting its efforts to recruit women. The fund wants 25 percent to 30 percent of its management positions to be held by women by 2014, Shafik said.

Other analysts noted that as a European and as a woman, Lagarde is both a conventional and a bold choice to lead the IMF. Like her predecessor, she represents the French elite. But as the first woman to lead the organization, she represents a break with history.

"She's the old guard and the new guard," said David Bosco, an assistant professor of international politics at American University.
