"I'm living in a constant state of fear they'll be picked up," said the daughter of illegal immigrants. The American-born Loganville teen was among roughly 10,000 to 15,000 people, according to Capitol police, who jammed the streets of downtown Atlanta Saturday morning to voice their opposition to House Bill 87, Georgia's crackdown on illegal immigrants.

The recently signed bill penalizes those who use false identification to secure jobs as well as government officials who fail to enforce the state's immigration laws.

Though the law went into effect Friday, protest organizers say the fight to repeal HB 87 is far from over.

"This is the beginning of the end, not the end," said Teodoro Maus, president of the Georgia Latino Alliance on Human Rights (GLAHR).

Protesters invoked President Barack Obama's name repeatedly as they marched past the state Capitol, signifying their support of the federal DREAM Act, which would provide conditional permanent residency to certain illegal immigrants, such as high school graduates, who came to this country as minors.

"We need comprehensive immigration reform," said Helen Kim Ho, executive director of the Asian American Legal Advocacy Center, one of 62 organizations that participated in Saturday's march. "Change has to come from the federal level."

Mableton resident Alma Olmedo said she's not optimistic about a federal solution.

"Obviously the federal government is not doing anything for us so we'll have to do it for ourselves," said the 22-year-old, holding a sign declaring "I will not live in the shadows."

Olmedo, who came to the U.S. when she was 5 years old, said she fears the consequences of HB 87.

"I could end up being sent back to a place (Guadalajara, the capital of the Mexican state of Jalisco, where Olmedo was born) I don't remember to live among people I don't know," she said as marchers chanted "Si, se puede," Spanish for Obama's 2008 campaign slogan, "Yes we can."

The message Saturday was about more than politics, according to Adelina Nicholls, executive director of the GLAHR.

"We believe they have the right to stay here," she said. "Our kids have grown up here. We work here. This is our country also."

HB 87's opponents welcomed one small victory this week, as a federal judge blocked some contested parts of the bill, including a provision that empowered local and state police to investigate the immigration status of certain suspects and another that punished those who harbor illegal immigrants.

Georgia is one of several states to adopt tough immigration legislation patterned after the groundbreaking law enacted in Arizona last year.

D.A. King, president of The Dustin Inman Society, which he described as "pro-enforcement on American immigration and employment laws," said the rally participants are on the opposite side of the majority of U.S. opinion.

"Most Americans realize that we take in more legal immigrants than any nation on the planet -- more than 1 million a year," King said. "Most Americans watching this rally understand that these people's message is one of anti-enforcement, open borders and separatism."

King said HB 87 "is doing exactly what it was intended to do and I, along with a majority of Georgians who oppose illegal immigration, are very happy -- elated -- to watch illegal immigrants migrate out of Georgia."

King said "we will really know we have an effective immigration law when we make ours closer to what they have in Mexico," which he said is far more stringent.

As the week ended, friends and supporters of Mr. Vance’s heatedly discussed what the Strauss-Kahn case meant for his political future. They said the case had placed Mr. Vance in an unenviable position: On the one hand, the accuser has been discredited by her misstatements and apparent connections to criminal activity. At the same time, they said, physical evidence suggested that some kind of nonconsensual encounter probably did take place.

Before the recent revelations, Mr. Vance had begun putting together a campaign for re-election in 2013, holding a breakfast for donors in May and sending out fund-raising e-mails. He marched, along with members of his office, in the gay pride parade last month, and had assembled a small but skilled political team.

His supporters were, before his current troubles, mostly full of praise for his tenure, noting that he had created innovative programs like a conviction integrity unit, which examines troubled prosecutions for mistakes.

Now, some of those supporters are wondering what will happen next.

“It’s a little early to know exactly what the impact of all of this will be,” said Barry Scheck, a lawyer and a founder of the Innocence Project, who advised Mr. Vance on the creation of the conviction integrity unit. “But if, in fact, the office winds up deciding that the case shouldn’t have been made in the first place and brought exculpatory evidence to the defense in a prompt, appropriate way, that’s a good thing,” Mr. Scheck said.

Some friends conceded that Mr. Vance was not a seasoned politician who knew how to do damage control.

Eliot Spitzer, the former governor, said the unanswered questions in the case — “Was there sufficient skepticism? Should they have withheld judgment until more was known?” — had to be balanced against the fact that Mr. Vance had acted properly once he determined there were problems. “It’s impossible at first to push back against stories like this,” Mr. Spitzer said. “It will have an impact, but 10 thousand other cases, even high-profile cases, will emerge.”

When it comes to defining the terms of federal budgeting and deficit reduction, it’s almost as if Democrats and Republicans are speaking different languages or using different mathematical models. And in their regular Saturday radio addresses, that pattern continued.

President Obama repeated his recent mantra:

“Nothing can be off limits, including spending in the tax code, particularly the loopholes that benefit very few individuals and corporations,” Obama said.

“Now, it would be nice if we could keep every tax break, but we can’t afford them,” he continued. “Because if we choose to keep those tax breaks for millionaires and billionaires, or for hedge fund managers and corporate jet owners, or for oil and gas companies pulling in huge profits without our help – then we’ll have to make even deeper cuts somewhere else. We’ve got to say to a student, ‘You don’t get a college scholarship.’ We have to say to a medical researcher, ‘You can’t do that cancer research.’ We might have to tell seniors, ‘You have to pay more for Medicare.’”

Speaking for the Republican side, and without addressing the presidential scolding regarding “millionaires and billionaires” that began at Obama’s press conference this week, Sen. Dan Coats of Indiana said, “Unfortunately, the President’s economic plan of spending and borrowing has failed.”

“It’s time to acknowledge that more government and higher taxes is not the answer to our problem,” Coats said.

As a model for government efficiency and economic recovery, Coats cites the work of Indiana’s Governor Mitch Daniels, who faced a $200 million deficit when he took office.

“While other states increased spending and raised taxes, Indiana reduced spending, cut taxes and paid down its debts,” Coats said. “The spend less, borrow less and tax less model in Indiana has resulted in balanced budgets, job creation, and a triple-A credit rating. In contrast, the spend more, borrow more and tax more approach of the President has resulted in fewer jobs, higher debt and a threatened downgrade from credit agencies.”

Obama calls his approach to deficit reduction – which includes raising taxes for some corporations and wealthy individuals – “balanced.” For Republicans in the House and Senate, “balance” means amending the US Constitution to require a balanced budget, which is the way things operate in most states. And any increases in taxes, even for hedge fund managers, corporate jets, and oil companies making record profits? Forget it.

With an eye to the August 2 deadline looming over a possible debt crisis, the Senate has canceled its July 4 break and will be back at work next Tuesday. Meanwhile, the rhetorical fireworks continue.
