堯帝が天子の位を舜帝に譲られたとき、言われた。「ああ、汝、舜よ。天命いまや汝の身に下って、ここに汝に帝位をゆずる。しかと公平中道であれ。もし天下万民を困窮せしめることがあれば、天の恵みは永久に汝の身を去るであろう」
舜帝が天子の位を禹に譲られるときにも、同じ言葉を言われた。
夏王朝は桀王の時、無道であった為、湯王が殷王朝を建てた。湯王がこう宣言した。「不束者の私、履、つつしんで黒き牡牛をいけにえにして、至高至大なる天帝に申し上げます。罪人は厳正に処罰します。桀王の罪を隠蔽しないのは、天帝の御心が在るからです。もし私に罪があれば、私の罪であって、万民の罪ではない。もし万民に罪があれば、それは万民の罪でなくて、私の罪である」
周王朝の時、武王が誓った。「周に下された大きな御賜物を感謝いたします。周には善人が多い。親族がいるけれども、仁人には及ばない。人々に罪があるならば、それは私の罪である」
武王はこうして、度量衡を厳正にし、礼楽制度をととのえ、すたれた官職を復活して、行政を推進した。また、滅亡した国を復興し、断絶した家を再建し、野にあった賢者を登用した。そして天下の民心を帰服した。重んじられたのは、民の食と喪と祭とであった。このように、君たる者が寛大であれば衆望を得る。信実であれば民は信頼する。勤勉であれば功績があがる。公正であれば民は悦ぶ。
英訳

If the people of the world were to be impoverished, the blessings of heaven would retire from thee forever."
