子張が孔子に尋ねた。「どのような心がけが行政指導者として必要ですか」
老師が答えられた。「五美を尊重し、四悪を退ければ、行政指導者となれる」
子張が尋ねた。「五美というのは、どういうことでしょうか」
老師が答えられた。「君子は恩恵を民に施すのに費用をかけない。民に労役を課しても怨まれない。欲することはあるけれど強欲でない。泰然としているが傲慢でない。威厳があるが猛々しくない。これが五美だ」
子張がその説明を求めた。
老師が答えられた。「民が自から利とするところによって民を利する。つまり、生業に専念させることが恩恵で、財物を恵むような失費を必要としないだろう。正当な労役や人々が喜ぶような労役を選んで課するならば、民は怨まない。欲することが仁であり、得ることが仁ならば、むさぼるということにはならない。君子は相手の数の多少にかかわらず、また事の大小にかかわらず、慢心をおこさないで慎重に任務に当る。これが泰然として傲慢でないということです。君子は服装を正しくし、容姿を厳粛にするので、人に畏敬される。これが威厳があって猛々しくないということです」
子張が尋ねた。「四悪というのは、どういうこでしょうか」
老師が答えられた。「道徳教育をせずに、罪を犯すと死刑にする。これを虐という。注意を与えないで、良否を検査する。これを暴という。連絡をいい加減にして、実行の期限を厳しくする。これを賊という。民に与えるべき物を出し惜しみをする。これを小役人根性という」
英訳
Zi Zhang asked Confucius, " What kind of a mental attitude do you need as an administrative leader?"
The Master was answered, " If you respect five beauties and reject the four evils, you can be an administrative leader."
Zi Zhang asked, " What does five beauty mean?"
The Master was answered, " A man of virtue does not cost to apply the benefits to people. Even if the work is imposed on the people, it is not a grudge. Have a desire but not greedy. It is not arrogant although it is a calm. Dignified but not fierce. This is five beauty."
Zi Zhang asked for the explanation.
The Master was answered, " People benefit from their own interests. What it mean,it is a boon to be devoted to the occupation. Because give of property would need an expense. The legitimate work and if choose the work that people are pleased with, the people do not have a grudge. If want thing is perfect virtue and get is perfect virtue, it does not become devour. A man of virtue, regardless of the number of the opponent, and regardless of the size of the matter, do not wake conceited and carefully hit the mission. This meaning is not arrogant as a calm. A man of virtue dress properly, to make the appearance solemn, people is respect. This meaning is dignified and not fierce."
Zi Zhang asked, " What is the meaning of the four evils?"
The Master was answered, " Do not moral education, commit a crime and put it to death. This is called the torture. Do not give attention,they inspect the quality. This is called violence. Get in touch to negligent, tighten the deadline for execution. This is called a bandit. They skimp on a thing to give to the people. This is called a small officer's guts.
