こんにちはSano Tino Life Designです。
ここ数日、ネパールを取り上げた番組をテレビで見る機会に恵まれ、
目や耳からネパールを感じられてとても嬉しい気分です。
ネパールの美しい文化や自然を紹介すると共に、
地震の被災者の為に行われている様々なプロジェクトについても紹介していました。
中でも、ネパール東部ソルクンブ郡のグデルという村の状況を追った
ドキュメンタリーは心を打つものでした。
(3月14日放送：NHK プロフェッショナル～仕事の流儀～)
地震で村を離れていたシェルパ族の80歳を超えたおばあちゃんが、
まだすきま風もビュービュー吹く仮の住まいという状態の中だけど、
「自分の生まれ育った村に戻ってきたよ」と話していました。
地震前の村を想って胸を痛める気持ちはもちろん消える事は無いものの、
その表情を映すシーンから村に戻って来られたという彼女の喜びが伝わって来ました。
また一度カトマンズに出稼ぎに出た若者たちが村を建て直す為に戻って来たこと、
そしてただ戻って来たのではなく、その村を建て直す為に奔走する日本人の
国際災害ボランティアの方との出会いを通じて、
自らの力とアイデアを生かして村を建て直すというモチベーション
を得ていた事がとても印象的でした。
この村では これから家を建て直す作業が始まることを伝えていました。
【再び家で眠るまで～木材切断機～②】からの続き
さて、サムンドラデヴィ村の人たちが再び家で眠るための第一歩として
購入を検討していた木材切断機。彼らが探していた木材切断機には、
彼らの決めていたいくつかの条件がありました。
その条件とは、
① ネパールで手に入ること
② 後々も自分たちで修理が出来る仕様であること
③ 電気・ディーゼル両方で動くこと（電気供給は極めて不安定な為）
これらの条件全てを満たし、現実的なのはインド製の木材切断機でした。
ここで前回の記事を思い出して頂きたいのですが、
インドとネパールの国境は事実上の封鎖状態にありました。
これがまさに村の復興に関してのいくつもの点において支障を来たしたのです。
まず木材切断機自体がインドから入ってきませんでした。
その後約4か月の事実上の国境閉鎖を経て、
ようやく国境開放となり輸入制限も解かれました。
そしてやっとこれらの条件を満たす仕様の木材切断機がたった2台だけ、
インドからネパールに輸入され、
村の人たちもその内の1台の購入を約束する事が出来ました。
色々な「待つ」状況が重なり、なかなか思うように物事が進まない中、
機械本体の目途は何とかつきましたが、まだまだチャレンジは続きます。
サムンドラデヴィのような村では、機械を全て電気で動かす事はなかなか難しく、
ディーゼルも必要です。しかしその価格はインドとの国境封鎖後、
数倍にも膨れあがり、簡単に手に入る金額ではありませんでした。
しかしディーゼルが通常価格へと戻り安定するのを待ちつつも、
今度は機械を入手した後に、実際に村で使えるようにする準備を始めなければなりません。
現在サムンドラデヴィ村があるヌワコット郡のオフィスで、
機械を「設置」する為の申請プロセスが進められています。
なぜこのような申請が必要かと言いますと…
ネパールの森には、その木々が薪に使われたり、家畜の餌として与えられたりと
人々の生活に密着しているという背景があります。
これらの引き換えに起こる事として、森林伐採の問題も深刻です。
雨季のネパール、特に村落部には傾斜の多い丘が多いことに加え、
森林伐採が招いた深刻な被害をもたらす土砂崩れや洪水が多発していた事によって、
ネパール政府は森林伐採に対して様々なルールを厳しく設けるようになりました。
公有林も多く、「月の決まった日にしか薪を取りに森には入れない」、
「切った木材は商業用には使わない」などルールを守って管理されています。
しかし残念ながら公有林に関するこれらのルールを無視し悪用されるケースや、
生態系を壊すようなケースもあり、
これに係る政府の様々な審査が厳しくなってきているのです。
サムンドラデヴィ村にもこの公有林は存在しており、
木材切断機はこの公有林から
半径5キロメートルの距離内での設置が許されていません。
今回サムンドラデヴィの人たちが家を建てる為に木を切るエリアはこの公有林ではなく、
代々村の人たちの手で自ら管理してきた私有林ですが、
この政府の決まりを犯さない為にも所定の場所での設置が大切になって来ます。
きちんとルールを犯さない範囲での設置場所の目途がついたものの、
それは家を建て直す為、木材を運ぶのに最適の場所という訳には行きませんでした。
何事も妥協点を見出しながら、その中で最善の道を選ぶと言う他ないのが現状なのです。
さて、ヌワコット郡のサムンドラデヴィ村は震災で甚大な被害を受けた為、
ネパール政府から優先地域と認定され、一家庭約20万円の補助金配布が決定しています。
しかしもうすぐ地震発生から一年が経とうとする現在2016年3月においても、
補助金配布は未だ準備段階で、来月ようやく配布「予定」
だという事が村の方たちからのお話でわかりました。
サムンドラデヴィ村ではこの補助金20万円の配布を待って、
家の本格的な建て直しに取り掛かるという人たちが決して少なくありません。
木材切断機を村に運び設置して、作動させて木を切って、
家の建て直しに取りかかって、早くその家で眠りたいのに…
その家を建てる時に必要な材料について考えると、
セメント、石材、木材、そこから梁や柱などがあります。
石材は村で集めることが出来る（安全に使える物に限られますが、
壊れてしまった家から集めた石材を再利用する）為、
その費用の70パーセントは木材にかかります。
そして今回、Sano Tino Life Designを通じてサポートしているこの木材を切る為の
切断機で経済的な助けだけではなく、
非常に労力の要る肉体労働の軽減にもなることを願っています。
木材切断機を使う事は誰にでも出来る事では無く、やはり一定のスキルが必要です。
村では自分たちの家を建てるため木を切ることが出来るように、
また刃を交換したりメンテナンス出来るように、と必要なスキルを身に付けるために、
今使う事の出来る人たちから、これから使う人たちへのトレーニングが始まるそうです。
ネパールは未だ大きな地震の余震に震える日もあります。
村の人たちは自分たちで作った仮設の住まいで激しい雨季や厳しい冬を
乗り越えてきました。
上記の様に自分たちを取り囲む状況に左右されている事も事実ですが、
自分たちを左右している状況のインパクトが大きすぎて
やる気を削がれそうになる時もあると思うのですが、
助けを待っているだけでは無く、
村の人たちは今この状態で出来る事を精いっぱいしています。
自らが出来る事の方に目を向けると、状況が整ったらすぐにスムーズに家を建て直す為の準備など、それは決して少なくないですし、もしかしたらその事の方が多いかもしれない。
自然の中でこれまでの人生を生きてきた、
又そのためのスキルを持つ村に住まう彼らが木材切断機を使えるようになることは、
文字通り自分たちの家を自分たちの手で建て直して行く為の第一歩を意味します。
自分たちの「家」に戻る夢を持っている彼らサムンドラデヴィ村の人たちの
強い心意気を感じます。

Nepali news and various documentaries have been broadcasting in these days in Japan. That includes the introduction of Nepali culture and beauty
as well as the situation after the earthquake including various ongoing projects
for earthquake victims. I watched few documentaries about Nepal in last few weeks
and one of the documentary about the Gudel village of Solukhumbu district for the earthquake victims was very heart touching and remain fresh in my mind.
The documentary was about the happiness of 80 years old women
who is finally returned to her village.
Her house is not ready for living but she looks very happy to back to her birth place.
I was also pleased to see Japanese volunteer to support for re construction of the village and nice thing that I saw was that the young villagers has also returned to their village and using their skills to re construct better and strong house.
Many of the young villagers are also determined to remain in their village
and rebuild their house again regardless of what they would have earn in
golf country or in a big city like Kathmandu.
They are not just determined to remain in the village but
they are also motivated to use their skills in their own village.

Back to the Samundradevi village story and dream to sleep in their own house.
One key step that took for the re build own house was the setup of wood cutting machine. There was also the certain condition and requirement for the wood cutting machine to be able to operate in the village as follow.
1. Machine shall purchase locally in Nepal
2. Maintenance parts shall be available to purchase in Nepal and maintain locally
3. Machine shall be operated both by electricity and
diesel by considering operating cost and back up to cope with load shedding.
We could purchase the Indian made wood cutting machine that could meet all our requirements. However, we still have a challenge of Indian economic blockade
over Nepal if you could remember our last blog.
Indian blockade has affected badly for the re construction of the
Samundradevi village as well.
Somehow, Indian blockade has over and two units of wood cutting machine has also imported in Nepal. We have also successfully secure one unit of the machine
for samundradevi village. There was a long waiting and many things could not happen as planned. However, we have finally purchased the machine, but we still have a few challenges ahead. This machine can technically operate by electricity and diesel but operating this machine by electricity has another hurdle in the remote village like Samundradevi.
First, we have to get the license to operate the wood cutting machine
and then only we can get high voltage power which needs for machine operation.
Else, we have to operate it by diesel.
In fact we still need to get the license to operate this machine
before we can think to operate it by diesel as well.
Well, there are other few reasons behind why government of Nepal is strict
about wood cutting machine. Deforestation in Nepal has always been a serious issue
which has a severe effect on the lives of poor people.
In the past Nepal was a widely forested nation however now with the requirement
for extension of rural area, the developing regional interest for timber and local resident’s dependence on firewood as the essential source of energy.
Nepal is hilly national having many natural disasters like landslide
and flood in every monsoon season.
Due to steep hills landscape and heavy rain in monsoon,
many villages are swept away by landslide.
To prevent this kind of disaster government of Nepal has been very strict on
deforestation.
Nepal government sharp eye for the deforestation,
there are many community forest which is connected to this village
from all the direction. Some other reasons are smuggling of timber to India,
bio diversity effect of Nepal and wild life preservation and also to the
consciousness of climate change.
Having said that the life of earth quake victim and dream to go back to home is still far away but work is on progress. Which also means that wood cutting machine cannot be install within five kilometer distance from any of the community forest.
In these consequences we have decided to set up the wood mills in a safe zone which
will not violate any government law.
We have found the right place up in the hill
but not the most convenient location from construction site to the wood mills.
Looking back the materials require to construct the typical Nepalese house
are made by stone wall, mud bonding, wood furniture and various beam and pillar.
Still the wood remains more than 70% of major cost for the construction since stone is free to collect in the village.
For this case most villagers can re build their house by
re using the stone from their divested house.
So other major things are wooden work and that is what we are working for
by Sano tino wood mills.
What remains is the financial aid for various labor works.
Nuwakot was one of the devastated areas in last year earthquake
and government of Nepal has announced to offer NPR 200K per house hold.
But financial aid has not distributed even after a year of earthquake but we know engineering inspection and re construction study work is on progress.
Villagers are not sure yet when they will get the financial aid
but they are dire to start the work and dream to go back to their own house one day.
Training for furniture making and operation of the machine will be soon started.
Not all steps at a time but they are working for all they can.
Nepal is still suffering from the aftershock even after a year from deadly earthquake. Villagers are living in the temporary self-made cottage house overcoming the heavy monsoon and also tough-winter.
A year in Nepal is like a decade in a busy world but villagers are taking all the steps they can at this situation. They are not merely waiting for the aid and support to
re build their house.
They have cut their own trees and fermenting the trees in the water.
They have collected the stone and soil that requires for the reconstruction
as soon as they can start the work.
At the end, villagers have been living in nature all their life and they have great surviving skills. They want to build their house by own hands
and design the window and doors with own craftsman ship.
They have a dream to go back to own house someday.
The difference that villagers are expecting is efficient way
for making beautiful and strong house again.
